Panty is a woman who has a slim body with light skin, modest breasts, pointed hips, and blonde spiky hair that cascades down to her tailbone, with bangs that somewhat resemble a banana bunch with a lightning-bolt highlight. Her facial features include sky-blue irises and above each eye is one elongated eyelash. Scaling from her figures, she (as well as the rest of the girls) is around 5 feet tall. She typically sports red nail polish.

Style shifted, her features remain much the same, though her hair isn't as pronounced, the stem of the "banana bunch" becomes an ahoge on the back of her head, and she has regular thick upper eyelashes.

Panty's appearance was slightly altered in the second season, her hair now featuring a gradient which fades from light yellow to coral pink and her eye shadow recolored from light pink to purple. In the dark, her hair glows green instead and gradients to blue.

Panty's primary outfit consists of a dark red V-neck minidress with thin spaghetti straps and a golden necklace with matching bangles adorning her two wrists. Beneath her dress is a pair of pink panties. She also wears dark red high heeled Mary-Janes and red earrings.

This outfit went largely unaltered in the second season, her dress, jewelry and shoes shifting tones, though her earrings were changed to a teal blue.

Panty's most defining trait is her promiscuity; she is completely obsessed with sex and performs sexual activities as much as she can, at one point prioritizing it over her Ghost-hunting duties. She also has quite low standards in men, a trait that Stocking, Scanty, Kneesocks, and Garterbelt have mocked her for several times. Her favorite position of sex is the cowgirl, and her least favorite method is anal sex. She also seems to be easily convinced into participating in new trends, such as nose-picking or becoming a famous social media influencer, if it provided her sexual pleasure. It is revealed in "Panty and Stocking: Homecoming" that Panty's vagina is her "bitch soul"; without it, she becomes much shyer and chaste.

Panty's love for sex has turned her into quite the shameless person. In addition to stripping off her panties (and sometimes all of her clothing) in public, she has performed several lewd acts on live television, such as presenting her vagina, pole-dancing, shoving a baseball up her uterus, and masturbating. In "Sex and the Daten City," she also carelessly showed her porno to an audience of press members during the planned premiere of her and Stocking's debut film, believing that it was just a regular movie. She only realized what she did was wrong when her manager Mick told her that it could potentially ruin her career. She is also incredibly lazy, as her room is usually very messy and she often pushes her responsibilities to other people, like the Daemon sisters or Brief.

Adding onto her shamelessness, Panty has displayed rash and impulsive behavior, especially when battling Ghosts. She often takes the more reckless route, using pure power to finish the job. However, this style of fighting has caused her to be wide open for attacks, including losing her panties in the heat of the moment and forcing her to improvise with either using normal weapons or other underwear; such a situation occurred in "Death Race 2010." Outside of combat, she has crashed into several cars and buildings while driving See Through, frequently abuses Chuck (both accidentally and on purpose), and destroyed three trillion dollars worth of buildings during her brawl with Stocking in "Panty and Stocking: Homecoming." She has never showed remorse for any of these actions.

She has proven to act very haughty and self-centered. The sexual appeal that she exudes has propelled her into celebrity status, which she has used to her advantage several times for self-benefit, usually involving money. She, as well as her sister, also have an irresponsibility with money; the best examples being "The Stripping," where the two of them owe Garterbelt 3,000,000 Daten City dollars for their unnecessary purchases, and in "The Bodycard," where she owed the citizens of Daten 3,000,000,000 and instead used the money to buy out the fashion brand "Christian Dildior".

Panty often bullies and demeans people who she feels are beneath her, most notably Brief. She prides herself on being rebellious towards any rules imposed on her. She is often called a "bitch" because of her attitude, but takes the insult in stride and embraces her "bitchiness" while dismissing her detractors. She is also not afraid to speak her mind and uses cuss words all too frequently; during the events of "Fa Fa Fck," she swore 200 times per day on average. Though she blushed when Stocking pointed out her bad breath in "Pulp Addiction" and admitted she was initially nervous to sing in Fa Fa Fck, Panty has only completely lost her confidence in the prologue of "Bitch Girls" after she lost her angelic powers, was prohibited from having sex, and was kicked out of Garterbelt's church.

In spite of Panty's less-than-favorable traits, she is a surprisingly welcoming person, as shown when she considered Stocking, Garterbelt, Scanty, Kneesocks, Brief, Chuck, and Fastener her family in "Heaven Wars Episode 3 - Revenge of the Bitch," despite getting into arguments with nearly all of them in the past. She has also exhibited a somewhat strong sororal instinct; besides caring for Stocking, she also helped Kneesocks properly celebrate her 666th birthday without Scanty while referring to herself as Kneesocks' "big sister" in "Six Hundred Sixty Six Candles." She has even shown goodwill towards Brief at times for helping her defeat Ghosts.

Despite her constant abuse of Chuck, Panty's compassion is best shown with animals. She fended off incoming seagulls and directed the baby turtle ghosts to the ocean with Stocking in "Mutant Garterbelts" and swerved to avoid hitting a dog in "Longest Bitch Yard." However, the best example of Panty's love for animals is featured in "Pet Cematary Hills," as she initially didn't care for a new cat Ghost named Vibe and planned on killing her, but quickly became attached to her once she began feeding her food and even copped out of killing her at one point. She was clearly saddened by Vibe's impending death and honored her by creating a gravestone with two of her dildos.

While Panty constantly reprimands Stocking for her eating habits, Panty also has quite an appetite. In "Nothing to Room," Panty is seen gorging down a large amount of food which ballooned her stomach dramatically. Panty jogs to maintain her figure, although she is jealous that Stocking doesn't have to exercise to be slender. Panty likes spicy food and dislikes sweets, though she will eat the latter when bored or hungry enough (such as eating Stocking's Jean-Paul Heaven pudding in "Catfight Club" and looking for one of Stocking's snacks when a fuck wasn't stimulating enough in "Fa Fa F*ck"). She also mentions that being hungry causes her to swear more often than usual. Her favorite snack is Death Babanero potato chips, and she seemingly loves to drink alcohol and has a high tolerance for it, but once mentioned that she wakes up with a hangover every day.
