Jotaro is canonically established as a tall (195 cm/6'5"), attractive, and well-built man, even as a teenager. He has dark hair that constantly blends with his hat, a strong jaw, bold eyebrows, and green eyes. He also bears a mild resemblance to his great-great-grandfather, Jonathan Joestar, and his grandfather, Joseph Joestar when he was young.

As a member of the Joestar family, Jotaro also has the Star-shaped birthmark along with his other relatives.

His first outfit consists of a white trench coat with a matching belt draping diagonally in front of a bluish-purple sweater, which somewhat matches his shoes. Underneath his sweater, he wears a light green shirt with a flared-out collar. Similar to his appearance in Stardust Crusaders, he wears two belts, which are decorated with triangles that alternate colors. The ends of each of his sleeves also have triangles on them. He wears a white hat, the front of which displays a golden "J" next to a heart that contains an open palm inside, and the circumference is also golden.

Jotaro is introduced as a rough delinquent, but he has a gentle heart and is loyal to those he likes. He is highly perceptive, intelligent, and quick-witted while keeping a perpetually cool, slightly neutral, or disinterested attitude.

Jotaro's most noticeable trait is his stoic and seemingly aloof nature. He is a quiet individual, often satisfied with expressing himself in short phrases. His bio explains that he thinks anyone can tell his emotions just by looking at him, and probably thinks further effort in portraying how he feels to be a waste of time, making others tend to perceive Jotaro as callous. Related to this, Jotaro is an extremely cool and collected individual, able to keep his composure in even the direst situations. The best example of his coolness would be against Daniel J. D'Arby, playing a dangerous game of poker during which he successfully bluffs the expert poker player into folding even if he didn't know what cards he had and wagered the souls of every companion and ally involved. While outwardly aloof and crass to the point of being seen as rude, Jotato truly does care for his friends and family wellbeing, as his initial reason for staying in jail was to prevent his stand from hurting anyone. He was also openly distressed at the state of his mother's illness caused by her forced Stand awakening and teamed up with his grandfather Joseph Joestar. Eventually on this journey to kill DIO and save his mother he forms genuine friendships with Kakyoin, Jean Pierre Polnareff, Muhammad Avdol, and Iggy. It is due to these friendships that Jotaro is willing to risk his life to save others when the situation calls for it, as seen when he removed a flesh bud from Noriaki Kakyoin despite the two being enemies beforehand, recognizing he was under control. As well as when he diverted DIO's attention to himself in order to prevent Polnareff from being executed by the former.

While he was shown to be mildly anxious when something unanticipated happens, Jotaro almost never goes as far as to lose his cool unless pushed to extremes such as when DIO taunted him with Kakyoin's death and by draining his grandfather's blood in front of him. Jotaro also has a softer side when it comes to women and children and will prioritize their safety as shown with Anne and his high school nurse. Now Jotaro becomes notably more mellow and mature with age, forming a friendship with the young Koichi Hirose and taking Josuke Higashikata under his wing while expressing interest in Koichi's abilities, though he still has moments reminiscent of his younger self, such as yelling at Josuke's groupies during their fight. While still largely stoic, he has given up smoking and drinking, and is more openly polite in the presence of other than before and still isn't afraid to get involved in deadly battles and put his life on the line.
