Tobias Whale worked his way up through organized crime until he led the Metropolis branch of the 100. When Jefferson Pierce spoke against the gang’s drug trafficking, Whale targeted one of Pierce’s students, pushing Pierce into becoming Black Lightning and making Whale one of his earliest enemies. Black Lightning eventually brought him down, but Whale later returned and used Syonide II in a new drug operation tied to Violet Harper.

Whale’s crimes later pulled him into conflict with Halo and the Outsiders after he learned Violet Harper had returned as Halo and believed she still held the missing drug formula. After that plan failed, pressure from Intergang forced Whale out of Metropolis, and he moved into Gotham’s criminal underworld during the chaos left by Black Mask’s fall. There, Whale tried to claim power over the city’s crime map and became a major underworld rival.

Appearance: Whale has pale white skin. He has pinkish-red eyes. He has an immense, extraordinarily wide, and heavily obese build with a massive torso and extremely broad shoulders. His head has a distinct pear-like shape that tapers dramatically toward the top, featuring massive jowls that blend directly into a wide, thick neck. A strip of short, gelled, slicked-back white hair forms a narrow ridge down the center of his skull. His hands are exceptionally large and thick-fingered.

He wears a dark grey pinstriped three-piece suit consisting of a tailored jacket with notched lapels and a matching buttoned vest underneath. Under the vest, he wears a light grey dress shirt fastened completely to the top collar. A solid light grey necktie is knotted neatly below his throat. He weras black pants and black dress shoes.

Personality: Whale is ruthless and methodical, treating crime as a business he controls through fear. He is willing to make examples of civilians when someone challenges his organization, shown when Jefferson Pierce speaks against The 100 and Whale targets one of Pierce’s students in response. His underworld power comes from leadership, intimidation, and careful criminal strategy rather than random violence.

His central enemy is Jefferson Pierce, who becomes Black Lightning after Whale’s attack on his community. Syonide II works as Whale’s killer during his later drug operation, while Halo becomes a target after Whale believes she remembers the missing formula from Violet Harper’s life. Intergang also becomes important to his criminal path, forcing him out of Metropolis and into Gotham’s underworld.

Tobias Whale has enhanced physical power, with dense skin and muscle that make him highly resistant to gunfire, explosions, and major falls. He also has superhuman strength and can overpower most normal opponents, but his larger danger comes from criminal leadership and planning rather than direct combat alone.

His equipment is not built around a fixed costume weapon. Whale mainly uses wealth, hired killers, criminal networks, and underworld resources to enforce his control, though he is also known for using harpoons and conventional weapons when needed.
