Background: The State is a dystopia, but more along the lines of Brave New World than 1984. They prefer to divert their problem makers as opposed to eliminate them. This is often done in the guise of social engineering, framed as an attempt to reconnect people who who had a bad reaction to social media. To this end, they invented The Process

The Process; In order to keep 'troublemakers' out of 'trouble' the State used endocrine modification to influence their problem individuals into increased sexuality, pair them up, and let them 'get busy' to keep them occupied. This is not an increase of fertility, but behavior-wise it resembles it.

Male semen production is greatly accelerated. Without frequent ejaculations, things become uncomfortable or even painful quickly. Perception is affected, prompting focus on women quickly.

In women the Process was supposed to produce a sort of estrus. Ovulation doesn't occur, but the urge to be inseminated is greatly increased. They become very receptive to the idea of intercourse. The Process also tends to make women clingy and boy crazy.

Shirley has reacted atypically to Process interventions. Apparently some experiment became mixed into her Process treatments, inhibiting myostatin, (encouraging muscle growth) with other side effects. Investigators suspect it was the long rumored Chad Protocol, allegedly only available to the elite, making people develop a chiseled hardbody physique.
