In 1943, Germany successfully invaded and occupied England during World War II. During the Occupation, all citizens of Wellington Wells sent all of their children under the age of 13 to Germany, without knowing what was going to happen to them, or if they'd ever return. Because of this event, every citizen in Wellington Wells was left feeling great guilt and sorrow over what they had done, getting upset over the mere sight of a child. This caused General Byng to commission a drug that would make the consumer go through drug-induced amnesia in order to forget the past, and because they wouldn't remember their tragic past, they'd instead be happy again. Four years after the Victory, Joy was created. Soon afterwards, the citizens began to favour the future and decided to rebuild part of the city to reflect their newfound perspectives, though it didn't take long before they were divided. Hamlyn Village is the area where society thrives, having gone to great lengths to conceal their awful past. The historic buildings are covered in colourful stripes, inspirational propaganda posters, and Joy Detectors; futuristic technology meant to detect and alarm when someone hasn't taken their Joy. The inhabitants are called Wellies, and they do their best to keep the past where it belongs. If they find someone who is sad or worried about something in their past, which is typical behaviour of a Downer, they'll quickly be lethally subdued by the authority. The Garden District is the area where the outcasts try and survive another day. All of the inhabitants are former Wellies, now called Wastrels, who are forever stuck in the scraps of their former civilization. They live in houses that are barely standing, and fight over the last remaining food, as newly grown vegetables go rotten as soon as it hits the air. Wastrels are unable to take Joy even if they wanted to, as it makes them see eyes everywhere, with some even hallucinating their children speaking to them. The bridges have been purposefully built to keep everyone in their place. The Wellies never have to face the truth and come to terms with their past, and the Wastrels are forever stuck where they belong, far away from being able to spread their gloomy mood onto any more Wellies. It's only a matter of time before three certain Downers collectively, though unknowingly, aid each other in revealing the truth to the rest of the Wellie population regarding their dwindling food supply, and has to stop taking their Joy.

Happy Masks- Happy Face Masks are skintight, silicone masks that are entirely white, with a thick black outline. There are two variants of the mask, made to fit the facial structure of men and women. The mask has huge eye holes so that the wearer can still see, and one for the mouth so they can talk and eat. The signature smile is always present, even if a Wellie is displaying aggression or sorrow. Many Wellies wear accessories over the masks, such as glasses, lipstick, and fake moustaches. Happy Face Masks were suggested by Victoria Byng sometime before 1962, which turned out to be a rousing success, earning the congratulations from her Father. Since then, it's become standard to wear a Happy Face Mask over one's own face. Ollie doesn't remember anyone wearing Happy Face Masks before he left to live in the Garden District, and calls them ridiculous. According to Victoria, the purpose of the Mask is to shape one's face into a smile. However, Wellies aren't actually smiling constantly, the mask only makes it appear as if they are. Wellies can display different emotions while they wear the mask. At some point, the Executive Committee had the idea of electrifying the Happy Face Masks, and wanted Dr. Faraday to create a prototype for them. While they deny that it has anything in relation with Haworth's plan to stimulate the pleasure center of the brain, it's exactly what the prototype is intended to do; microfilament wires would run through the eye cavity into the optic nerve, so that a mild current could run through and stimulate the brain. Dr. Faraday refused to comply, and was locked away in Lud's Holm.

Uncle Jack- Jack Worthing, known by his stage name Uncle Jack, is the TV and radio host of the Wellington Wells Broadcasting Services. Through the radio and televisions, Jack Worthing presents the bright, charismatic, and cheery- albeit slightly menacing, persona of Uncle Jack. He's capable of spinning unpleasant news into positive ones with relative ease, and directly addresses his viewers with light teasing. In one of his episodes, he says he's Anglican, like most people in Wellington Wells. However, Jack Worthing is very different from his television persona. As seen in the very last tape, a recording which was likely taken some time after he had a bad batch of Joy, he talks nostalgically about his long lost daughter. As more memories return, he loses himself, and tells the whole truth about their impending doom, before completely snapping and wrecking the whole studio. Very few people know of Uncle Jack's past, which isn't a surprise given everyone's heavy use of Joy. Jack Worthing is the father of Margaret Worthing, born on the 8th of August, 1934. It's stated that he was the former lead actor of the "Will Kemp Traveling Players" in a Newspaper Article in Holmes' office, dated 1946. In the We Happy Few: Uncle Jack Live VR game, he jokingly mentions being skilled in the arts of close-up magic. During the Occupation, Jack was the voice of the German Occupational Authority, hence why Ollie Starkey considers him to be a collaborator and a traitor. When the Germans demanded to have the children sent away to Germany, Jack hid Margaret so that she wouldn't be taken, but Ollie ratted them out to the soldiers. Upon finding Margaret, she panicked and ran, and ended up getting shot by the German soldiers. Since the death of his daughter, Jack took Joy to forget about the tragic incident, and avoids talking about anything that'd remind him of her. After the Occupation, Jack became the host of the Wellington Wells Broadcasting Services, where his many shows are broadcasted everywhere throughout the city, designed to make and keep the citizens happy, healthy, and reassured that everything is okay.

Anton Verloc- Dr. Anton Verloc is the Director of Haworth Labs in Wellington Wells, Dr. Verloc has white hair and brown eyes. He wears a dark brown suit with a black, long-sleeve turtle-neck shirt underneath, and black dress shoes. He also wears pantos glasses. Unlike most other Wellies, Dr. Verloc does not wear a Happy Face Mask, nor does he take Joy. An enigmatic character at the heart of Wellington Wells' mysteries, Dr. Verloc shows little concern towards the human costs of his research at Haworth Labs. With such high power in his hands, he tends to be demanding, cold, and uncaring towards those beneath him, including his loved ones.Whether it's because of his excellence in deceiving people, or because they're afraid of losing their job, Anton have managed to get both the Joy Doctors and Bobbies on his side, with only some believing he's not as high and mighty as he makes himself out to be. Anton has excellent knowledge in chemistry, as he taught Sally Boyle everything he knew before she left him. Whether he truly loved her or not is questionable, though it's suggested he was more abusive than caring. Born in 1926, Anton Verloc lived in London until 1940, escaping the Blitz by moving away to live with his uncle. After his uncle's death in 1954, Verloc inherited his house at the age of 28. Dr. Verloc became the head of research and development on Joy drugs and their effect on the population by getting rid of his superior, Harry Haworth. He conspired with General Byng to remove Haworth and take his place in 1957. Before then, Verloc was the Assistant Deputy for Research on Harry's team. Haworth was reported "gone on holiday." Sally Boyle had worked for Dr. Verloc as a pharmaceutic assistant, while the two also shared romantic feelings for each other. However, after Sally discovered she was pregnant, she decided to leave Verloc for good. He became bitter and hateful at her departure, seeing her departure as a master plan to become is main competition, claiming she had stolen his notes regarding Joy production. He never got to know about the baby. In an attempt to synthezise new ingredients for Joy, his team ended up creating spores that mutated mushrooms in the Garden District, beginning the Plague. He also authorized sending waste materials and bad batches of Joy into the rivers, causing mass pollution and a toxic fog that rises from the river.

Sally Boyle- Sally decides to escape out of Wellington Wells when she realises it's far too dangerous for her and her terrible secret to stay any longer. She lives above her shop at St. George's Holm. Sally is a short, slim woman with short, dark brown hair, and green eyes. Sally is mod and glamorous. She wears a white mini-dress with two black curved trims on the front, and a white and black trimmed cape-like piece drapes over her shoulders. Her arms are covered by black sleeves, and her legs are covered by black leggings with ankle zippers. She wears a white skull guard hat with white cat-eye goggles on top, functioning both as an accessory and eye protection. she wears black ankle heels. It can be presumed that the entire outfit is made of vinyl. she'll wear white cotton gloves, Her Happy Face Mask, unlike most wellettes, has red lipstick on top.

Robert Byng- General Sir Robert Byng a distinguished military officer, commands considerable influence and notoriety within the confines of Wellington Wells. His prominence places him among the most formidable figures in the city, second only to the esteemed Executive Committee. Robert Byng is an old man with white parted hair, moustache, and blue eyes. He wears a dark brown suit with matching shoes, a white button shirt underneath, and a long black jacket with blue rims around the edges. He also adorns a blue scarf with some yellow stripes throughout, as well as a blue tie with small yellow spots. Robert is never seen wearing a Happy Face Mask, unlike most citizens in Wellington Wells. Robert Byng is shown to act noble and kind, although he has an uglier side that isn't immediately shown unless he's confronted. He's capable of being cruel and manipulative towards people, especially those who are closest to him. He has a strong sense of duty, even if it isn't pretty sometimes, he believes there are some things that must be done for the greater good, no matter how terrible the action may be. His duties seem to be prioritised to himself and Victoria, not really giving a second thought to what'd happen to those around him. He cares a lot about his daughter, Victoria Byng, often making jokes with her until their conversation gets more serious. when Victoria finds out he cares more about his safety than the safety of their citizens, she leaves him and decides to set things right by herself.

The Bobbies- "Bobby" is British slang for a policeman and thus, they are the law enforcement of Wellington Wells. Officially, they all work for the Executive Committee, acting as the government's primary armed force. Bobbies use a special version of Joy known as Blackberry Joy, which allows them to take Joy while keeping a (mostly) clear head and without suffering any ill effects with the exception of being extremely addictive. Bobbies wear an Edwardian British policeman's uniform; consisting of a black Custodian Helmet, a dark blue (almost black) overcoat and trousers along with black dress shoes and white gloves. The front of the overcoat is adorned with three rows of gilded buttons, a gold-rimmed collar, a gold police badge, and a black leather belt with a silver Brunswick Star on the buckle. The custodian helmet is adorned with a floodlight mounted in the center of a silver Brunswick Star badge. Bobbies have Happy Face Masks like other Wellies, only theirs are twisted into a grin/sneer. They can also be seen wearing gas masks during night time. They typically wield Bobby Truncheons as their sole weapon but sometimes, though they may also utilize Electric Truncheons in combat. They are much stronger compared to the Wellies, and also quite larger. Red Bobbies are uncommon variants of the normal Blue Bobby that can be seen at a stationary post in stores inside Hamlyn Village and can be found patrolling in the Parade District. They are the same as regular Bobbies, with the exception being that they have a red uniform, are stronger, have higher health, cannot be bribed with scotch, and wield Electric Truncheons exclusively. Another version of the Bobby is the rare White Bobby who is Anton Verloc's personal guard. He is far stronger than any Bobby and serves as an area boss. The White Bobby wields a weapon called the "Pipe Down", which is a glowing-hot Lead Pipe that inflicts fire damage.

Joy Doctors- Joy Doctors are tall, moustached men that wear black trench coats with a flower in one of their pockets, and have a green Tyrolean hat on their heads. In addition to this, they wear yellow wellingtons, black gloves and a happy face mask with a wide grin, spectacles, and a small black moustache on top. Joy Doctors can smell if someone hasn't taken their Joy, which will first make them suspicious. Joy Doctor's primary weapon is the Bone Saw, a large mechanical chainsaw-like contraption with a circular saw blade that can drain a huge chunk of the player's health if they're not careful. If the player is too far away, Joy Doctors may resort to throwing Smoke Bombs.

Plague Wastrels- Since Plague Wastrels are sensitive to light, they only come out during the night. Plague Wastrels look exactly the same as regular Wastrels, but sickly particles can be seen emitting from their heads. Also, unlike normal Wastrels, they shamble awkwardly when they walk, run, and attack. However, their most distinguishing trait is their incoherent ramblings. Plague Wastrels are usually only encountered during the night, where they emerge en masse throughout the isle and attack anyone on sight, including Bobbies. If a light is shined at a Plague Wastrel, they will immediately stop and begin cowering in fear.

The Plough Boys- The Plough Boys is a gang made up of Wellies, All of the Plough Boys are seen wearing blue jeans and leather jackets over white turtlenecks. Most of them also wear motorcycle helmets, with the exception of the leaders, who are recognized by their slick pompadours. It seems like the Plough Boys have a resentment against authority, or at least people of higher status. Aside from that, they also seem to go after people who wouldn't be able to defend themselves so easily.

Peepers- Peepers are aerial drones with a built-in Spanker. It will scan the area and people, if they are acting suspiciously and alert the authorities using an Alarm; while this happens, the Spanker will charge up and begin to electrocute and stun the person. It was designed by Helen Faraday.

Helen Faraday- Headboys can be found concentrated in several places throughout the Garden District; in the absence of the government and the bobbies, they have free reign to steal from and kill people as they desire. Often times, they can be seen attempting to steal from fellow survivors and regularly kidnap people that are of use to them, The largest contingent of Headboys is located in the Hooligan Camp, where they bet on and watch fights between the Wastrels that they have captured. They can also be found guarding areas that contain loot, such as cellars or hatches. When night falls, the Headboys take to the street, patrolling in a similar manner to the bobbies in Hamlyn Village. The Headboys wear dark-grey leather jackets and trousers. The fronts of their jackets are adorned with black pins with white symbols on, and the backs have two folding knives and a crown crudely drawn on them - the symbol for their gang. They also wear the same custodian helmets that the bobbies wear, acting as a flashlight to help them see at night.

Nick Lightbearer- Nick Lightbearer (real name Norbert Pickles) He is a famous, if somewhat faded, rock star and celebrity idol in Wellington Wells. Nick and his band, "The Make Believes", made many popular songs throughout their active career in the 1950's and early 1960's. Some of the songs can be heard playing on radios or speakers throughout Wellington Wells. Nick had a brown mop top hair and green eyes. He wears a red proper suit with white double-layered lace cuffs and cravat around the neck, red, blue, and white striped pants, and brown shoes.

Foggy Jack- his existence is debated among the citizens, mostly being seen as a legend meant to keep them indoors during the night. From what is known about Foggy Jack in the main game, witnesses have described him as resembling Uncle Jack, practically identical in shape and size. However, as witnesses have mainly (and perhaps only) seen him in the fog, there isn't much more that can be said of him, other than that he has been heard quoting lines from some of Uncle Jack's shows.

Helen Faraday- Dr. Helen Faraday is a highly influential scientist in Wellington Wells, and the creator of much of the advanced technology found throughout the city. Dr. Faraday has brown hair in a beehive style, brown eyes and adorns square glasses. She wears a lab coat, white heels, black kneehigh socks and occasionally white gloves. Little is known of Dr. Faraday's early life before the years leading up to the events of We Happy Few. In the 1950s, she worked in a lab of some sort under a boss that she considered a "numpty". Research done at the lab led Faraday to conclude that she could open portals to another place in space, and she began working on doing so in secret, out of fear that her incompetent boss would commandeer her lab. By late 1959, Faraday had successfully opened a portal to a planet inhabited by robots. At some stage, the Executive Committee, aware of Dr. Faraday's brilliance, were unhappy with her lack of cooperation with them and moved her lab and effectively placed her under house arrest. She was provided with two assistants, James Maxwell and Roger Bacon, to perform basic tasks like manage the house and bring her food; the two were deemed to be perfect for the role, as the Committe knew that they would be disliked by Dr. Faraday, and they did not have the competency to help her escape. The opening of the portal to Planet X who was responsible for the existence of motilene in Wellington Wells. Based on her research into the robots, Dr. Faraday reasoned that motilene could be used as a power source. At the request of the Executive Commitee, Dr. Faraday used the motilene and the knowledge she had gained from the robots to create several new pieces of technology, including Jubilators, Spankers, Revolvers, Gates, Clever Locks, and Peepers.
