I've only played Kasumi and Kei's routes so far so some info may be missing, I apologize for that.

Wilhelm is someone who never feels truly satisfied. No matter how much murder and fighting strong opponents he does, it never feels enough for him, unless he finds someone truly worthy to fight. So, he keeps seeking strong opponents to fight. He will respect strong opponents for showing him a good time, and respects those willing to put their lives at risk. Also very racist and kind of a womanizer.
Wilhelm has a very rough manner of speaking. He usually doesn't listen to what anyone says, and frequently calls people who he thinks less of as "Monkeys". He's also very egotistical as well. Note that even though he has a rough and informal way of speaking, he can still be articulate and formal as well when speaking to someone like Reinhard.
So overall he's very indecent, pretty annoying, very murderous, able to think under pressure yet not exceptionally intelligent, and pretty selfish.
To show how he always feels unsatisfied, he has a line that goes like "It's always like this. I can't get anything I want. Who's fault is it? What's the problem? What is it that I need to fix?"
A character from Dies Irae, and one of the members of the Black Round Table (also called the Obsidian Round Table). A violent man who seeks out strong opponents to fight, and also speak in a very informal, rough, and egotistical way. He does respect those who are strong, and those who have a thrill for good fights. Overall he is still very cruel, will murder and do horrific acts like rape if he feel like it.
He was born on 1917 in Hanover, Germany. His family lived in destitute poverty, and was severely neglectful and abusive towards him.
He was malnourished was forced to live in a box without a bed, hiding from his absusive father. Only coming out at night, forced to hunt for any sustenance. Bugs and Birds, he cared not what it was, as long as it had the nutrients he required. His life was nothing but hiding and hunting. An empty existence.
As time passed he grew stronger, and more capable. But to did he get hungrier, and began to hunt for humans. Once his sister Helga discovered dead bodies, he killed her and his father.
This bloodlust continued, only growing more and more intense. This formed into his wish to become a vampire in the night, able to more completely satiate his bloodlust.
Shirou Yusa is one of those opposing the LDO, and Wilhelm respects him as another who is constantly thrill seeking and searching for something new, which includes fighting very strong opponents, such as Shirou fighting Wilhelm. With this Wilhelm grows to respect Shirou for being able to go toe-to-toe with Wilhelm and constantly seeking fights just like Wilhelm
Reinhard aka Lord Heydrich was the first and only person to defeat Wilhelm, where Wilhelm then swore loyalty to him. Reinhard is essentially the leader of the Black Round Table, and has 3 main commanders: Wolfgang Schreiber, Machina, and Eleonore Wittenburg, also known as Samiel. while the other members of the round table secretly fear Reinhard, Wilhelm doesn't and fully embraces Reinhard's plan. Reinhard is also the leader of the round table.
Like all members of the Round Table besides Reinhard, Wilhelm hates Mercurius's guts, though acknowledges him as strong/shrewd and a friend of Reinhard's. Wilhelm doesn't like him because of his scheming and pretentiousness.
Wilhelm doesn't really like Schreiber either and seems him as a rival. They actually met long ago, where he ran into Schreiber when both were serial killers. A fight then ensued between them, as they felt the streets were too small for both of them to coexists as sadistic murderers. Wilhelm was impressed by his opponent's durability, who took a gunshot from Wilhelm head on and continued fighting. The rivalry between the two became stronger by how similar the two of them were, as both of them had killed their families before arriving to this point and were beasts of destruction. Wilhelm also resents Schreiber for being chosen as one of Reinhard's commanders, when Wilhelm wanted that role.
The rest of the Obsidian Table members are: Valeria Trifa (aka the Divine Vessel or Kristoff Lohengrin), Kei Sakurai (aka Leonhart), Rusalka (aka Malleus), Spinne, Tubal Cain, and formerly Beatrice (now deceased). Of these, Wilhelm simultaneously seems to despise them and at the same time shows comraderie for them, considering everything they've gone through together. However, of these he doesn't like Kei Sakurai, the latest member of the group, who he views as naive and idealistic.
Valerifa Trifa is the vessel that Reinhard will enter. Currently Reinhard is kinda "dead", but he plans to reincarnate by taking over the body of Valera Trifa. While Trifa appears to be loyal to Reinhard, Wilhelm thinks he probably isn't.
Rusalka is a very old witch, Wilhelm somewhat respects her as she's similar to him in that they're both cruel and sadistic, he views her as a bit of a coward though.
Spinne (a male) is the weakest member, and so Wilhelm doesn't respect him too much cause of how weak he is, and how Spinne openly admits he's a bit of a coward. but they're both similar in that they're cruel and sadistic.
Machina (a male) is one of Reinhard's chosen commanders, but Wilhelm doesn't like him that much because Machina doesn't seem interested in anything.
Beatrice is someone who Wilhelm doesn't really like because she's also pretty idealistic, but he respected her somewhat because she was strong.
Wilhelm has shown a great degree of strength and martial ability, though his fighting style has no semblance of discipline or intelligence, and consists of brutalizing his enemies into mangled heaps of gore.
He is capable of creating crimson spikes and stakes, which can be used as melee weapons and projectiles alike.
These stakes absorb the life essence of whoever they hit, and can instantly mummify targets if it gets a clean hit upon its target.
His special technique is Beri'ah- Der Rosenkavalier Schwarzwald! Here, Wilhelm turns fully into a Vampire, the manifestation of his heartfelt desire. He turns the area around him into night, absorbing the life force of anyone within his vicinity of up to 500 metres away . He becomes fully aware of everything that happens, having no blind spots, and becomes capable of forming stakes anywhere within his Beri'ah, even if it lacks any physical support. He too becomes able to instantly move anywhere, and is made completely undetectable and unpredictable.
Despite all these strengths he does become especially vulnerable to things that, in lore, are effective against Vampires. Such as Crosses, Sunlight, Silver, Fire, Roses, and Sacrificial Bread. Hits to the heart also wholly bypass his Regeneration, making him easier to kill.
