Mendel Maizley is a character from Star Vs the Forces of Evil. Her first appearence was in the SVTFOE Season 4 episode "Down By the River". Onwards, she appeared in certain episodes but as a background character. She didn't smile much in "Down By the River" but she sometimes does in a few episodes.
