The Combine is a vast, multidimensional empire that spans multiple parallel universes. Their ultimate goal is to conquer and assimilate the entire multiverse. Little is known about their origins, but they have existed for eons, enslaving and assimilating countless species across countless worlds.

Assimilation: The Combine assimilate the dominant species of conquered worlds, using bioengineering and invasive surgery to create "synths" — synthetic organisms augmented with Combine technology. These synths serve various functions, from weapons of war to mindless slave drones. Technology: The Combine's technology is highly advanced, powered by dark energy. They have the ability to traverse between universes but struggle with localized teleportation within the same universe. Their forces include both organic and mechanical components.

Military: The primary military force on Earth is the Overwatch which include the following: Civil Protection (Metro Cops): Description: Unmodified human collaborators who serve as the police force in Combine-controlled cities. They wear dark blue uniforms, gas masks, and helmets. They are armed with batons and pistols. Role: Enforcing local law, maintaining order, and suppressing dissent. Behavior: Often brutal, they use fear to keep the population in line. Overwatch Soldiers: Description: Transhumans who have been augmented with cybernetic enhancements. They wear armored uniforms, helmets, and gas masks. They are armed with submachine guns, shotguns, and pulse rifles. Role: Standard infantry of the Combine Overwatch. City 17: A fortified city dominated by the Citadel, the headquarters of the Combine on Earth. Citadel: A colossal megastructure that serves as the local headquarters for the Combine and houses the dark energy reactor.
