   Camilla is one of Yor Forger's three co-workers at Berlint City Hall. Camilla is a young woman with blonde hair, yellow eyes, light skin, and short eyebrows. Her hair appears smooth and carefully curled at the ends, reaching her shoulders. Occasionally, Camilla ties her hair in a low ponytail. Her eye color is green. She normally wears bright red lipstick except when she's home. Camilla outwardly is snobbish and mean-spirited, especially toward Yor at first. She also is petty and prone to jealously. Despite her thorny exterior, she has a soft side and befriends Yor. Camilla is a good cook. Dominic is Camilla's boyfriend and also works at Berlint City Hall. Camilla is friends and co-workers with Sharon and Millie.

2. #2Sharon

   Keys: Sharon

   Sharon is one of Yor Forger's three co-workers at Berlint City Hall. She has a six-year-old son who is studying at the Eden Academy. Sharon is a young woman with light skin and long black hair combed back. Her eyes are usually obscured by her glasses usually are narrowed with a disinterested expression. Sharon has purple eyes. Sharon is largely indifferent or disinterested. Sharon is friends and co-workers with Camilla and Millie.

3. #3Millie Myers

   Keys: Millie Myers, Millie

   Millie Myers is one of Yor Forger's three co-workers at Berlint City Hall. Millie is a young woman with light skin and eyes that are slanted downwards with long eyelashes. Her chin-length strawberry blonde hair is styled into a bob curling inwards with her fringe swept to the right of her face. Millie's hair color is orange. She also has light blue eyes. Millie is lively, cheerful, and mischievous, and most often seen smiling or giggling. Underneath Millie's lively behavior is a very emotional young woman. Due to losing her father to the second war between East and West at a young age, Millie developed a strong sense of loneliness from his absence. Millie also developed a dislike of being alone.

4. #4Berlint City Hall

   Keys: Berlint City Hall

   Berlint City Hall is located in Berlint, Ostania. Berlint City Hall features several departments, including auditing, policy, and business development. As a major Ostanian institution, its edifice has a hard and vaguely authoritarian feel. At the office, many office clerks work on their paperwork. There is a kitchenette, which is a social gathering place for female employees and where complaints and gossip fly around. There is also a room in the building that only has an office desk with a phone. All work in the general office and are overseen by Chief Barnes. Work uniforms are semiformal. The standard male uniform is a dark-colored suit with a white long-sleeved collared shirt and tie. The female uniforms are green vest over a white long-sleeved shirt, a green skirt, and heels.

   Keys: Berlint

   Berlint is the capital city of Ostania. Berlint is the capital city of Ostania. It is home to many of Ostania's elite, including major figures in politics, industry, and the military. Geographically, the city is a crowded grid of neatly arranged buildings, with a historic streetscape mixed with newer buildings. Many of the structures have crude designs, which reflect the oppressive atmosphere of Ostanian life during this cold war. There are many schools to teach the youth in Ostania, like Fontaine Academy in Newre, but none are as famous and influential as Eden Academy. Within Berlint are a variety of entertainment facilities where the government is highly restrictive. Many are of a high cultural standard and can be enjoyed by both children and adults. There is also a deceptively obvious fact that business tycoons and underground dwellers gather in Berlint. Berlint has many public transportation systems to move around its streets. For those who do not own a car, streetcars are the primary mode of transportation. Underground is the subway system. Berlint is also home to Berlint Airport.

6. #6Eden Academy

   Keys: Eden Academy, Eden College, Eden

   Eden Academy is a highly prestigious private school located in Berlint, Ostania. With a well-established history of over 500 years, Eden Academy is the top school in the nation. The grades are divided into three stages: primary school, middle school, high school. Its strict education and that many of its students and alumni come from families with prominent status have made it extremely desirable to enroll. There is a gulf between the alumni families and first-generation students that leads to bullying and discrimination. The tuition fees for Eden are very expensive, as well as the cost of school uniforms. Students are divided into dormitory boarders and commuters. Those of them who do not stay in the school travel to school by bus or in their own car. Every year at Eden consists of two terms. For first-year students, the first term four core subjects are History, Math, Science, and Reading. Other secondary subjects include Physical Education, Arts and Crafts, Language Studies, and Classical Language. For middle schoolers include Math, History, Biology, Physics, Primary Foreign Language, and Secondary Foreign Language. Eden provides education for extracurriculars like sports and the fine arts. During the midterm and term final exams, students are tested on the subjects they were taught. After the exams, the completed tests are kept in a tightly guarded vault in the school's North Hall until grading is completed. Stella Stars are awarded to the highest and second-highest performing students of each grade for each of the subjects. Tonitrus Bolts are demerits given to students who have shown poor grades or misconduct; earning eight results in immediate expulsion. At the end of the term, students are divided into new classes based on their ability and performance, and are grouped from classes A to F. The admissions process consists of two phases, the entrance exam and the family interview. Upon passing the entrance exam, the family is required to attend a mandatory family interview and must include both parents.

7. #7State Security Service

   The State Security Service is a counterintelligence agency in Ostania established to maintain domestic order and which Yor's brother Yuri Briar is a member of. Their primary objective includes hunting down spies and surveilling the public. Some tactics they use include violence, wiretapping, intimidation, and torture. Due to their reputation, they are widely feared by the public and called the Secret Police. They view the Westalian Intelligence, journalists, and spies like "Twilight" as their greatest enemies. They are effective at surveilling and capturing enemies. With the rise of spies in Ostania, citizens can have people they deem suspicious arrested by reporting them to the Secret Police. Upon being arrested by the Secret Police, suspects will be subjected to torturous methods in order to reveal any information they might have. Afterward, some suspects are released but kept under close surveillance, blackmailed into becoming their informants, or killed. Officers are typically scouted from other agencies and are expected to keep their membership in the organization a secret, even from their family members. There are many members in the National Unity Party within the SSS and Ostania's Justice Department. The standard uniform of the SSS consists of a dark green peaked visor cap with a glossed black visor, a collared white shirt with a black tie under a dark green jacket, which is fastened with a black belt, dark green pants, and black gloves and boots.

8. #8National Unity Party

   Keys: National Unity Party, NUP

   The National Unity Party is a major political party in Ostania led by Donovan Desmond. They are influential enough to threaten the peace between the East and West. The National Unity Party is described as a far-right-wing political party in Ostania. They formerly ruled the nation with a strong anti-Westalis notion up until the end of the second East-West war, when they fell out of power and became the opposition party for over a decade. In the present, WISE suspects that the party's current chairman, Donovan Desmond, is planning another war against Westalis, so they put Operation Strix into motion to investigate him and prevent this potential war.

9. #9Donovan Desmond

   Keys: Donovan Desmond, Donovan

   Donovan Desmond is the chairman of the National Unity Party of Ostania. Donovan is a tall and slim middle-aged man with sunken black eyes that are seemingly always open in a perfectly circular shape, closely shaved black hair with noticeable graying streaks on his left side, a black mustache, and a lack of eyebrows. He also has pierced ears and a line of scars on the sides of his head. Desmond's wife is Melinda Desmond and his sons are Demetrius, his eldest, and Damian, his youngest. Donovan is a recluse and extremely suspicious of others. Since losing power as the Prime Minister of Ostania, Donovan has been very cautious and rarely makes public appearances. However, he regularly attends social gatherings at Eden Academy for his elder son, Demetrius. On these outings, Donovan travels with a large security team, with four core men surrounding him at all times. Donovan keeps distance from others, especially strangers. As the patriarch of the Desmonds, Donovan seems to place great importance on their family name. He places importance on achievements.

10. #10Ostania

    Keys: Ostania, People's Republic of Ostania, Ostanian

    The People's Republic of Ostania is a large country that borders the east of Westalis. The capital city of Ostania is Berlint. Despite sustaining heavy damages in the two wars with Westalis, Ostania has largely maintained its wartime policies, even while struggling against the tides of modernity. The country promotes its open politics and rapidly developing economy to foreign countries, but this is strongly motivated by propaganda. Its security organization is the State Security Service, and free speech is strictly controlled. As long as one does not transmit information that is detrimental to the state or embarrass it, the people of Ostania can live normal lives with a high level of security and can freely take up jobs and study. For many years, Ostania has always had enmity with its neighboring country of Westalis due to cultural and political differences which lead to two wars. By the end of the second East-West war, the National Unity Party was deposed and replaced by a less hawkish party to be in charge of the state administration, resulting in a truce with Westalis. Despite this new age of peace, it was only a thin veneer of it, as tensions between the countries remained hot. The Ostania's armies is called the Ostanian People's Army. The currency used in Ostania is dalc and pent coins.

11. #11Yuri Briar

    Keys: Yuri Briar, Yuri

    Yuri Briar is Yor Forger's younger brother and a twenty-year-old man who works in the State Security Service. He keeps his job at the SSS a secret from his sister and instead pretends to be a normal civil servant and diplomat at the foreign ministry. Yuri is a very handsome, elegant, and fairly tall man in his early twenties, with a slender, straight frame. He has a very small cowlick on top of his straight black hair with uneven bangs. Yuri has upturned red eyes. Yuri has a sister complex, he would be doing everything he could to get Yor to praise him with affection. Due to their mother dying at a very early, Yuri is very attached to Yor as a mother figure. Just the thought of Yor hating him or in despair brings him great distress. When Yuri was young, he hated himself for not being able to help Yor, which is why he began studying everything as much as he could so that he could be of help. Due to his smarts, he eventually landed a job at the foreign ministry and, shortly after, the Secret Police, which gave him the power to protect his sister. When on the job, Yuri has very appealing demeanor, even when extracting suspects for information. Yuri truly believes he is protecting his country, though he mostly does it for Yor's benefit, not wanting traitors and scumbags breathing the same air as her. Yuri is very patriotic. Yuri values the importance of family, immediately resorting to violence when he learns of a suspect's excuse for affair. Yuri loses all his intelligence when it comes to his sister, completely believing Yor. Despite his hard and cruel job, Yuri has a level of empathy. Yuri believes that people who lie and deceive others are nothing but scumbags and lowlifes. Because of his near-inhuman endurance, Yuri has a tendency to disregard his own well-being. Yuri is a lightweight and prone to drinking large amounts of alcohol in a short amount of time.

12. #12Westalis

    Keys: Westalis, Westalian

    Westalis is a large country that borders the west of Ostania. Westalis is relatively free and open country with positive relations with other Western nations. Seeking further recovery and diplomatic stability, their government has recently focused on defusing any possible strife, while ministers and diplomats have been proactively working to prevent a renewal of hostilities with Ostania. Going back many years, Westalis has always had enmity with its neighboring country of Ostania due to cultural and political differences. Eventually two wars to unify the nations broke out. After both sides took staggering losses, the war would eventually come to a close, and the two countries created a pact to end their conflicts. The Westalis's military force is known as the Westalis Army. Westalis has a military intelligence, which has recruited soldiers in the past. Westalian Intelligence launched a special division solely focused on monitoring activities in Ostania in order to maintain peace between the two countries, calling it WISE. The currency used in Westalis is dalc bills and pent coins. Compared to Ostania, Westalis has a stronger economy. They have more advanced entertainment.[ Opera singing is well-liked in Westalis.

13. #13Westalian Intelligence

    Westalian Intelligence is an intelligence agency in Westalis devoted to keeping the peace between it and Ostania. Their main division is the Westalian Intelligence Services' Eastern-Focused Division . Little is known about the organization besides its main goal to maintain the thin veneer of peace between Westalis and Ostania. Whether through espionage, sabotage, wiretapping, and possibly assassinations, the WISE agents work to keep up the peace between the nations by removing anything that could threaten it. As observed from their headquarters in Westalis, they have wide surveillance of various places with their cutting-edge technology. WISE has agents embedded throughout Ostania to identify and neutralize any threats that threaten to worsen relations with Westalis. This can range from recovering stolen antiquities from Westalis to stopping unlawful export restrictions. All agents are commanded by a handler, who briefs them on current and future assignments to prevent incidents and watches for signs of restlessness. Within Ostania, Sylvia Sherwood serves as the commanding officer of WISE. Located across Ostania are WISE safe houses, with their headquarters being the Westalis Embassy in the capital city of Berlint. Due to a recent spy purge, a large number of spies have been exposed and captured by the State Security Service, with many of those captees being female agents. As a result, WISE's manpower in Ostania has become short-staffed while operations are damaged.

14. #14Fiona Frost

    Keys: Fiona Frost, Fiona

    Fiona Frost is a spy for WISE who acts under the codename "Nightfall". She works undercover as an office worker at Berlint General Hospital to support Loid Forger. Fiona is a fairly tall and very beautiful and attractive woman with a pale complexion and a slender figure. She has bobbed hair of a light lavender color and a long fringe covering much of the right side of her face, swept behind her left ear. Fiona has cold purple eyes framed by light-colored eyelashes and is most often seen wearing an emotionless expression. She has several admirers. After being trained by Loid to hide her true emotions, Fiona tends to remain emotionless on the surface. Fiona is deeply in love with Loid, to the point of being capable of compromising Operation Strix. Fiona thinks of herself as Loid's partner. To others, Fiona is seen as an unscrupulous and ambitious woman, capable of backstabbing her peers to build a reputation even bigger than Loid's own. Despite her usually emotionless facade, Fiona has let her true feelings surface in rare instances. She is also capable of severe embarrassment. Fiona's abilities are Enhanced Strength, Speed, Senses, and Agility. Fiona is able to completely conceal her emotion and have a poker face. She is an expert Hand-to-Hand Combat and is very adept with weaponry.

15. #15Melinda Desmond

    Keys: Melinda Desmond

    Melinda Desmond is the wife of Donovan Desmond and mother of Demetrius and Damian Desmond. She is also the chairwoman of the Lady Patriots Society. Melinda is a beautiful and fairly tall woman. She has dark brown hair, hazel eyes, and fair skin with a beauty mark on the lower right side of her mouth. Similar to Damian, her eyes are narrowed and droop slightly, with visibly long lower eyelashes and short, thin eyebrows above. She wears dangling triangular-shaped earrings with an inscribed circle and a small black dot in the middle. On her left hand, she wears a ring on her ring finger, and on her right is a ring on her middle finger with the triangle and circle symbol engraved on it. Melinda is an energetic and cheerful lady who hides a dark, conflicting nature. While with others, Melinda is kind and sociable. As she does not have a lot of friends she can be herself around, Melinda wants those around her to be themselves. Melinda is little naive. Melinda acts with grace and maturity. She has an empathetic side. Additionally, as the chairwoman of the Lady Patriots Society, Melinda wants a good reputation for the group, discouraging her members from making unsightly displays of themselves and policing others' behaviors. In private, Melinda is a much different person, filled with anxiety and paranoia. Following Donovan becoming a quiet recluse, Melinda became wary of her husband's shift in personality, which eventually grew into an intense fear of him as she became convinced that he could read minds.

16. #16Sylvia Sherwood

    Sylvia Sherwood, also known as Handler or the "Fullmetal Lady", is the commanding officer of WISE within Ostania and Loid's main contact for Operation Strix. Sylvia is a tall woman with a slim figure and narrow blue eyes. She has wavy strawberry-blonde hair reaching the middle of her back. Though Sylvia disguises herself in public, she typically sports a pair of round-framed glasses and a black, wide-brimmed hat with a dark pink band that has a bow on the side. Sylvia most frequently wears a fitted black dress with a low-cut square neckline over a white collared shirt and a large black ribbon tied under the collar like a loose bow. She also wears fishnets over black stockings with black high heels. Sylvia is similar to Loid in her commitment, skill, and logical approach to her endeavors. She is extremely dedicated to her given task; preserving peace between Westalis and Ostania. Dubbed the "Fullmetal Lady" by her agents, Sylvia has a fearsome reputation. Sylvia is deeply compassionate and has a gentle and motherly side. Having been a mother herself, Sylvia once had a daughter who she lost during the second East-West war. She also has a soft spot for animals. Sylvia has a deep-seated hatred of war. Her fervent disgust for, and knowledge of, the atrocities and horrors of war she has suffered a great deal in the last conflict.

17. #17The Garden

    The Garden Assassins Syndicate, simply known as Garden, is an assassin group that operates within Ostania. As an unofficial paramilitary organization, Garden purges traitors of Ostania under orders from the shadow government. Little is known about this organization, as their existence is unknown to all, with only a few in the State Security Service aware of them. Garden has been in Ostania for a long time, and many stories of them are believed to be urban legends, with there being rumors that one of their Assassins can wipe out an entire military troop. Assassin missions are handed out by the Shopkeeper, the organization's leader, who seeks to "help make the world a beautiful place." When handing out missions, he typically does it through a phone call. Another method is by personally assigning them at his garden. Missions target groups and individuals who are considered traitors to Ostania and are referred to as "clients" or "customers." In preparation for an assassination, Garden analyzes their target's capabilities and defenses, leaving the assassin to simply get the job done. In rare cases, an assassin may be tasked with protecting their client. To not overlap with the assassin's double life, Garden provides them with alibis and cover stories.

    The Far East are the eastern parts of the world. There are many tales and rumors that come from this region. For example, they are rumored to have a martial arts technique called the "Drunken Fist". There is also a custom of wrapping a green onion around a sick person's neck to help them recover. Loid has been to the Far East in the past to play the part of a sumo wrestler, and is aware of their marine life such as the blowfish.

    Project Apple was a research initiative carried out by the previous Ostanian regime, the National Unity Party, to produce highly intelligent animals for military purposes.

22. #22Imperial Scholars

    Imperial Scholars are a group of students that stand above as the elites of Eden Academy, having members that display high levels of intelligence, remarkable talents, or are shown to be a great influence on society. To become an Imperial Scholar, a student must earn eight Stella Stars via outstanding grades, showing exceptional talents, or services to society. Due to these requirements, only a small handful of students become Imperial Scholars each year. Some of the perks that come with being an Imperial Scholar include access to elite social circles, a private dining hall in the cafeteria, the Imperial Room, a private lounge, and admittance to the Imperial Scholars mixer. Imperial Scholars are also allowed to invite their parents to their private social gatherings. All the Imperial Scholars wear the appropriate standard uniform of Eden Academy. They all wear a special black cape with a dark red lining over the uniform and a gold cord holding it together at the chest.

23. #23Military Intelligence Special Reconnaissance Regiment

    The Military Intelligence Special Reconnaissance Regiment is a special military force within Ostania's military intelligence. A certain faction stationed in Frigis, led by Colonel Snidel, seeks to overturn the current peace between the East and West by starting another war, secretly collaborating with another nation, the Republic of Albo, to fulfill their goal. In Frigis, the regiment used the air base located there to store their battle airship, Enormity, which was the trump card Snidel planned to use in his war. Another weapon the regiment planned to use was Type F, a powerful cyborg in their ranks.

24. #24Red Circus

    Keys: Red Circus

    The Red Circus is a far-left extremist group of terrorists in Ostania. Red Circus began as a student movement advocating for leftist policies, socialism, peace and equality and spoke out to protect the weakest members of society. They were a respectable movement that fought for their cause with respectable means, but the state turned violent against them and made orders to eliminate the group.
