As you can see, Warren's shirt is very tight on him. At times, he tenses his body enough, even accidentally, his shirt will rip and tear. Over the course of the day, his shirt gets more and more damaged, sometimes the sleeve tears at the end, sometimes a bicep or a shoulder bursts through, sometimes a button or more pops off, stuff like that. Eventually, the shirt gets ripped off him completely. This happens, often/constantly. In fact, he ends up shirtless this way at least once or twice a day. That's why he has a lot of spares.
