The plot revolves around two risqué angels, Panty and Stocking, who were kicked out from Heaven due to their inappropriate behavior. The sisters are then sent to Daten City, a border town on the divide between Heaven and Hell, which is populated by various malevolent spirits. The Reverend Garterbelt instructs them to fight these spirits and collect Heaven Coins (with which they can buy their way back into Heaven) under the threat of being stuck on Earth forever. In essence, Panty and Stocking are two sides of the same coin. While they often bicker and disagree due to their contrasting personalities, they still have a deep sisterly bond and cooperate when dealing with the evil spirits infesting Daten City.

Right now, Panty and Stocking have infiltrated a strip club under the guise of strippers with a mission to distract visitors. They must at all costs keep the attention of the club's visitors, preventing them from leaving the strip club all night.
