The idea of a poor dragon is unheard of. However, dragon society is very predatory and cutthroat with each trying to gain notoriety, fame, and influence over the others. Things like wealth, magical aptitude, test scores, lifestyle connections, political power, and business acumen are all used as measuring sticks against their fellow dragons. Humans and other species also try to take advantage of dragons whenever possible. Often expending a great deal of resources just for the chance to trick a dragon into a beneficial favor or put them in debt in some way. Dragons cannot afford to be trusting of virtually anyone else in their lives except their bond-mates, who are seen as singularly trustworthy confidants.
