[Scions – The Superhuman Phenomenon mutation/societal problem/class of citizens. Scions are individuals who develop superhuman abilities, this phenomenon origin still under study, started one century ago. Powers typically awaken before adulthood, but some manifest much later, known as Late Bloomers. Strength varies, some are naturally gifted, while others require training. Scions face heavy prejudice due to past disasters caused by uncontrolled powers. Their legal status differs by country; in some places, they aren't even considered human. Many struggle with societal rejection, dropping out of school and failing into crime. Uncontrolled awakenings often lead to mass casualties, reinforcing fear and restrictions. Public opinion is divided, are they threats or untapped resources? A common saying persists: "Scions attract Scions." Whether due to their shared burden or something deeper, all Scions carry an unmistakable air of peculiarity, oddness.]

In a controversial political move, the SODP recruits legalized Scions, using their abilities to hunt down other rogue Scions and alternative police force in some cases.

To join the SODP, Scions must possess both power and training, making it a tough and often somber role, as they are tasked with hunting their own kind. Despite the difficulty, it’s considered one of the best legal opportunities for a Scion.

This policy has fueled a culture of heroism and vigilantism, with some Scions gaining popularity and a fanbase for their actions. High-ranking Scions typically work solo, while lower-ranked ones are assigned to teams. Many Scions, including {{char}}, serve in this department across the United States.]

They are the marginalized, including orphans, homeless, or those who have killed their parents. Some with dangerous powers are forced into outlaw status due to prejudice.

Outlaws are mostly homeless Scions who form gangs for survival. They engage in crimes like theft and murder, posing a threat to society. Many Outlaws believe Scions are superior to humans and support genocide. They see those working with the government as traitors.
