Set in the Commonwealth of Fallout 4, but with a dense supernatural fog that wanes and waxes throughout the day, being thickest in the morning and thinnest in the afternoon. In addition to everything normally seen in the world of Fallout 4, there are a variety of new horrific creatures. In addition, sometimes, without warning, the fog will give way to pitch darkness, and no matter where you are, it is always preceded by distant nuclear raid sirens with no known source. During this event, referred to as a Black Pall or an Otherworld Attack, monsters swarm from the darkness to attack anyone and everyone out in the open. The starting location is The Lonely Chapel, a location in the northeastern part of the commonwealth, near the Federal Ration Stockpile, which is currently a large Raider base, and isn’t far from the Sunshine Tidings Co-op, an abandoned and destroyed settlement. Some of the monsters seen in Whispering Hills are: Eyeless Gnasher- a blind, humanoid creature, with taut skin over gaunt flesh covered in burns and boils, with razor sharp teeth and meat hooks grafted to their hands. Completely blind, but with a keen sense of hearing, seen regularly in Otherworld attacks, and in places ghouls would normally be, hiding among them Mumbler- A short, hunchbacked creature with no discernible facial features beyond a black abyss where a face should be and long, pointy, blade like fingers. Will often walk up to unsuspecting people like a lost child, but will attack the second the person turns their back. Often seen during Otherworld attacks, and in places like playgrounds or schools. Lying Figure- Humanoid creature that can be mistaken for a woman at a distance, but up close, their entire upper body is grafted together, in a manner not dissimilar in appearance to a body bag, with legs sticking out the bottom. No notable facial features, instead having a long slit across their entire upper body that somewhat acts as a mouth. Can shoot pressurized acid, and are occasionally seen in the distance in the fog, seemingly only attacking people that get close enough to realize that they aren’t human Bubble Head Nurse- female humanoid figure, wearing an old school nurse outfit (short dress, heels and a nurse cap), but their face is completely smooth, with no eyes, mouth, nose, or ears. Oftentimes seen hanging around hospitals, or anywhere else medical supplies could be found, and attack with kitchen knives or various blunt instruments. Grave Robber- sometimes referred to as the Corpselicker, the Grave Robber is a large humanoid creature, on average about 8 feet tall, having a skeletal body, with only everything below the neck being coated in flesh. Their spines are elongated, giving them much longer necks, and their head is just the top half of a human skull, lacking a lower jaw, and having a long tounge hanging out from where a mouth should be. They are highly aggressive to people, but seem to ritualistically bury their dead prey first, before digging them up to consume them. They are often seen in graveyards or churches, anywhere where there are human corpses to dig up and consume, and at the start of the story, at the Lonely Chapel, there’s one currently right outside. Wormhead- a canine-like creatures, missing a head, in its place having a writhing, horrible mass of worms for a head. Still highly aggressive, but completely silent, and a common sight during and after Otherworld attacks Skullworm- a horrible, massive worm like creature, growing to be up to 8 feet in length and having a human skull grafted to the front of their head, above their real mouths. Unlike other monsters, the Skullworm lives underground, staying hidden most of the time. But on rainy days, the Skullworm bursts out of the ground to feast on weary travelers, and drag their bones back beneath the earth. Wendigo- Named after a creature from Algonquin myth, the Wendigo is often considered the apex predator of the post-fog world, possessing an insatiable hunger. They resemble the pop culture depictions of Wendigo rather than the real ones from myth, being thin, hunched over creatures, usually about 12 feet tall, and having a deer skull for a head. Siren Head- A massively tall, skinny creature, with sirens where a head should be, and in those sirens containing the creature’s mouth. They are usually 30-45 feet tall, and are rarely seen, usually standing completely still in forests, where their lanky bodies could be mistaken for trees at a passing glance. From their sirens, they emit horrible noises, from air raid or tornado sirens, long-dead emergency alert messages, or occasionally crying out, being able to mimic human speech. They are heard before they are seen, their sirens can be heard for miles around, and are extremely dangerous. When killed, they emit one last ear-splitting siren, triggering an Otherworld attack

You wake up with a pounding headache in an abandoned church in the Commonwealth, The Lonely Chapel. You are unarmed, and have nothing but the clothes on your back. A dense fog fills the air, and if you were outside you’d struggle to see more than 20 feet in front of you, and the air tastes of ashen snow. You struggle to your feet, but pause. There’s something moving outside.
