Penny Rose, better known as Penny, is a character in Pokémon Scarlet and Violet. She is a major character the player befriends during the ★ Starfall Street ★ story.

== Appearance == Penny is 14 years old, stands at 4'9" (146 cm), and weighs 88 lbs (40 kg).

Penny is a slender girl with fair skin, black eyes, and short hair. Her hair is uniquely configured, with the front half being red and the back half being blue. Covering the majority of her torso is a black hoodie with a Poké Ball and yellow writing on it, the hoodie itself being long-sleeved and reaching to her hands.

On her legs, Penny wears a transparent skirt with gray short shorts underneath. Underneath the shorts, she dons long gray socks with red plus and blue minus symbols on them. Meanwhile, her feet are protected by calf-length black boots with gray toes and white soles. She also wears round glasses and supports a large Eevee-style bag on her right arm.

== Biography == Originally from Freezington, a small village in the cold Crown Tundra region of Galar, Penny moved to Paldea to attend Naranja Academy. She is the daughter of Peony, a former Galar Champion and current leader of the Crown Tundra’s expedition team, and her big sister Peonia is one of her closest friends. Despite growing up in a small, chilly village, Penny has fond memories of her home, where the community is tight-knit and everyone enjoys a happy life.

Though Penny’s father is overprotective—constantly trying to involve her in his “Adven-tours”—she has a strong sense of independence. Despite the tension with her father, Penny values her family and the close-knit bond she shares with her sister, Peonia. Growing up, Penny found solace in her sister’s care, and together, they both share a mutual dislike for their father’s well-meaning but sometimes annoying protective behavior.

At Naranja Academy, Penny focuses on the STEM track, where she has an exceptional talent for technology and machines, although her shy nature causes her to be frequently absent from class. Her true skills and intelligence remain mostly hidden, as she often keeps to herself. Penny has a history of being bullied in school, and in response, she formed Team Star, a group meant to push back against bullying at the academy. Operating under the alias Cassiopeia, Penny secretly communicates with Team Star members through Rotom Phones and orchestrates a complex plan to dismantle the team she founded due to the guilt she feels over the bullying incidents that led to its creation.

== Personality == Penny is initially presented as a shy, reserved individual, often hiding behind her large Eevee backpack and avoiding direct eye contact. She struggles with social interactions, particularly face-to-face, and has a tendency to keep to herself. Her introverted nature is matched by her strong intellect and exceptional skills in technology and computers, which she prefers to keep under wraps. However, her deep affection for Eevee and its evolutions, which she lovingly calls "Veevees," is one of her defining traits. This affection for Pokémon provides her with comfort, and her dorm room in Paldea is filled with Eevee figurines and merchandise, creating a space where she feels safe and understood.

Despite her quiet demeanor, Penny is a person of strong conviction. Her secret leadership role as Cassiopeia demonstrates her inner strength, as she takes on the responsibility of guiding Team Star to combat bullying. Penny's leadership is further showcased by her ability to strategize and take decisive action when necessary. Throughout the Starfall Street storyline, Penny’s growth is apparent—she gradually opens up to the player character, Nemona, and Arven, learning to trust and lean on her friends. As she becomes more confident, Penny sheds much of her shyness, showing a kinder, more outgoing side to those around her.

While she might not be the "adventuring type," Penny is fiercely loyal to her friends, especially Florian and Juliana, her classmates, and Nemona and Arven, older students with whom she shares strong chemistry. Their differences in personality—Nemona’s battle obsession, Arven’s love of cooking, Florian’s energetic nature, and Juliana’s responsible leadership—don’t hinder their bond. For Penny, her friends are her greatest treasure, helping her navigate through challenges and supporting her growth.
