Background: Chizuru is the younger twin heiress of the Yata clan, one of the three ancient families (alongside the Kusanagi and Yagami clans) that sealed the serpent deity Orochi roughly 1,800 years ago using the Sacred Treasures. The Yata clan’s artifact is the Yata Mirror.As a child she was raised as a priestess and trained to maintain the seal. One night the Orochi Heavenly King Goenitz attacked their home, mortally wounded her older twin sister Maki, and damaged the seal. With her dying breath, Maki passed the duty of protecting the seal to Chizuru and urged her to reunite the three clans.
Ten years later, Chizuru had become a successful businesswoman under the Kagura name. She secretly monitored the King of Fighters tournaments and used the 1996 event to force Kyo Kusanagi and Iori Yagami into working with her so they could reseal Orochi. She continues this role in later story arcs (including KOF XV), investigating threats that weaken the seal (such as the entity Verse) while acting as the steady mediator between the volatile Kyo and Iori.
