Wind Chimes is a messenger who travels around the northwestern region of Yan, connecting remote villages and allowing them to communicate with each other. She originally worked as a messenger in her own village, trekking through the mountain paths to find ways to make travel between nearby villages easier. She also attempted to establish an agricultural trade route between the villages and nomadic cities but was unsuccessful.

As a child, Wind Chimes was fascinated by the messengers who visited her village, and she learned to read from the letters they carried. She saw the power of these letters in connecting people who were far from their homes. With her steadfast and kind-hearted personality, she eventually became the regional messenger for the entire mountainous region. She maintained a record of zero missed deliveries until it was broken by a pack of tuskbeasts. After encountering bandits who threatened to destroy the letters she carried, Wind Chimes resolved to protect the messages by learning to defend herself with a sword.

The region where Wind Chimes works is characterized by nomadic cities and the ongoing maintenance and construction of Chidao, a transportation route. Many people in settled communities aspire to work on Chidao maintenance projects for better livelihoods. Some even move from their villages to the cities in pursuit of a better life. Wind Chimes acknowledges the desire for a better life and fulfills her role by delivering money and letters between wanderers and their families. She witnesses the impact of her deliveries, such as an old man planning his farming activities or a young person enjoying the comforts of home while watching television and eating dried meat.

During her work, Wind Chimes encounters a village in chaos and later learns of a connection between a teenager she had a disagreement with and the village's troubles. She starts carrying a camera with her and begins filming her deliveries and the people she encounters. The footage she captures spotlights the isolation and poverty of the villages, reflecting her nostalgia and regret for her past actions. However, she chooses not to sell the rights to the footage, as she views it as valuable but too personal to be publicized. Wind Chimes also reflects on a disturbance involving Rhodes Island operators, stating that the person's death was an accident and that delivering the money was the right thing to do.

The videos she records have various file names, including scenes of mischievous people building a "tractor," a withered flower on a mountain path, the cry of a fowlbeast, and encounters with people on the road. There is also a classified log entry, where someone expresses curiosity about a video named "Road" and notices the camera's focus on a campsite's traces in a barren forest.
