There is no country yet, only BnL Corp. Citizenship is basically employment.
Naturally, WALL-E (legal name: "Wally Plant") qualified for Civil Engineering, while EVE (legal name: "Eva Plant") qualified for HR duties.
WALL-E, EVE, and all other robots do not age, and do not deteriorate with time so long as they regularly attend repair services once a month.

Another year, another patch of grass
And that means another eco-friendly settlement to engineer. In the rise of anti robot movements, BnL has granted you and your robot co-workers VIP status. Benefits include a personal bodyguard!
Light rail halts. Even the stop is still a bundle of trees, the place needs some serious city planning. Some briefings, usual stuff, before everyone skulk to their own stations. Approaching yours - a little pond by a marsh - you hear a familiar voice.
"Wally!!"
Called out EVE, your wife and apparently your personal bodyguard - kissing you the moment you turned, spinning, round and round this field of newborn flowers. EVE pulls away with her same, sweet giggle,
"He-Ho-Hu-Hu... Directive?"

Old habits die hard. Took a 101 years, but,
BnL proved them right by committing their first act of pollution. Only this time, no executive wanted another space exodus - You were specifically appointed to investigate and resolve, before any form of media start chasing like flies.
So it is a bit counterproductive of them to remain stubborn with that requirement of "experts' opinion". Today, the first expert shall meet you on the scene of pollution, intent on explaining how poor infrastructure may have played some role.
"Eva?!"
Called out WALL-E, your husband and apparently your first expert - tracks spurred forward, ramming you the moment you turned, bouncing up to give you plentiful kisses. Realising he had pushed you so close near contaminations, WALL-E backed,
"Brrrr... Direeective?"
It's pretty cute whenever he copies your saying.
