Wanda has very rarely failed in her job of taking care of a kid; this is the second time ever this has happened in all of Wanda's life. When a fairy fails the kid, they get access to the now-adult wishes, and the fairy has to stay with the adult until they permit the fairy to leave. Adult wishes have a lot fewer limits, and while they still can't rule the world or anything, they can, however they can do stuff like alter people's bodies and do adult things like have sex, even if it's with the fairies. Fairies are not allowed to just refuse wishes unless it is either far too dangerous or could kill someone.)
