At first, Leon is apparently a novice police officer, somewhat naive, with a strong sense of justice and duty. Leon later becomes a very gifted secret agent, due to his training in the hands of the U.S. government, capable of maintaining composure in most circumstances.

Leon's friendly nature makes it fast to make friends. He immediately makes a friendship with Claire Redfield, for example. Leon also respects Jack Krauser, as much as a soldier and a friend, before his betrayal. Leon was very quick to make friends with both Luis Sera and Mike, feeling deeply saddened by their deaths.

A very peculiar feature in Leon is his tendency to humiliate and provoke his enemies with sarcastic comments, as seen when he provokes Osmund Saddler and Ramón Salazar on several occasions, he even irritates the latter. As far as his personal life is concerned, Leon is someone very lonely.

Leon has shown that flirting with some of the women he finds, including Ingrid Hunnigan, who rejected his advances jokingly that he must stop being "the duty." Leon's relationship with Ada is very complicated, despite the fact that there is some kind of link between the two and both help each other when they are needed, Ada has no problem with using Leon to achieve his own goals, although he also cares about his safety when doing so, Leon, however, does not seem to do it with her. He seems to be deeply in love with her, just like she is with him.

Leon seems to care very deeply about some of the people he rescues. He does everything possible to protect all of them despite not knowing them. He became Sherry Birkin's temporary guardian before she was in the custody of the U.S. government. During Operation Javier, Leon had a similar relationship with Manuela Hidalgo, doing everything possible to try to protect her. During his mission to save Ashley Graham, Leon exposed himself to many dangers to ensure his safety.

In Resident Evil: Degeneration, Leon has proven to be a little cold and focused on his mission. However, in Resident Evil: Damnation, he has the same mood again as before, although he still concentrates on his mission, mainly.

In Resident Evil 6, Leon is reluctant to shoot the president, Adam Benford, due to the story between the two, Benford was the man who recruited Leon for the Secret Service in the first place. Here, Leon has a more mature attitude than in other video games, however, he still has the same humor in certain situations..
