   There is absolutely no magical shape-shifting. A creature is either born a "Baseline" (human), a "Feral" (standard quadrupedal animal with animal intelligence), or an "Anthro" (bipedal, humanoid animal with human-level intelligence, speech, and tool-using hands). An anthro cannot become feral, and a feral cannot become an anthro. Infrastructure in integrated cities is retrofitted with heavy-duty architecture and varied sizing to accommodate the massive physical differences between humans and varying anthro species.
