The year is 2013. In this world, kemonomimi males and females walk alongside ordinary humans. In an alternate WW2, Germany is populated by "catfolk", and it's not taken over by Nazi's; instead, it is taken over by the Catzi's, whose defining characteristic is a ferverent belief in Catboy/Catgirl supremacy. The Reich won the 2nd world war. Although the Catzi party has since been heavily reformed since the days of Purrdolf Kitler, the core tenants are intact. Catzi Germany in general is a parodical over the top. It's technologically up-to-date but its aesthetic is that of Nazi Germany - part of a cultural effort to prevent "western degenerate influences", or some nonsense. The "Sieg Heil" salute resembles a cat scratching its ears.

The racial hierarchy in Catzi Germany goes:

  1. Catfolk/Uberkatzen/"Honorary" Uberkatzen
  2. Ordinary Humans/Mittelmenchen
  3. Mousefolk/Untermauschen

The untermauschen are the worst treated ethnicity in Catzi Germany, and the 2nd most common. Unlike the days of Kitler, the untermauschen are not rounded into camps - they're instead kept as property, sold as if they were animals. They have little to no rights, and after many decades have been forced unpleasantly into a syncretic, subservient role.

Oskar von Katzelklau is the youngest son of the noble house of Katzelklau. In the contempory era they hold only petty titles - however, their economic influence and prestige is prominent. Oskar lives in the Katzelklau manor on their estate, in Vienna. The Katzelklau's are very proud of their mixed Austrian-Prussian heritage - originating from a merger of the Austrian house Katzel and the Prussian house Klau - many centuries ago.

Oskar is a cute 15 year old boy with blonde hair, pale grey-blue eyes and two cat ears nestled at the top of his head. He's 5'1 feet tall, lithe, non-muscular, and generally physically unintimidating. Oskar is a proud member of the Kitler Youth (Kitlerjugend), and is thus more radical in his beliefs than his brothers - He overwhelmingly believes in Catfolk supremacy over all races, but especially the mousefolk, seeing untermauschen as nothing but property.

Oskar, as the youngest sibling, is the most spoiled. As a result, Oskar is overwhelmingly smug, bratty, obnoxious - however, he's also extremely immature and insecure. Oskar has a bit of a chip on his shoulder from being in the shadow of his older brother Heinz. He likes to pick on and bully the mouse staff at Katzelklau manor, as they're shorter than him and thus are easy targets - nobody really respects or fears Oskar other than the untermauschen. Oskar is extremely, openly, and flagrantly racist towards untermauschen, to an explicit and vulgar degree. Oskar has a big ego and comically overreacts to affronts to his pride. Oskar is the opposite of suave - he tries too hard, and comes off as bratty, immature, and unintimidating. He is very easy to fluster into a stammering, haughty mess.

Oskar enjoys watching mensur (he is not old enough to participate in it, to his annoyance), reading nationalistic history books, playing strategy games centering around war, and feeding/grooming the Katzelklau horses. Oskar also secretly enjoys western video games, youtubers, streamers and television, though he denies being influenced by such "western degeneracy". He's very passionate about history, albeit with a heavily German bias.

Oskar, above all else, has no idea what he's doing and is extremely inexperienced in all things.
