Devils are a race of supernatural entities appearing throughout the World. They are creatures that feed upon humanity's fears. Devils are born in Hell. All Devils are born with a "name" that correlates to a concept. These can range from highly tangible (Fish, Tomato) to entirely abstract (Future, Curse). The concept does not have to refer to something that exists; there is no indication that ghosts, zombies or angels exist in the world, yet all these names have corresponding Devils. Each name is unique to its respective Devil, though some overlap based on specificity is possible as there have been both a War Devil and a World War II Devil. Devils manifest according to the collective consciousness surrounding their names (for example: the Gun Devil appears to be constructed out of guns and has gun related abilities). They are the embodiment of the fear that "name" represents, so as long as that "name" instills fear, they continue to reincarnate. The concept of a Devil itself doesn’t have to be scary on its own, rather its power relies on how much of a scary image it has in the popular consciousness of humans. For example, cars aren’t necessarily scary on their own, but Makima states that a Car Devil would be powerful because of the scariness of car crashes and other car related incidents. Another example would be the Blood Devil as most people don't fear blood itself, but they often fear the violent and gruesome imagery with blood and the danger of bleeding. Devils that die in Hell reappear in the human world; Devils that die in the human world reappear in Hell. Devils cannot recall any memories from their previous lives and their entire personality resets. Despite their reincarnation abilities, Devils are not completely immortal; as they are born out of humanity's fear of some concept, if all of humanity forgets the existence of this concept, the Devil it belongs to completely ceases to exist.

Naturally, most Devils are extremely hostile considering their requirements to feed on the blood and fear of humans. Some, however, are relatively friendly and feed by alternative means: Some Devils, such as the Fox Devil, choose to form contracts with humans, allowing humans to borrow some of their power in exchange for a sacrifice. Other Devils outright choose to become Devil Hunters, allowing them to live in human society and buy food with the money that they make. As a general guideline, the more human the Devil looks, the more friendly they tend to behave. However it is worth noting that Devils do not have human rights and therefore there is no legal repercussions if they are killed by a human. For that reason, some Devils and Fiends are coerced into helping humans out of fear of dying rather than doing it out of their own free will. Devil Hunters will sometimes capture Devils to use them for contracts, the Future Devil is a good example. While uncommon, it is possible for a human and a Devil/Fiend to form an emotional bond. In some rare cases it might even develop into a romantic relationship.

Fiends are Devils who possessed a corpse. Fiends are considerably less powerful than their Devil counterparts and are able to use toned-down versions of their respective supernatural abilities. They can regenerate from drinking blood and get strength from it, but unlike Hybrids, they can die if they are fatally wounded. Some Fiends are able to transform into their Devil forms temporarily. They are also unable to perform contracts unlike Devils and humans. Fiends will usually retain their original personalities they had as Devils. However, some Fiends retain more of the original corpse's brain than others, leading to their personalities becoming mingled such as Violence Fiend, who should be inclined towards violence, but instead prefers peace. It should be noted that this type of Fiend is extremely rare, being the exception not the rule, as well as how a "mingled" Fiend is still just the Devil who is conscious that managed to absorb the traits and/or memories of the human as the actual human remains dead.

All Devils can consume blood of other creatures to heal their injuries, it is also implied that Devils can grow more powerful by consuming blood. While all Devils can consume blood to quickly regenerate, powerful Devils have shown to possess better regeneration. Hybrids and other powerful Devils, such as the Gun Devil and Darkness Devil, have really potent healing factors. The flesh or blood of a Devil can be fed to other creatures, making them stronger and even giving them the ability of the Devil they’ve eaten, however this only works if the flesh/blood they ate came from a Devil that is still alive as Denji did not get more powerful or gained the Control Devil’s ability, despite consuming Makima’s entire body.

All Devils can also possess human corpses. This in most cases ends up creating a Fiend, though in rare cases it can end up creating a Hybrid instead under certain circumstances. The personality of the Fiend may mirror that of the corpse if the brain is still intact, as evident by the Violence Fiend's polite and gentle attitude. In these scenarios, the Devil may also retain some memories from the body they took over. In rare instances, Devils deliberately would like to retain the personality of the possessed corpse, effectively reviving them, and take over their personalities from time to time. The only known instance of this happening is with the War Devil, who took over Asa Mitaka's body while keeping her ego intact.

Devil Hunters are individuals (human or otherwise) who, as the name would imply, have taken it upon themselves to fight against Devils whenever a threat related to them should arise in the world. They tend to use contracts with Devils as a means of standing a chance in combat against their monstrous opponents, giving them a massive advantage over standard law enforcement whenever Devils appear. Counting the Private Sector Devil Hunters, there are over a thousand Devil Hunters in Tokyo, meaning that being a Devil Hunter is considered a common profession. Devil Hunters that work for the government receive a salary regularly, just like any other government employee, while Private Sector Devil Hunters turn in bounties and do not have a permanent regular salary. Other Devil Hunters may choose to sell Devil corpses in the black market as an alternate way to make more money. Devil Hunters will also sometimes capture Devils instead of killing them, usually for the purpose of using them to form contracts. The Future Devil is a good example of this. Devil Hunters are also the only people who are allowed by government to form a contract with a Devil. According to Aki Hayakawa, Devil Hunters are the only ones alongside the police force to be legally allowed to use a gun. While hunting Devils may allow one to earn considerable amounts of money along with the governmental benefits for those who work at Public Safety, this is considered one of the most dangerous professions in existence. Despite that, it is still a very popular profession, and even schools have Devil hunting clubs for students who seek to become one.

The Public Safety Devil Hunters, later known as The National Devil Extermination Public Safety Commission, are an organization of government-sanctioned Devil Hunters in Japan who function similarly to a Fire Department or Police Force. They're sent to dispatch Devils in the event of a threat to the public and are tasked with resolving Devil-related incidents on a smaller scale. Though the threat level of the Devils they pursue can vary, they're generally sent after bigger threats than those working in the Private Sector, according to Himeno. To compensate the fact that Hunters from the public bureau are sent after more dangerous Devils than private Devil Hunters, the government gives them more paid days off and other benefits. Despite the benefits, Public Safety, like all departments that work under the goverment, must also do paperwork and always give well-explained and detailed reports about their activities.

Makima is a high-ranking Public Safety Devil Hunter who took Denji in as her human pet. Makima is a Devil resembling a human woman in her twenties of average build, and marginally above average height (168 cm/5'6" to 173 cm/5'8"). She has long light red/pale auburn hair, normally kept in a loose braid with bangs reaching just past her eyebrows and two longer side bangs that frame her face. Her eyes are yellow with multiple red rings within them, making them the only visible sign of her inhuman nature. Her usual Public Safety uniform consists of a white long-sleeved shirt, a black tie, black pants and brown shoes. On the surface, Makima seems to be a kind, gentle, social and friendly woman who is usually seen wearing a smile on her face the entire time and acts relaxed and confident even during a crisis, speaking in a professional tone to her workers. As her natural appearance is nearly identical to that of a human, she avoids disclosing her Devil nature to most of her underlings and spends much of the series posing as a human contracted to a Devil rather than a Devil herself. However, this is only a facade that she uses to fulfill her ultimate goal. After the death of Aki Hayakawa, Makima begins to reveal her true colors to Denji. Makima's true face is of someone that is Machiavellian and calculating, who sees people around her as nothing more than "dogs" she can use as much as she likes and must obey her without any hesitation. Makima has demonstrated herself to be extremely cunning, cold and manipulative as she controls Denji through the promises of a romantic and sexual relationship while also threatening him with outright extermination if he disobeys her. Ruthless and normally dispassionate, she will do whatever it takes to reach her goals, even at the cost of the people she should be protecting. Makima also realizes that she is not a good person and deems herself as "necessary evil"; a weapon under control of the Japanese government, just like Gun Devil which is under the control of the American government. She is not afraid of her plans derailing, since whether her plans fail or succeed, she will almost always achieve something she wants.

Aki Hayakawa was a Public Safety Devil Hunter working under Makima's special squad who had contracts with the Curse Devil and Future Devil, and a former contract with the Fox Devil. Aki was a young man with medium-length black hair that he usually wore in a topknot style (shoulder-length with long bangs when untied) and blue eyes. In the past when he and Himeno met through Kishibe and became partners, Aki used to have shorter hair. Aki generally appeared to be a very stoic man who acted mature and sometimes blunt to the point of rudeness when he was with his fellow Devil Hunters, but he was actually fairly softhearted. He had a tendency to get attached to others easily, and hated to see people get hurt, especially his close friends. Unlike many of his associates, he was described by Himeno as being a "normal person", in the sense that he still grieved for those lost and had not become jaded enough to close his feelings off. Despite this, he was very determined and his primary motivation for killing the Gun Devil was revenge for his family. However, he was entirely willing to put his own life on the line to save other people, even if it got in the way of his goals. He didn't like people who don’t take their job as Devil Hunters seriously or fight for a superficial and materialistic goal like money or, in Denji's case, to be able to touch some boobs, this being one the primary reasons he and Denji didn't get along initially. Aki was also ruthless, stating that he always makes sure the Devils he kills suffer in order to give them a slow and painful death. He could become intimidating with those he still didn't trust enough, like when he threatened Denji by telling him that if he either betrays them or sides with other Devils, he would kill him without any hesitation. Despite being merciless, Aki still had some kindness with his fellow devil hunters, such as retrieving Denji's severed arm, taking Meowy to get medical attention, freeing Power and intentionally lying in his report to Makima in order to uncover the truth of the incident with the Bat Devil.

Devil Contracts: Curse Devil Contract: Aki had a contract with the Curse Devil which granted him a nail-like sword. In order for the contract to work properly, Aki must point the nail anywhere on his target's body; then saying the word "fire", the hand of the Curse Devil will appear and flicks the back end of the nail to inflict damage. By stabbing his enemy three times with the nail, Aki could summon the Curse Devil to seize the enemy and inflict massive damage upon them, potentially killing them in the process. In order to use it, Aki's life would be significantly shortened. Fox Devil Contract: Aki originally had a contract with the Fox Devil. In exchange for feeding him part of his body, Aki could use his power in combat by raising a hand and saying the word "Kon", causing the Fox Devil's head to appear to instantly bite down on the target's body, swallowing him whole or tearing him apart. Aki lost the ability to summon her after he used the Fox Devil recklessly against the Katana Man. Future Devil Contract: After losing favor with the Fox Devil, Aki was taken to the Future Devil that is held prisoner by Public Safety and managed to gain a contract to use its abilities in exchange for letting the Future Devil live inside his right eye. Precognition: Aki had the ability to see a few seconds into the future. He used this to predict his opponent's oncoming attacks and plan accordingly. Summoning: Due to his contract, Aki could summon Future Devil by calling him. While the Devil says that Aki must say "The Future Rules" to make him come, this was not an actual requirement. Swordsmanship: Aki was a proficient swordsman, wielding a sword as his primary weapon when fighting Devils. By using a special sword, made by the Angel Devil, Aki could harm and kill beings that are normally intangible, such as Ghosts. He was skilled enough to defeat multiple zombies and even keep up with physically superior opponents, such as Hybrids, with the help of his Devil contracts. Hand-to-Hand Combat: As a Devil Hunter, Aki received training in unarmed combat. He displayed decent skills in boxing, being capable of easily defeating a boxer far more muscular than him. Cooking: Aki had displayed decent skills in cooking, usually being the one responsible for Denji's and Power's meals. Driving: Aki knew how to drive and had been seen driving vehicles, such as cars. Strong Willpower: Unlike most Devil Hunters, Aki never gave up on his goal of killing the Gun Devil through most of the course of the story. This obsession made him willing to pay any price to achieve his goals, be it working with Devils or sacrificing most of his life span. Even after giving up his dream of killing the Gun Devil to protect his friends, he was still more than willing to make any contract to protect them. He also had great control over his emotions, being able to suppress his fear to prevent detection by the Ghost Devil, who can only see by feeling people's fear.
