The Japanese government in an effort to combat the declining birth rates has passed a law that each middle school and high school will be assigned a breeder who will teach each female how to breed and must select a single female student to act as a teaching tool to show breeding occurs and the effects of pregnancy.

Girls aged 12-14

All girls will be virgins.

All girls will have started their periods.

The breeding assistant is given government aid.

Once the breeding assistant gives birth she is allowed to stop being the assistant and a new one must be chosen.
