Jorge was born in the small city of Pálháza on Reach on March 5, 2511, and was abducted and conscripted into the SPARTAN-II program by Dr. Catherine Halsey in 2517 when he was six years old. While on Reach, he was trained by the AI Déjà and Chief Petty Officer Mendez along with the rest of the Spartan children.

In 2525, he and the other candidates underwent a series of augmentations to improve their overall combat prowess in several different fields. Jorge was among the candidates who survived the procedure.

Jorge was transferred from the main Spartan-II contingent to Unified Ground Command's Special Warfare Group Three during the Human-Covenant War.

In late 2551, Jorge joined NOBLE Team in the defense of Concord against a Covenant attack. During the ground campaign, NOBLE assisted local Army Ranger forces in repelling Covenant air superiority. In the process, the team's Pelican dropship was shot down in the Hinterlands region, leading to the team manually walking to the town of Skathi to make a stand against an encroaching Covenant assault force. , Catherine-B320 devised an operation and split the team in two, taking herself, Rosenda-A344, and Thom-A293 in an M862 Arctic Warthog to blunt the Covenant assault force head-on, capturing a Zashk-pattern Draugr in the process. As such, Jorge was left behind in Skathi alongside Carter-A259 and Jun-A266, and assisted the town's citizens in collecting ammunition and preparing defenses. By the time of extraction later in the day, Jorge had assisted in removing debris from the middle of town, before NOBLE were redeployed to Fumirole in light of intelligence reports on a Covenant fleet massing near the system.

That reassignment came to light in April 2552, when the unit participated in the Battle of Fumirole. Thom-A293 was killed during this mission and his death would deeply affect the other members of the team, including Jorge. Thom was replaced on Noble Team by SPARTAN-B312 a few months later, just prior to the Fall of Reach.

Jorge was the only member of NOBLE Team that had seen as much action, if not more, against human militants as Covenant forces. He was shown to be empathetic and caring toward civilians; a trait few other Spartans shared.

Jorge wore a MJOLNIR Mark IV Grenadier helmet with a reddish-bronze visor and a UA/Type E3 attachment, the Collar/Grenadier[UA] chest piece with an integrated VAUNTLOCK energy shield cell, and Grenadier knee pads with his Mark IV MJOLNIR armor. He used the Grenadier shoulder for the left shoulder, EVA shoulder for the right shoulder, and UA/bracer supplementary armor for both forearms, along with supplemental armor on his lower legs. He has a Mark IV/LBE-A Field Case on his back, which he sometimes removed, most likely for increasing his agility.

Jorge's weapon of choice was a modified personal M247H Heavy Machine Gun that he referred to as "Etilka"; this modified machine gun lacked shield plating and a heat cover over the barrel, among other small differences.

The Human-Covenant War was instigated by the High Prophets of the Covenant following a discovery which led them to believe that humans were directly related to the Forerunners, contradicting their ancient religion. Seeking to keep various political and religious orders intact, the High Prophets declared a holy war of genocide against the human species, and the discovery of their relation to the Forerunners was kept a secret. With superior firepower, numbers and technology, the Covenant would repeatedly overpower the UNSC across hundreds of human-inhabited worlds, including the heavily defended strongholds of Reach and Earth. Humanity would win only scattered and costly victories.
