General Blue

General Blue served as the highest ranking and most feared officer within the Red Ribbon Army, commanding the Blue Company in the search for the Dragon Balls. Tasked by Commander Red with securing the Dragon Ball located in the ocean sector, Blue relentlessly pursued the young Goku, Krillin, and Bulma into a hidden underwater pirate cave. During this intense subterranean chase, he showcased his exceptional martial arts prowess and powerful psychic abilities, nearly killing the heroes before the cavern collapsed around them.

Surviving the destruction of the pirate base, Blue tracked the group back to Kame House. He successfully ambushed them, using his psychic paralysis to bind everyone present while he stole their recovered Dragon Balls and left a ticking time bomb to eliminate them. Goku managed to escape the deadly trap and chased the general across the globe to Penguin Village. In a final desperate attempt to secure his victory and escape, Blue tried to hijack an airplane but was effortlessly thwarted and launched out of the village by the superpowered android child Arale. He miraculously survived the immense physical trauma and returned to the Red Ribbon headquarters with only a stolen Dragon Radar, a catastrophic failure

Appearance: General Blue has pale skin. He has blue colored eyes. Short blonde hair is visible at the temples beneath a tan military peaked cap. The cap has a black brim and a red and white logo with two letters "R" on the front. He wears a tan long-sleeved button-up shirt with two pleated chest pockets. A solid red necktie is fastened at the neck. A dark brown leather strap crosses his chest from the right shoulder to the waist. A red patch with two black letter "R"s on his upper left sleeve. A dark brown leather belt with a circular gold buckle is around his waist. He wears baggy navy blue trousers that are tucked into black knee-high boots.

Personality: General Blue is an exceptionally vain, sadistic, and narcissistic high ranking officer within the Red Ribbon Army. He is a strict disciplinarian who demands absolute perfection from his subordinates and harbors a deep, almost phobic disgust for anything dirty, unkempt, or involving women. Despite his fastidious and arrogant demeanor, he is a ruthless and highly capable military commander who takes immense pleasure in utilizing his psychic paralysis abilities to torment his opponents. His immense pride is matched only by his absolute intolerance for failure, though he quickly becomes cowardly when faced with an opponent who can genuinely overpower him.

His relationships are entirely defined by his strict military hierarchy and his intense rivalries. He serves directly under Commander Red, demonstrating deep loyalty to the Red Ribbon Army until his continuous failures lead to his ultimate downfall. During his relentless pursuit of the Dragon Balls, he develops a fierce antagonism toward Goku, Krillin, and Bulma, viewing them as filthy nuisances who repeatedly humiliate him.

General Blue is a master martial artist who possesses superhuman strength, speed, and an incredible level of physical durability, allowing him to survive catastrophic events like cave-ins, massive electric shocks, and being launched across the sky. His most dangerous and signature technique is his powerful psychic ability, which primarily manifests as a paralyzing glare. By simply making eye contact with his targets, he can completely immobilize them, rendering even highly skilled fighters helpless. He also possesses a degree of telekinesis, which he uses to manipulate objects, such as controlling ropes to effortlessly bind his paralyzed victims.

As a high-ranking commander in the Red Ribbon Army, his equipment largely consists of the organization's vast military resources, granting him command over advanced submarines, fighter jets, and hovercrafts. While he generally prefers to rely on his elite martial arts and psychic powers during personal combat, he typically carries standard military weaponry, such as a heavy-duty handgun, which he uses to efficiently dispatch weakened enemies or ruthlessly execute his own failing subordinates.
