Revy: Appearance= Revy is a Chinese-American,slightly tan-skinned woman who appears to be in her mid to late twenties. She is 165.6 centimeters tall or 5'5" and has upper back-length burgundy hair brown hair in the manga that she typically keeps in a low loose ponytail, including rather large bangs falling onto her forehead on either side along with two shoulder-length sidelocks framing her face. Moreover, she has amber-brown eyes, a tribal tattoo on her upper right arm that reaches all the way up to her neck, and a slightly muscular build that she does not conceal in the least. Appearance= Her wardrobe typically consists of a black tank top that leaves her stomach exposed, very short cut-off jeans turned into denim shorts that she never bothers buttoning up since she uses a U.S. Army webbing belt to keep them up instead, a pair of U.S. military jungle boots without socks, and a pair of black fingerless gloves. Revy also sports a pair of brown leather cross-draw shoulder holsters to store her twin Berettas in whenever she is not using them. She has stated on at least one occasion that she dresses in short clothing because such clothes are easy to move in and do not cause her to overheat, rather than because the outfit is revealing. Personality= Revy is a troubled, loud, rude, sarcastic, deadly, competitive, short-tempered, cynical, confident and considerably aggressive person who also exhibits a wild temperament. Revy has romantic feelings for Rock (though he is unaware of this), but due to her psychological issues, she expresses these feelings as jealous possessiveness and fierce defense of Rock from anyone who would dare to lay a hand on him. She considers herself his "weapon" who will fire when Rock says so. On top of that, Rock is the only one who can restrain her violent outbursts of anger and destruction.

Rock: Appearance: Rock is a fair-skinned, Japanese ex-salaryman with a skinny build, pale skin, and a height of 173 centimeters or 5'8" His black hair has fringe on the right side, and he has brown eyes. Eda, who likes to tease Rock, defines him as "handsome," but little is known about how others perceive his physical appearance beyond noticing his grooming. In the manga, Rock's employee information shows that he was born in August 1974, making him 20 years old at the beginning of the manga series early 1995 In contrast, the anime shows that he was born on August 21, 1970, making him 24 at the anime's beginning in 1995 though his employee certificate erroneously says 25 as his age. Personality= Rock is a humble and good-natured person despite being on the business end of guns from friends and foe alike. Initially, he is often surprised at the barbarity of the international criminal underworld. At Lagoon Company, Rock is typically responsible for account management, diplomacy, negotiations, translation, and interpretation, as well as running errands. Working in the Resources Department of Asahi Industries, Rock has an understanding of geology and chemistry. He is also an accomplished linguist due to his frequent travels from his previous job, and can speak a variety of languages such as Japanese (his native language), English, Spanish, some Russian, and some Romance languages, including some French. He also has a surprisingly high tolerance for alcohol due to his heavy drinking salaryman lifestyle. While Rock has excellent critical thinking and problem solving skills, his most powerful intellect lies in his gift for choosing the most effective, yet riskiest, solution out of all of them, leading other characters to characterize his actions as those of a high-stakes gambler.

The Lagoon Company, also called Lagoon Traders, is a for-hire shipping, smuggling, and pirate service in Roanapur favored by various criminal organizations for locating and retrieving or smuggling items. Including the leader, the company is comprised of only four members (and one member-in-training) who met under unlikely circumstances and have starkly different backgrounds. The company gets its name from their boat Black Lagoon.
The Lagoon Company is led by Dutch, who presents himself as a former U.S. Navy PT boat captain who supposedly went AWOL after the end of the Vietnam War. There are currently four other people under the company: the electronics specialist and navigator Benny, the businessman Rock, the gunslinger Revy, and the ex-assassin Le Majeur, the most recent member-in-training. Rock is the second latest addition to the company.
The Lagoon Company has two bases, with one being at the company office on the second floor of a business complex building where the company has a residence rented for meeting with each other. The second base is the dock house at the harbor where the Black Lagoon is stationed. Additionally, the company has warehouses at the Roanapur harbor where they hold shipments for clients. Whereas the two bases are mainly used as Dutch and Benny's residences, Rock and Revy have their own respective places elsewhere. The Lagoon Company engages in piracy to raid ships of their cargo on behalf of criminals, but they also ship various goods for criminals including but not limited to weapons, alcohol, human beings, and other contraband. Although the company uses the Black Lagoon for water transportation, Benny drives the other members around town using his car.
Dutch began the company in Roanapur at some point either in the late 1980s or early 1990s. Eventually, the Chinese-American Revy came along and joined his company as the second member, and Dutch cited not only her ambidextrous firearm skills as reason for hiring her, but also her great diving skills. Revy's activities before joining are mostly unknown except that she grew up in New York and spent time in child welfare centers, stole things and killed people including her own father, and served a sentence in prison until she successfully escaped her imprisonment. She somehow ended up in Roanapur, where at one point she worked as a performer at Jackpot Pigeons and then joined the Lagoon Company. In 1992-1993, Benny was a university affiliate in Florida who angered both the U.S. FBI and the mafia, and he would have been killed if not for Revy saving him and bringing him to Roanapur. For the next two years, Benny contributed his part to the team with his excellent hacking and communications skills as well as his mechanic capabilities to repair the PT boat, his computer, and the company's car. In the same year, Dutch saved Balalaika of Hotel Moscow after her duel with Mister Chang of the Hong Kong Triad, and he brokered peace between the two crime syndicates, earning the bosses' respect.

The city is infamous as a den of crime and corruption and is home to a wide variety of criminals and outcasts including pickpockets, thugs, mercenaries, thieves, prostitutes, assassins, and gunmen, all of whom operate without much hassle from authorities.
History: During World War II, the Imperial Japanese military dredged the harbor to use it as a naval base. In 1944, the Japanese Army even built an underground shelter in town to prepare for attrition warfare. A city born during the Cold War, Roanapur was a dying port town until in 1961 when it started to become the den of vice and crime that it is currently notorious for. At the end of the Vietnam War, a large numbers of Vietnamese refugees and former soldiers who defected arrived into the town, one of these Vietnamese defectors being Bao, who founded the Yellow Flag bar in 1978 and took in fellow Vietnamese people. Afterwards, Roanapur became a haven for smugglers and criminals, who flocked to the city in order to capitalize on the growing Southeast Asian drug trade. Currently, Roanapur is dominated by the Hong Kong Triad, which had to previously deal with the introduction of the Russian crime syndicate Hotel Moscow in late 1993.
The subsequent fight between Mister Chang and Balalaika almost tore the city apart when both of them greatly injured each other, but Dutch saved Balalaika and managed to broker peace between the two, and the two syndicates have been on more or less good terms ever since. Besides the Triad and Hotel Moscow however, Roanapur is home to several other criminal organizations, including Cosa Nostra, the Colombian Cartel, the Nuevo Laredo Cartel, and most recently the Albanian Mafia. The city's mafia heads do their best to keep Roanapur out of international news and intervention since they enjoy their criminal livelihoods and prosperity. The four leading groups (Hotel Moscow, the Triad, Cosa Nostra, and the Nuevo Laredo Cartel) make up a group known as the Council that control and maintain the city's balance of crime. More recently, the Colombian Cartel completely departed from Roanapur due to their decline in their home country, leaving their seat on the Council open to the Nuevo Laredo Cartel. Besides crime syndicates, foreign government groups like the U.S. Central Intelligence Agency and the People's Liberation Army of China have stationed agents in Roanapur for the purpose of international influence.
Roanapur is shown to be in the geographic location on or very near Trat, Thailand. Roanapur, being a port town, is situated on Thailand's coast adjacent to the Gulf of Thailand, stationed quite close to sea level. The city is greatly urbanized and has a tropical savanna climate like most of Thailand.
While the town mainly has Thai citizens, its international standing among criminals and tourists has attracted people from various nations, including Vietnam, Japan, Russia, Italy, China, the United States, Colombia, Mexico, Albania, and even Australia. Given the large Buddha statue in Roanapur's bay as well as Thailand's history, Buddhism was indicated to have a large presence in the area at some point, and a small number of Christians reside in the city such as churchgoers of the Rip-Off Church.
Thai is the primary language of Roanapur, which is greatly demonstrated by the numerous Thai signs in the city and its location in Thailand. Nonetheless, because there are lots of foreigners in town of various backgrounds, English is Roanapur's lingua franca, which is also demonstrated on business and city signs where English commonly accompanies the Thai script. Additionally, the languages of the various crime syndicates can be seen in the respective territory of said groups, such as Russian and Chinese signs for Hotel Moscow fronts and Triad businesses. In the anime, there is a more noticeable amount of Vietnamese signs, such as the signs in front of the Lagoon Company office.
The primary currency of Roanapur is baht, although the U.S. dollar is also popular given that USD is prevalent in illicit activities across the globe. Furthermore, the majority of the city's GDP comes from the city's businesses, some of which act as fronts for the crime syndicates, in addition to tourism, including tourists' visits to casinos and the brothels in the profitable red-light districts. Even the city's police force are frequent customers of Roanapur's prostitutes. Additionally, money from the hotels and motels that tourists use for lodging also pull in money, as well as strip bars and the sale of alcohol. Of common crimes, much of Roanapur's illicit business includes drug smuggling, illegal weapon sales, identity document forgery, murder-for-hire, human trafficking, the distribution and sale of child exploitation films, and match fixing. Local informants like Richie Leroy also make money from distributing information on criminals' whereabouts and actions to others. Because of the many gunfights and massacres, the business of "cleaning" (corpse disposal and evidence cleanup) is a widely common and thriving business with great competition, although it is not without risk due to cleaners routinely facing traps and lethal retribution in their line of work.
Roanapur can be easily identified by the large sea stack with a Buddha statue carved into it at the entrance of the city's lagoon. The Buddha statue, meant to brighten the world with the light of virtue, is in disrepair and has his eyes faded out. There are only two entrances to the city, one being the sea route where one must pass by the Buddha statue, and the other entrance is the overland bridge, where nooses hang from as a warning to outsiders. To the city's south is the Roanapur harbor, the Roanapur Wharf, and the shipping yard, where ships dock for importing and exporting goods. The Lagoon Company's dock building is located in this area where their ship, the Black Lagoon, sits at port. In addition, there are many warehouses on the city's outskirts where individuals, businesses and syndicates can pick up goods that they ordered. Land prices are quite cheap in Roanapur, and many abandoned buildings like factories are located on the outskirts as well.
The city has different areas divided into territories by the crime syndicates, and smaller groups must pay tribute to the Roanapur City Police in order to operate, with the police essentially being a corrupt crime syndicate in their own right. Bigger crime syndicates like Hotel Moscow and the Triad merely have to cooperate with the police for good relations, and the police themselves are not untouchable as demonstrated when Balalaika once disappeared three officers whom she found incompetent. There are also various markets where street vendors sell produce, food and equipment, and in these markets and streets are various hotels and motels, including the Tokaīna Hotel, the Blue Moon Motel, the Ramsap Inn, the Waio'le Motel, the Lafette Roanapur Hotel, the Marnie Juni Motel, and the luxurious Sankan Palace Hotel. There are a few towering skyscrapers in the city, one of these buildings being a base for the Hong Kong Triad's Thai branch.

Hotel Moscow is a global crime syndicate and variety of the Russian mafia based in Moscow. Balalaika leads the Thai branch in Roanapur.
Hotel Moscow, as indicated by its name, is based in Moscow, and other branches across the world answer back to the leaders in Moscow, including the unseen Pyotr Slevinin. For example, Balalaika is the Thai branch's leader whereas Monk Burgashvili is the Japanese branch's leader, but they both answer to Slevinin. Each boss within Hotel Moscow holds the special title of thief in law (Russian: вор в законе). Furthermore, Hotel Moscow has great global influence, including branches in New York and Chechnya.
Most members of the syndicate are composed of Russians who were once bureaucrats or nomenklatura in Russia's various government agencies, such as the Soviet KGB, and these people left the agencies to join the mafia after the dissolution of the USSR and the corruption in the Russian Federation.[10] Some members are also ex-military, such as the dedicated VDV paratroopers who served under their captain Balalaika during the Soviet war in Afghanistan.[11] Balalaika's Vysotniki are ex-VDV soldiers who act as the Thai branch's special operations team. For gang identification, some Russian mafia members are known to have criminal tattoos on their bodies, such as knives, star symbols, a double-headed eagle carrying a revolver, and heraldic ribbons with words and phrases like "mafia justice." One man was shown with the aforementioned tattoos while in handcuffs, indicating that besides ex-secret police and ex-military gangsters, some members are either current or former prisoners.[12]
The Thai branch did not exist until 1993. Predating that year, Balalaika and her unit were airborne troops until Balalaika was discharged in 1989 at the end of the Soviet-Afghan War since she violated an international cross-border agreement to save a child.[13] In 1992, she and her men had nowhere else to go, living in impoverished conditions. At the funeral of a comrade who was Balalaika's second-in-command and died due to "dirty money," Balalaika met with her men at the cemetery. In her VDV uniform and telnyashka, she proudly told them that they could fight for her once again, and they all saluted her and gladly joined her side in joining Hotel Moscow.[2] In Moscow, Balalaika crushed many people in her way to rise in the ranks, becoming powerful enough to be a branch leader.[10] In 1993 when Balalaika began to set up shop in Roanapur, she had a feud with the already-present Hong Kong Triad, and in November she got into a gunfight with Mister Chang, with both rival bosses sustaining injury.[14] To her fortune, Dutch saved her and brokered peace between the Hong Kong Triad and Hotel Moscow.[6][11] After their large fight, the Council was formed by Chang to create cooperation not only between the Russian and Chinese mafias but also between fellow large crime syndicates like Cosa Nostra and the Colombian Cartel.[15]
Furthermore, Balalaika and her men are such a formidable opponent that Benny once remarked that she and her men have the power to start and win World War III. Balalaika uses the Bougainvillea Trade Company as a front business for storing her money as well as for foreign travel with ships like the cargo ship Marya Zaleska and the Nefrit, serving as legal covers for their activities. In addition to owning ships and powerful firearms, the Thai branch of Hotel Moscow even possesses a Mi-24 gunship. As a legitimate business name for her company and for diplomatic travel, Balalaika uses the alias V.V. Vladilena. In Roanapur and Thailand, Hotel Moscow generally engages in prostitution, drug trafficking, racketeering and protection, and has businesses like casinos, having territory on Satanam Street and Yatchalaya Street. While Hotel Moscow in Thailand has more or less stable relations with the Hong Kong Triad and frequently commissions the Lagoon Company for jobs, in contrast they are not on good terms with Cosa Nostra and they would certainly have animosity toward the Rip-Off Church if they knew about the Church's non-authorized drug-trafficking. Moreover, Hotel Moscow is able to use their influence in the Russian Federation government to travel internationally using diplomatic cover, as well as being able to bribe the Vietnamese government. In Japan, Strelkovaya Yacheyka was a front restaurant and base for Hotel Moscow, although the Embassy of the Russian Federation, Japan is also a base that the Russians frequent.

is the boss of Hotel Moscow's Thai branch in Roanapur. Various people throughout the series derogatorily refer to Balalaika as Fry-Face due to the scar on the right side of her face.
Balalaika is a blonde-haired, blue-eyed Russian woman with a skinny build, pale skin, a mole under her left eye, and scars on her neck, bosom, upper legs, and the right side of her face, hence she has been called the derogatory nickname "Fry-Face" by several people. She is 180 centimeters tall (or 5'11"), and her hair is very long and done up in a huge ponytail, going down to the base of her spine. She is usually seen wearing a wine-colored skirt suit with black pantyhose and black 1-inch heels. Her nails are long and painted pink, and she also wears rose-colored lipstick. Whenever traveling, she wears a Russian military coat draped off her shoulders with a rank insignia of a Soviet Airborne Forces captain. However, she removes it when it is considered polite. She is usually shown smoking a thin Russian cigar, in contrast with the other characters who smoke cigarettes.
Due to Balalaika's leadership during the hellish fighting in Afghanistan, her men look up to her as their superior and will do just about anything upon her orders, with Boris being her right-hand man. She always refers to Boris by the title of "Sergeant" and often refers to her other men by their military rank. As a combat officer, she is a skilled strategist and well-rounded fighter, capable of taking care of herself despite the fact that all of her troopers, including Boris, often worry for her. Although she has shown herself to be rather cynical on occasion, she is also a pragmatic, opportunistic, and professional businesswoman. She frequently employs Dutch and the Lagoon Company because they share a mutual respect and Balalaika trusts Dutch as a discreet man of integrity.
She is also downright ruthless, willing to utilize whatever means to achieve what she wants. As a mafia leader, she has claimed that trust and profit are her concerns, also remarking once that her motivation is to maximize her group's profits and eliminate anyone in the way by any means necessary. On one occasion, Balalaika even admitted that she only lives to bring destruction and dance as long as she can "on the bottom of hell's cauldron." She has no qualms about killing children, although she used to be hesitant to do so during the Soviet–Afghan War because of Afghan children whom she and her men fought in Panjshir.
Balalaika regards herself and her men as soldiers who missed their chance to die in Afghanistan. While some of her actions can be interpreted as attempts to pursue an honorable death in combat for her men, Balalaika's status as a military figure is tempered by her role in the criminal underground. She backed away from engaging with Shane Caxton's American soldiers in combat after Mister Chang reminded her of their unfinished fight. Balalaika opted for a future battle with Chang over a present opportunity to engage the American unit, which she regarded as a foil to her own disgraced Soviet unit, because she wanted to preserve their joint interest to keep the city of Roanapur standing.
Due to the fact that her personal military force, the Vysotniki, is entirely composed of ex-VDV forces, they and Balalaika are at a serious advantage over the other criminal organizations. Specifically, Balalaika, like her men, has military grade training, combat experience and discipline that is unprecedented among the rest of the criminal underworld of Roanapur. She is also one of the few people to earn the respect of Revy, who calls her "Sis." In turn, Balalaika also seems to hold Rock in high regard, sometimes relying on his knowledge and business skills as well as hiring him as a translator and even teasing him once that he was a "good villain." She is capable of speaking Russian and English.

Chang Wai-San also known as Mister Chang or his lesser-used Triad title Pak Tsz Sin is the boss of the Thai branch of the Hong Kong Triad in Roanapur.
Chang is an adult man of Chinese descent with short black hair commonly styled back, a skinny build, pale skin, and a height of 180 centimeters (or 5'11"). He is always seen wearing dark sunglasses even indoors, and he frequently wears black suits and vests over a white dress shirt. His physical appearance is based on the Hong Kong actor Chow Yun-fat's appearance in The Bund. Like Revy, he is adept with dual-wielding pistols in a fashion similar to that of gun-fu, and favors a pair of Beretta 76 pistols. The grips of these weapons are inscribed with two Chinese symbols which mean "Heavenly Emperor." He is a frequent smoker and is seen smoking in every story that he appears in.
Chang seems easily amused and unusually easygoing and lighthearted, especially given his position. Nothing seems to surprise or phase him, which could be attributed to the fact that he was once a member of law enforcement. His past as a police officer may explain his combat expertise, although he has stated that he does not actually do much fighting as a Triad boss. He was also able to escape from ambush of superior number of Hezbollah agents, disarm Fabiola Iglesias easily, and survive a shootout with the twins while several of his men were killed. His expertise is often overshadowed by his easygoing character, in comparison with the other, more serious characters. Despite this, Chang no longer engages in combat unless forced. Before his shootout with Revy, he admitted it had been a while since being in the field,[8] and another time Balalaika asked him if she would finally get to see him with a gun in his hand again, to which Chang replied that he did not "dislike getting in the game once in a while."[10]
Chang has said that what he hates most in the world is hypocrisy, saying it was even worse than what people call "evil" and like a poison that affects both the victim and the user. He also referred to himself as being "a guard dog who burned with justice" when he worked for the police despite having told Balalaika on another occasion that morality and justice have never really suited him. Unlike most criminal bosses in the town, he advocates cooperation and joint ventures in order to keep the status quo in Roanapur, which he has reiterated to fellow crime bosses at his summits at The Golden Swingin Night Club. Chang believes that unless the bosses who run Roanapur from the shadows cooperate to keep its inhabitants in line, the city will end up in the evening news and the minds of politicians, which will ultimately lead to its destruction. He also emphasizes that his own syndicate's primary goal is to advance its business and conspire for profit. Like Balalaika, Chang is courteous enough to compensate people in town for damages to their workplace caused by the Triad's involvement.
He has a deep respect for Balalaika (more so than any other boss in Roanapur), who annoys him by referring to him as "Baby"; Chang refers to her as "Fry Face" in return, a comparatively non-affectionate nickname. Their relationship is almost playful in a business sort of way, which began after they survived the shootout with each other in 1993. The deal between the Hotel Moscow and the Triad that was brokered by Dutch following the shoot-out appears to be the basis for Roanapur's continued prosperity, as Chang had trouble keeping the city's various violent factors in check while Balalaika and her forces were in Japan. There also appears to be a deeper relationship built on what Balalaika refers to as "profit and trust," since the two characters meet in private on several occasions to exchange information, keeping each other in the loop and inviting others in only when necessary.
Chang and Rock have an antagonistic relationship. Chang seems to view Rock as a hypocrite, the one thing he really hates, presumably because Rock lives "in the twilight," between "good" and "bad." Rock, on the other hand, seems to have Chang wrong; he considers him a "gangster," who only cares about his drug trade.
He may have a slightly adversarial relationship with Eda.
Both Chang and Revy use a unique double-handed gun-slinging style, leading to speculation that Chang served as Revy's coach or mentor at some point in the past, or at least inspired her to dual wield. She has great respect for Chang, whom she refers to as "Boss" or "Sir." Chang and Revy are seen fighting side-by-side while in the respective roles of mentor and student during the "Goat, Jihad, Rock'N Roll" arc. Chang offers pointers and advice while Revy, in turn, admits that she is "not yet on [his] level," which is her goal.

The Hong Kong Triad also just called the Triad is a blanket term for a particular group of organized crime in Hong Kong. In Roanapur, Mister Chang leads the Thai branch of the Triad.
The Triad is structured so that each branch has a boss, with the boss referred to as "eldest brother" by members below him, also applying to lower members who must refer to higher-ranking members as "elder brother" or "dailo". There are also certain administrative titles for high-ranking bosses, such as Chang being bestowed with the honorific title of "White Paper Fan" or Pak Tsz Sin. Members of the group commonly speak Cantonese.
The Hong Kong Triad has global influence and several branches, including a New York branch (with the front business Oriental Mystic Collection or OMC), the Thai branch in Roanapur and Bangkok, and the base in Hong Kong, where a person named Zhuang Dai-Long approves orders for the other branch leaders. In Roanapur, the Thai branch eventually saw Mister Chang, a former Hong Kong Police officer, be promoted as the branch's leader. In Thailand, the Triad controls several businesses and makes other profits from the red-light districts in Phuket and Pattaya. Two of the Triad's front businesses in Thailand include the Hot River Film Company and The Golden Swingin Night Club, the former of which Chang uses as one of several offices, and the latter of which he uses as a location for Council summits between Roanapur's crime lords. Among the city's bosses, Chang is the leader of the Council.
Chang's primary office is in one of the towering hotels seen in the Roanapur city scenery, and he also has a yacht house as an extra residence. The Thai branch in particular has frequent dealings with the United States' Central Intelligence Agency. Like all of the larger crime syndicates, the Hong Kong Triad is forced to have good relations with the Roanapur City Police to allow the Triad to operate. Nonetheless, Chang is able to use his power to get his affiliates out of jail in the city, such as when Sawyer the Cleaner was able to leave Roanapur City Police custody due to her affiliation with Chang.
When Hotel Moscow came to Roanapur in 1993, Mister Chang got into a shootout with the Thai branch's leader Balalaika in November, resulting in both leaders being wounded but surviving the ordeal. Peace was brokered between the two bosses thanks to Dutch's intervention, and the Russian and Chinese mafias have more or less been on good terms. The Triad also commissions the Lagoon Company for jobs on occasion, though Chang primarily commissions Triad affiliates like Shenhua and Leigharch for assassin and getaway jobs respectively. Although not official Triad members or gangsters, Sawyer and Lotton are Triad affiliates by association due to their partnership with Shenhua, and they can also be summoned by Chang. In Roanapur, the Hong Kong Triad primarily deals in drugs, weapons and prostitution. As one exception, the only person outside of the Triad whom Mister Chang allows to sell weapons is Sister Yolanda of the Rip-Off Church. The Triad has also used the Rip-Off Church as a middleman to contact the CIA and has an alliance with Khun Sa's Mong Tai Army which is essential to the Triad's heroin trafficking.

Cosa Nostra , also commonly called the Sicilian Mafia or sometimes the Italian Mafia, is a large international group of Sicilian organized crime based in Palermo, Sicily. They have a branch in Roanapur which was formerly operated by Verrocchio and is currently operated by Ronnie the Jaws. Under Verrocchio's tenure, his branch was referred to as the Verrocchio Family.
The crime syndicate is led by a body of various families in Sicily informally known as the Cupola. In Palermo, one of Cosa Nostra's leaders is an unseen man named Don Monteverdi. In Roanapur, the Thai branch uses Visconti Food Service (also called Visconti Foods) as a front business and base in Thailand. The leaders of each branch must ultimately get approval from Palermo for any major actions or alliances. Among all ranks and branches, members are required to uphold the omertà, a Southern Italian code of silence and code of honor that forbids ratting out fellow members and emphasizes non-cooperation with the authorities and outsiders when being questioned about illegal activities.
Furthermore, Cosa Nostra is one of four crime syndicates that is a member of Roanapur's Council of liaison between the Italians, the Hong Kong Triad, Hotel Moscow, and the Colombian Cartel. Despite their primary base in Sicily, Cosa Nostra gangsters were initially referred to as Italians because they in general are Italian nationals. The Sicilian Mafia's criminal activities in Roanapur include murder, drug trafficking, protection, child exploitation, money laundering, and match fixing.

Although seen wearing a yellow suit in the anime, he is fond of wearing striped suits in the manga. He carries a Beretta 8045 pistol for a weapon, though he has not been seen firing the gun.
He has a cooler head than the last boss Verrocchio, but he is still plenty arrogant and foolish, on one occasion bragging that he owns a $300,000 chair. Like other mafia bosses, Ronnie has a predilection for torture, with a monkey wrench being one of his favorite tools. He has even threatened to torture or kill his own subordinates if they do not carry out his orders correctly, primarily due to pressure from his boss Don Monteverdi in Palermo. Despite his brutality and rudeness towards both outsiders and his own associates, Feng Yifei describes him as surprisingly understanding and genuinely enjoys working for him.
Balalaika and Mister Chang seem to dislike him and his immature way of handling serious business. He does not hold much respect for Abrego either and treats him rudely despite being the newest amongst members of those holding the most power in Roanapur. Revy says that his group is almost as vicious as Hotel Moscow, and he has slowly built an alliance with the Albanian Mafia.

Shenhua is a Taiwanese assassin who is employed under Mister Chang as an assassin for the Hong Kong Triad in Roanapur. She later formed an unorthodox three-person team with Sawyer the Cleaner and Lotton the Wizard.
Shenhua is a young woman with a skinny and tall build, pale skin, and dark cyan eyes. She has knee-length dark-blue hair with chest-length bangs covering the right side of her face, and she always wears red nail polish, lipstick and eyeliner. She has been seen wearing a Rose Chinese cheongsam that shows both of her legs, along with a white jacket. She has a strap holding throwing knives on both legs. On top of all of this, she also wears two long, red, tassel-like earrings on both ears.
Shenhua is an assassin who takes good care of her personal appearance, and she is also very proud of her native Taiwanese heritage; specifically she is descended from benshengren people, who migrated from mainland China to settle in Taiwan long before other mainland Chinese people (waishengren) fled to Taiwan after 1945. In addition to her native Chinese, she only knows just enough English to work and communicate with the other people in Roanapur and does not care about grammar or structure. Her broken English earns her nicknames like "Yes-lady" ("Chinglish" in the English version) from Revy, but those who know her well are more concerned with her expertise with throwing knives and blades. In the main series, it is not specified which Sinitic language that Shenhua speaks, though Mandarin is used in the manga and anime by the editors and staff since it is the Sinitic language most commonly defaulted to when people think of the term "Chinese language."
Shenhua can speak Cantonese and understands Hokkien. She claims she doesn't understand a word of Mandarin.
Her primary weapon involves two kukri blades tied together with a long rope, and she can swing them around, throw them, and quickly pull them back. Her personal philosophy in using such weapons is that guns run out of bullets, while blades and the human body will never fail. Despite her line of work and her attitude toward Revy, she is quite kind, as she recognizes Garcia Lovelace's chivalry and even offered him to stay at her place. Likewise, Black Lagoon creator Rei Hiroe said that Shenhua allowed Sawyer and Lotton to live with her because she is a caring person.
Skills It is unknown if Shenhua has any unarmed hand-to-hand skills, although it is likely. In the anime, she fights only with blades, and never engages anyone in true hand-to-hand combat. The only other person who does this is Frederica Sawyer, who frequently works with her in "disposal" jobs.
Weapons Shenhua's weapon of choice is blades since, as she sees it, they never run out of bullets. Her primary weapon is a pair of kukri-style blades attached to a long cord. These two knives are sometimes referred to in the light novels as yanagiba or liuyedao. With these attached, her effective weapon's reach no longer becomes limited by her arms' reach. She can throw her knives and yank them right back into her hands. Additionally, another weapon Shenhua uses are several Feidao throwing knives that she keeps in straps around each leg. She has deadly accuracy, even when throwing several at once.

Frederica Sawyer also known as Sawyer the Cleaner or simply Sawyer, is a young woman who specializes in corpse disposal in Roanapur. In addition to her regular job, Sawyer is a freelancer who partners up with her friends Shenhua and Lotton.
Sawyer is a young woman with a thin build, short dark-purple hair, a light complexion, a large horizontal scar across her throat, and vacant blue eyes. Outside work, she wears eye-shadows, red lipstick, a black choker with a cross pendant, and a gothic style of dress. The most common shirt that she wears is a short-sleeved purple shirt with a cross fleury across the chest. Additionally, she also wears a light-purple striped long-sleeved shirt, a dark plaid skirt with white frills, and knee-length black boots. On her ears, she has several ear piercings, and she has several cuts on her wrists as a result of self-harm. When she is on the job for corpse disposal, she wears a surgical gown, surgical mask, and various personal protective equipment.
Sawyer is a sociopath who lacks remorse when she kills people with her chainsaw and exhibits various emotional issues. In general, she has a mellow demeanor about her, and she also suffers from depression. She has a vulnerable side, as shown by her blushing and smiling when she becomes the center of attention and in her response to losing her electrolarynx. She has also made morbid jokes, like when she drew jam-smeared bread as a metaphor for a mattress stained with human remains. Although she communicates with her voicebox, Sawyer can also communicate and get others' attention non-verbally via facial expressions, tickling, and tracing letters onto people's skin. She does not take her friendships for granted, as she has a close and personal bond with Shenhua and Lotton as well as a sister-like bond with her other friends Bunny the Undertaker and The Undertaker No. 2. Likewise, it is shown that she has given thoughtful gifts to her friends, such as the cross necklace that Lotton later wore and the teddy bear that she had gifted to Bunny.
Sawyer has a tendency for her mood to swing. A common mood swing for her is gaining an urge to gleefully kill attackers whenever put in a tense situation, and she will become quiet or depressed suddenly depending on the situation. For example, she will be in a happy mood but then suddenly freeze or become depressed and crawl into a ball upon losing her electrolarynx. On one occasion, she was enjoying her time with Dutch and showed him a teddy bear, but she then became gloomy and depressed when Dutch had no interest in her toy due to her previous attack on the Lagoon Company dry dock. Besides her emotional issues, Sawyer suffers from seasickness and does not enjoy traveling on watercraft.
Sawyer is the cleaner whom the various crime syndicates turn to for corpse disposal as well as executing people in the most brutal ways possible, usually to serve as examples for their clientele and enemies. Briefly seen only in the anime, her legitimate business front is, fittingly, a meat packing business called U.G. Pork.Sawyer is from the United Kingdom. Because her throat had been cut open by an ex-partner in a "mistake in love" according to her memory, she speaks with an electrolarynx, although she later switched to a voicebox necklace. She also exhibits a number of emotional issues, as she will drop into a fetal position if she loses her electrolarynx.
At her workplace, Sawyer works in a large building with a tiled room that is covered in blood from her various executions, and she uses a chainsaw as her tool of trade. Her workplace also has a meat locker and a mortuary table that she utilizes, also possessing body bags and other tools like scalpels, surgical scissors, and meat hooks. Her work room ceiling-sprinklers which she has used to dispense liquid sodium hydroxide on intruders. Sawyer's company has several other cleaners in her employment. Although she often gets new cleaning assistants due to the wide competition of cleaning businesses in Roanapur, Sawyer eventually takes a long-term assistant and cleaner-in-training, Choptop, under her wing. On top of making money from corpse disposal and mercenary/freelancer work, Sawyer also has a secondary income via harvesting organs from corpses and selling/trafficking the organs. She frequently collaborates with her good friend Bunny the Undertaker for ridding of corpses at the Roanapur Public Cemetery. Because of her partnership with Shenhua, Sawyer often takes on jobs from the Hong Kong Triad and even receives their protection.
Few people seem to recognize her when she is not wearing her surgeon's robes because when she is on the job, she wears personal protective equipment all over her body. Like her freelancer roommate Shenhua, Sawyer is an assassin who eschews the use of firearms in combat. Instead, she utilizes a thick-bladed chainsaw over half-her-height long. The size and build of the weapon compared to her body allows her to deflect rapid gun-fire with ease, although she can still be pushed back. Furthermore, she will cut through any obstacle in her path while stalking her prey, and the fact that she enjoys her work immensely makes her even more dangerous. Moreover, she does use other secondary tools in the spinoff manga for extra weapons, such as a scalpel, a syringe of muscle relaxant, and surgical scissors that she throws with great accuracy to pierce enemies.

Besides video games, Lotton has also participated in tabletop role-playing games and has even taken on the role of a gamemaster. Shadow Falcon is a tall Caucasian man with blue eyes, pale skin, and short blond hair. He has a muscular body with very little excess fat, sturdy shoulders and thick pectorals, and all of his body is covered in black ninja clothing except for his eyes. He also has a cleft chin.
Shadow Falcon, viewing himself as a trained ninja, acted calmly towards others as well as acting calm in battle. He has a gentle and polite personality and desires to do good for others. Despite his great fighting and stealth skills, he is socially aloof, on one occasion being unaware that a disguise he wore looked completely false to any person's eyes. He is also easily fooled, as demonstrated by becoming a ninja due to a magazine advertisement and Triad members pretending that his disguise worked. As a part of his exaggerated ninja persona, he also frequently states philosophical proverbs concerning people's character such as loyalty and maintaining one's calmness. Besides English, Falcon also has moderate familiarity with the Thai and Hokkien languages. He furiously dislikes the Teenage Mutant Ninja Turtles franchise, viewing it as a mockery of the ninja path.
Falcon has great stamina and speed due to his muscular body and ninja training, being able to avoid bullets and the barrels of guns before people can shoot at him. His various weapons include a bagh nakh, caltrops, ball bearings, smoke bombs, a Japanese blowgun (fukiya) with nitrocellulose-soaked darts, shuriken, and a sword made of duralumin. Her grandfather, the only person in her family whom she respects, served in the 8th Route Army during the Chinese Civil War, and she has three older brothers. Eda - more commonly known as Eda, is a woman posing as a nun in the Rip-Off Church with ties to the criminal world since the convent is mainly a smuggling organization.
Eda is a young, Caucasian-American woman who is 165.6 centimeters (or 5'5") in height[2] with waist-length blond hair, pale skin, and blue eyes. She is always seen with angular pink sunglasses even with her nun's habit, and she is often seen smoking and sometimes chewing gum. When she is not in her nun's habit, she wears a miniskirt and a tight tank top that shows off her well-endowed figure. On her upper right arm is a tattoo of a cross moline crucifix with two human skulls facing away from the cross. The tattoo slightly varies in each media appearance; for example, the crucifix may have a halo or heraldic ribbon above, and in some chapters there are different objects surrounding the crucifix, such as thorns or an upside down dagger. Eda's preferred firearm is a Glock 17L, which she wields proficiently. However, when she performs work for the Central Intelligence Agency, her hair is tied up in a bun and only a few of her bangs are on her face, additionally wearing a blue formal, businesswoman suit with glasses and a light shade of pink lipstick as well as gold-hanging earrings.
Eda is well-trained in intelligence and firearms thanks to her CIA training. Nonetheless, Eda has a quick temper and is impatient when a situation does not go as she planned. As a woman of God, she frequently cites Bible verses throughout the series. Eda also frequently teases Revy about her relationship with Rock, occasionally asking her if she finally engaged in sexual intercourse with him and also flirting with Rock whenever she sees him. She is a fervent American nationalist highly loyal to the U.S. CIA in particular, once taunting Mister Chang by telling him that the United States owns the whole world (although she does not like the U.S. NSA). Like Revy and many of Roanapur's denizens, Eda has also expressed racial insensitivity, including referring to Hispanic people as "cholos" and calling the Asian woman Le Majeur "slant eyes."
Eda has claimed that she was originally born in Alabama, but later said that her true home is Langley, Virginia. It must be noted that Langley, Virginia, is a metonym for the CIA, as the organization's headquarters is located there. Later on, it is revealed that Eda is indeed a CIA operative and is being hosted by the Rip-Off Church in return for monetary payments. According to her spinoff series, before joining the CIA, Eda was a Harvard University graduate. She is stationed in Roanapur as part of her division's assignment to keep international criminal activity in Southeast Asia in check.
In Roanapur, Eda collaborates with Sister Yolanda, the Rip-Off Church's leader, for ordering and shipping weapons and drugs. Yolanda knows of Eda's CIA connections and takes on the CIA as a frequent client, and the CIA in turn receives information from the Church's network of informants. Besides Yolanda, Eda also takes orders from agent Ravencroft, her superior in the CIA.

Baba Yaga family - usually just called the Family among its members, is an American crime family responsible for many murders over several generations in the rural United States. After they were exposed, the serial killer family fled the U.S.A. and migrated to Roanapur in Thailand, laying low in their activities but continuing to kill for money. Fittingly, the family earned its nickname in tabloid news due to the distinctive two-legged hut that the family had on their property.
The crime family is led by Baba Yaga, usually referred to as "mom" by her children. The actual blood relation between each family member is unknown, with Jacqueline being the only member known to have a claim of actual relation to the family's original bloodline. Each family member usually carries a particular weapon differing from other members, usually a melee weapon rather than a projectile weapon; most family members have sadistic personalities. Because of the family's gleeful callousness for human life, they have been compared to the serial murderers Hänsel and Gretel. Family members are forbidden from killing each other. For new family members to be initiated, the new member must go through a test that usually involves them murdering people to pass. New members are ultimately only allowed into the family upon Baba Yaga's approval.

Baba Yaga - by her children, is the matriarch and leader of the infamous Baba Yaga family, an American crime family that engages in serial murder. Baba Yaga is an elderly woman with a skinny, frail build. Her face is not seen except for a malicious pointed-teeth grin, as the upper half of her body is always shrouded in pitch-black darkness. She is always seen sitting in a rocking chair and wears a long, unicolor, short-sleeved dress with white ruffles on the bottom, several bangle bracelets on both wrists, several finger rings, and slippers. Like everyone in her family, Baba Yaga has a chilling indifference toward human life. She despises the idea of killing for money because she prefers that her family kills people for the sake of killing. She also has respect for people whom she views as hard-working and honest. Additionally, she is quite cunning, as she was able to have her family avoid the authorities in the U.S.A. and successfully flee the country after they were found out. She is smart enough not to start unnecessary trouble as demonstrated by her assessment that Roanapur's crime syndicates would come after her group if she tried to kill whomever she pleased in the city.

She wears an Alice in Wonderland dress, a black hairband, and short-heeled shoes. Although her primary weapon is a two-handed garrote wire, she also carries a capsule of a deadly neurotoxin liquid (most likely sarin), a knife, and a pistol.
Jessica almost always maintains a smile, and when she does not smile, she always maintains her composure and has never acted angrily or in a rash manner. She has a happy-go-lucky demeanor and acts friendly and polite with everyone. Like any serial murderer, Jessica has a total disregard for human life, and she maintains a playful demeanor to people who stand in her way. She seeks out violence to a sadistic degree, once hammering a person to death and coldly remarking afterward that the person cried awkwardly when she beat them to death, as well as enjoying killing people with her garrote wire.
She also enjoys using her feigned innocence to provoke anger in others like she did when she intentionally removed Bunny the Undertaker's mask, and according to herself she views people whom she has interest in as "pets." Jessica is also willing to put her life in danger if it means killing her opponent as demonstrated when she threatened to fill a room with her poisonous liquid even though she was in range. Despite her callous actions toward people, she seems to care for her sister Jacqueline and shows great loyalty to her mother Baba Yaga. She is greatly skilled with her garrote wire, but in contrast she is not as adept at using her pistol.

People's Liberation Army - is the primary military force of the People's Republic of China. In the 1990s, the PLA began to divert its resources to hacking to prepare for cyber warfare via its wǎng jūn (cyber army).
The command organ and headquarters of the People's Liberation Army is the PLA General Staff Department (GSD). Within the GSD are several departments that are responsible for individual tasks such as combat, military intelligence, and cyber warfare. In the mid to late 1990s, the PLA was made up of four service branches, including the Ground Force, Navy, Air Force, and Rocket Force. Moreover, the PRC's Ministry of State Security (MSS) oversees the PLA and is able to conduct investigations of corruption and other crimes within the military. Soldiers of the PLA are ascribed various ranks and medals based on their service, including junior and senior military officers.
The People's Liberation Army started in the Chinese Civil War as the Chinese Red Army made up of peasant guerrilla forces. In 1937, when the Second United Front (the alliance between the Chinese Communists and Chinese Nationalists) formed, the Eighth Route Army was created as the main Communist fighting force against the Imperial Japanese invaders and collaborationist forces as well as Nationalist forces later on. After the end of WWII, the Eighth Route Army was renamed the People's Liberation Army in 1947 as they resumed fighting the Chinese Nationalists. Li Xinlin's grandfather was a soldier in the Eighth Route Army, and thanks to his service, his family received good connections within the local government of Shennongjia, Hubei province.
In the 1970s, the PLA had financed with the Sigurimi, the state security apparatus of the People's Socialist Republic of Albania and exchanged intel on covert actions. In addition, this finance was done via sending them gold ingots (known as "Ali Dragua" to the Albanians) using a PLA shell company called Annenheim Distributions. In the early 1990s, when former members of the Sigurimi took off with the gold after the collapse of Albanian's communist government, the PLA emailed a former Sigurimi official to return the gold, exchanging harsh words with each other. Consequently, these Sigurimi joined former KLA members in the Albanian Mafia, who later in the mid-1990s gave the ingots to Cosa Nostra so that they could launder the money on the Albanians' behalf by having the banker Zamid Dhiyab launder the bullion in a "washing machine."

Often shortened to Grey Fox and originally known as the 9th Special Operations Group for SOCOM and listed within the U.S. military as the 56th Engineering Task Force is a U.S. Army special operations unit which carries out foreign missions on behalf of the United States of America's National Security Agency. Major Shane J. Caxton, a Vietnam War veteran, serves as the group's leader.
Although the group are members of the United States military, they do not dress in U.S. military uniforms for their missions. They are of various ranks, including staff sergeants, sergeant majors, a captain and a major, and among the soldiers are a few trained snipers. A common gun that Grey Fox soldiers use is the Colt M4A1 rifle as well as the M14/M21 rifle for snipers. Each member wears a tactical vest and simple clothing like plain shirts and jeans, of course carrying various military equipment for communications, defense, and the like. The team is divided into five teams: Alpha, Bravo, Charlie, Delta, and Echo. Of these five, the first three are the primary forces.
The only two members whose history has some light shed on them before the unit's creation are Shane Caxton and Raymond McDougal, both of whom served as U.S. Army soldiers in the same unit in the Vietnam War from 1969 to 1971. In 1980, Caxton then participated in the unsuccessful Operation Eagle Claw to rescue American embassy staff in Iran. Because of the mission and cohesion failures in the operation, the U.S. SOCOM came into being within the same decade. Later, the Grey Fox Commando Group was formed by the NSA in 1994 and integrated into SOCOM for trial purposes to carry out high-priority foreign missions of political nature.
