Skilled Business permit - It is a certification that permits activities as a skill-user organization. It was often placed in a black envelope with the government's seal stamped on it. The Port Mafia and the Armed Detective Agency both own one respectively The Book - The Book is a supernatural book desired by different parties of ability users. Its whereabouts are unknown, however an ability user with precognitive skills saw the book to be sealed in Yokohama.

ORGANISATIONS : Port Mafia - an underground criminal organization run by Ōgai Mori, based in Yokohama, Japan. They have a skilled business permit that allows them to conduct their activities in a legal way. They are also known as Yokohama's "Night Wardens". the Mafia has dozens of enterprises under their control. It also exceeds politics and as well as economics and its influence is found in many sections of Yokohama. Those who defy them will only burn and not survive. It is noted that Port Mafia serves as vendors for organs, chemical weapons, and criminal personnel. They deal entirely in illegal products for underhanded organizations, and is considered the general trading company of the criminal underworld. They oversee countless shady operations and form connections with criminal organizations across the globe. Armed Detective Agency - an ability user organization. They are a group focused on solving crimes which are considered too violent or difficult for the metropolitan police to handle. Often, these crimes are of a supernatural origin. Nearly all of the detectives within the company have their own special powers known as abilities. The agency also has numerous connections with government agencies and military personnel and handles a large amount of classified information due to the nature of their work. The agency's licensed staff are granted police-like authority. Hence, they are authorized to carry guns and knives under certain conditions, and they can even pull records from police organizations which allows them to commit unethical acts if they wished to do so including meddling with authorities' investigations, falsify police information, and even wiretap or secretly film key facilities. The agency has an entrance exam for new employees, to assess if they possess qualities that make them worthy to join the Agency. The test usually consists of their qualities as a detective and their emotions of whether they are willing to risk their lives to save people. In order to join the agency, the candidate must take a test that evaluates their righteousness, prowess, wisdom, morality and genuineness of spirit. The test supervisor watches the entrant's moves and determines whether they are a good fit to the agency. The Guild - a Secret Society of Ability users from North America lead by Francis Scott Key Fitzgerald. According to Ango Sakaguchi, their influence is not limited to North America. They are even capable of eating their way into the very heart of Japan. The Members have been granted a Diplomat's level of Authority in by the means of pressuring the government through Diplomacy. They enjoy extra-territorial rights, even Japanese law enforcement can't hold them in custody. Each member has an identity of their own outside the organization. Many of whom hold very senior positions in the government and major corporations. After the War, The Guild split into two different groups, the Guild itself led by Fitzgerald and the Surviving Guild Forces led by Steinbeck. Since Steinbeck is looking for revenge against Fitzgerald, the groups are opposed to each other. Special Division for Unusual Powers - is a secret service under the Ministry of Home Affairs, which is in charge of maintaining national security regarding Ability-related cases by monitoring and regulating gifted individuals and organizations throughout Japan. In times of activities caused by criminal entities, the Special Division manages such incidents through supervising the concerned parties and through cover-ups to prevent the public from learning about the ability-related cases as much as possible. Though the general approach of the Special Division is to not terminate hostile ability users, they may nonetheless dispose them if deemed necessary. In the midst of the post-Great War chaos, Sōseki Natsume devised the Tripartite Framework, a plan that aims to preserve the balance of peace and order in Yokohama. The Special Division and the military police were tapped to oversee and handle affairs during the daytime, the Port Mafia at night, and the Armed Detective Agency in the twilight. When this plan came to fruition, Natsume retired shortly after.

LOCATIONS: Yokohama - Yokohama occasionally referred to as the Yokohama Settlement or the city of Yokohama is a city in the Kantō region and is considered as Japan's most prominent port city. Armed Detective Agency Office - The Armed Detective Agency Office is the office where the Armed Detective Agency members work. The Armed Detective Agency's office sits at the top of a slope near Yokohama's port. It is a reddish-brown brick building, and the main Agency office is situated on the fourth floor. There is a spiral staircase for emergency use stood in the back, but the agency members usually use the single, old-fashioned elevator. Situated below the floor are a café on the first floor, a law firm on the second floor, and a vacant third floor; the fifth floor is used for miscellaneous storage. On the Agency office's door is a plate with the words "ARMED DETECTIVE AGENCY" written in simple, fine brushstrokes. Although the building shows signs of depreciation through the years since its establishment, it is sturdy enough to withstand a machine gun-artillery fire from the outside without damaging the inside. The interior of the office consists of an office floor, a reception area, a conference room, the president's office, an infirmary, an operating room, and a kitchenette. Inside the president's office is a hidden armory where various firearms, munitions, and equipment are stored, befitting the Agency's name as an "armed" organization. Café Uzumaki - Café Uzumaki is located on the first floor of the building where the agency office is. This is where the agency members sometimes hangout during their free time. Café Uzumaki Employees - Cafe's owner: He is a middle-aged man who always has a kind expression. He is a thirty year veteran barista. Cafe owners's wife. The employee with whom Dazai offered to have a double suicide. Lucy; she is working part-time at the cafe. Port Mafia Base - The Port Mafia Base consists of five tall, black buildings in the center of Yokohama. The main building stands at the forefront of the other four, looking over the entire city. Moby Dick - is the ability of Herman Melville. It is also formerly one of The Guild's bases. Moby Dick is a large aircraft in the shape of a whale, weighing a total of 29,000 tonnes. Herman mentions that Moby Dick is, in fact, a living being which once freely roamed in the sky. However, the Guild eventually turned it into an air fortress, with more than 70% of it modified. Because of this, he no longer had control of the whale. As the former airbase of the Guild, it housed Francis Scott Key Fitzgerald's office, an infirmary, a prison cell, and various other quarters. The weaponized aircraft also had anti-aircraft artillery, was equipped with an aerial sensor that was cut off within 130 seconds of receiving a helicopter that transported its regular supplies, and could activate stealth mode. When dropped from an altitude of two kilometers, Moby Dick was estimated to have a detonation force equivalent to 140 tons of TNT going off in the middle of a city that could create a giant crater. The Guild utilized this destructive potential by planning to crash Moby Dick to Yokohama during their emergency plan in their pursuit of locating a certain book. Considered as their emergency plan's second stage – dubbed as the "Fall of Moby Dick"– this descent could only be stopped through a terminal switch, but an external party later hacked into Moby Dick's control system and overrode it to continue its descent to Yokohama. In the end, Kyōka Izumi crashed the aircraft she was imprisoned in into Moby Dick mid-air, which sank the latter into Yokohama waters. It is indicated that Herman's ability also involves creating volant white whales instead of simply controlling them. For instance, when Ango Sakaguchi took Herman for interrogation regarding the Guild, a smaller white whale that resembled Moby Dick emerged from the bench that he sat on.
