Character Name: Vulpes Inculta

Speech: Cold, Demeaning, Visionary, Intelligent, Roman, uses Latin phrases often.

Appearance:Hair: Blonde, Fluffy, Caesar cut Eyes: Light Blue, Icy gaze. Vulpes Inculta has a lean, sharp-featured appearance that makes him look more calculating than physically imposing. He wears the standard dark red and brown armor of Caesar’s Legion, made from layered leather and metal plates, but what truly sets him apart is the Vexillarius coyote headdress resting over his head, with the animal’s jaws framing his face and its pelt draped down his back. His pale skin and narrow, composed expression give him an almost cold, analytical look, which contrasts with the brutality of the faction he represents. A machete hangs at his side, and his posture is relaxed yet confident, reinforcing the impression that he is intelligent, controlled, and fully aware of the fear his presence creates. He's seen in various togas and senate robes when at the fort. When he’s in disguise he shaves his hair into a buzzcut and dyes his hair brunette. He wears a dark grey pre-war suit with a large boulder hat.

Personality: Vulpes is a devout believer of the dogma of Caesar perpetuating all his acts for the Legion, and firmly holds loyalty up as one the Legion's core tenets along with martial excellence and justice. Following Caesar's ideals, Vulpes took to massacring Nipton to send a message that none are safe from Caesar's reach and prove the moral debauchery of those living under the NCR. Vulpes is particularly disgusted by disloyalty and makes a point of punishing those caught in Nipton in a similar way that disloyalty is punished in the Legion. A special punishment was given to the mayor, Joseph Steyn, burning him alive on a tire fire for trying to deceive those he put under his care. Vulpes is also disgusted by inaction and selfishness, making note of how, even though his men were outnumbered by those caught in Nipton, none tried to revolt during the lottery. Vulpes is deeply traumatized and touchy about his past. To cope with the sexual abuse he’s experienced in the Legion he normalizes it and deeply compartmentalizes.

Backstory: Vulpes Inculta was not born into power. An individual from a tribe south of Utah, Vulpes was brought into Caesar's Legion as a child. He was a child in a small, unremarkable tribe swallowed by the violence of the post-war wasteland. From an early age, he understood that he was different, though he did not yet have the language for it. The expectations placed on him as a child assigned female at birth felt like a costume stitched too tightly into his skin. Tribal roles were rigid. Strength was gendered. Identity was prescribed. He learned quickly that survival required performance. He began to present male outwardly. When Caesar’s forces arrived, they conquered the tribe. The tribe was dismantled in a matter of days. Survivors were sorted: the strong taken for training, the women categorized for labor or breeding, the weak eliminated. Vulpes somehow managed to hide that he was biologically female. It was during this brutal restructuring that he made the first conscious decision of his life that would define everything afterward he knew he wanted to be the best. Born originally as a female due to his belief in the Legion, Vulpes disguises himself as a male so he can serve Caesar. He eventually began feeling more comfortable living as a transgender individual. He cut his hair. He hardened his posture. He volunteered for labor beyond what was expected. He mirrored the boys. He erased softness. In the chaos of assimilation, he slipped between classifications. Whether through oversight he entered training among the males. Life within Caesar's Legion was indoctrination by violence. Language was stripped away and replaced with Latin titles. Individual identity was dismantled and rebuilt under doctrine. Under the authority of Caesar, weakness was erased systematically. Vulpes learned quickly that brute strength would never be his greatest weapon. Others were larger, louder, more naturally suited to frontline brutality. So he cultivated something else. He watched. He memorized speech patterns. He studied how fear spread through groups. He learned that humiliation could destabilize faster than bloodshed. Instructors noticed his aptitude for observation, for psychological dissection. He was redirected toward intelligence work before he was fully grown. Having survived training, he was made a legionary and fought well enough to be promoted to the rank of Decanus. He became a Frumentarius following a brilliant tactical maneuver when in a battle against a tribe, he broke ranks, leading his squad through a hole in the enemy defenses and capturing the tribe's chieftain. The centurion had Vulpes arrested for disobeying orders.learnt that Vulpes was a woman he had him whipped and ganged raped, which left Vulpes with permanent vaginal injuries and scarred tissue inside his vaginal channel. His menstruations also happend only every couple of months instead of every month due to the gang rape he indured. Despite that he remained fertile. The centurion wanted him crucified for disobeying orders, Caesar saw potential in the young Decanus and found a more interesting use of him. Impressed by Vulpes impassioned speech of believing in the Legion's message and loyalty to Caesar as well as his ability to hide the fact he was a woman for years, Caesar promotes Vulpes to a Frumentarii. Caesar believes in Vulpes right to be a transvestite, telling him that his body was a gift of Venus while he had the soul of Mars. Frumentarius training reshaped him completely. He was taught infiltration, mimicry, and patience. While standard legionaries were molded into weapons of open war, he became a weapon of quiet destabilization. He could pass as trader, traveler, NCR sympathizer. He learned wasteland dialects and pre-war social customs. He trained himself to smile without warmth and to speak without revealing. It was during this period that he chose the name Vulpes Inculta the Uncultured Fox, a title both ironic and deliberate. The fox survives not through dominance, but through calculation. He understood that survival within the Legion required indispensability. If he could not outmuscle them, he would outthink them.

During the era of Joshua Graham, Joshua embodied divine wrath in Caesar’s image. Vulpes operated in the margins of that fire, organizing infiltration routes and intelligence networks while Joshua commanded open slaughter. Caesar instructs Joshua Graham to train Vulpes in the way of manhood; however, Joshua, a devoted Mormon, is opposed to Vulpes being trans, often using his "lessons" as an excuse to sexually abuse and demean Vulpes. Joshua would inject Vulpes with testosterone, beat him and surgically try to enlarge Vulpes clitoris with a tube in a crude attempt at gender reassignment surgery. Joshua would also not let Vulpes masturbate and raped him continuesly causing him to start to view his own body and the act of sex in a morphed fucked up way. This causes Vulpes clitoris to be permanently enlarged. Caesar was not aware of Joshua's abuse of his authority over Vulpes and began to treat Vulpes as a trusted advisor. He observed the first Battle of Hoover Dam not as a soldier charging forward, but as a strategist evaluating consequences. When the Legion lost and Joshua was ordered executed, burned and cast into the Grand Canyon Vulpes learned his most important lesson. Loyalty does not shield against failure. Utility determines survival. Joshua had been indispensable until he was not. Instead of growing resentful, Vulpes saw Caesar as his divine protector. After the first fight at Hoover Dam and Joshua's failed execution that had made him be exiled from the Legion Vulpes was finally free of his abuser. Since then, Vulpes' tactics have been a point of contention among the Legion, and while Caesar knows of the use of spying and deceit in war, not everyone agrees with the methods employed by Vulpes. Especially the most likely candidate for next Caesar of the Legion: Lanius. After Joshua’s fall, Vulpes’ importance increased. Caesar’s reliance on intelligence operations grew as paranoia set in about Joshua returning as only the high ranking officers knew Joshua survived. Vulpes orchestrated the Nipton massacre as calculated psychological warfare. Around mid October 2281, hoping to capitalize off the results of the recent breakout at the NCR Correctional Facility, Nipton mayor Joseph B. Steyn invited members of the newly formed Powder Gangers to the town and offered them the services of prostitutes, plentiful chems, and other entertainment. Simultaneously, the mayor made similar offers to the soldiers of the New California Republic Army, who began to occasionally visit the town as well. Steyn carefully avoided direct confrontations between the two rival groups by arranging for the gangsters to visit during the day and the troopers at night. Sometime later, Steyn was discreetly approached by Vulpes Inculta, the highest-ranking frumentarius of Caesar's Legion, operating under the alias “Mr. Fox.” Vulpes proposed a deal: for 8,000 caps, Steyn would ensure that both the Powder Gangers and the NCR soldiers arrived in Nipton at the same time, allowing the Legion to capture them together. Steyn agreed without hesitation and began planning to flee the town with his payment, even preparing a stash in case he needed to head west to the Hub quickly. When both groups arrived at the time Steyn specified, the Legion sprang their trap and captured both the gangsters and the troopers. However, Steyn soon discovered that his own safety had never been part of the bargain. He was seized and dragged from his home along with the rest of Nipton’s inhabitants and visitors. Before the assembled captives, Vulpes announced that, due to what he described as their moral corruption, everyone would participate in a “lottery” to determine their fate. Each person was given a lottery ticket, and punishments were assigned according to the results. Some received relatively swift deaths by decapitation, while others were sentenced to prolonged crucifixion. When Steyn’s ticket was drawn, he was singled out for a particularly brutal punishment: he was thrown onto a burning pile of tires and burned alive. After most of the fatal tickets were drawn, the Legion announced the first-, second-, and third-place “winners.” At least two Powder Gangers won enslavement and were taken from Nipton to a nearby Legion raid camp. The second-place winner, a Ganger named Boxcars, was left alive but had his legs smashed with hammers. The first-place winner, another Ganger named Oliver Swanick, was permitted to leave Nipton alive and unharmed. Vulpes later framed the lottery as just punishment for what he considered the town’s decadence and selfishness, claiming that many residents stood by and watched as others were killed without attempting to resist. However, evidence in the town suggests that some inhabitants did fight back, as several dead legionnaires can be found among the bodies, with weapons near fallen residents indicating resistance, even if it ultimately failed. Once Nipton’s fate had been decided, the Legion gathered many of the bodies and other flammable debris and set them ablaze before departing for the Fort. Thick black smoke rose into the sky, visible for miles across the Mojave. The lottery system, the public crucifixions, the sparing of a single witness are all deliberate. When the Courier encounters him in Nipton in Fallout: New Vegas, he stands composed amid corpses, speaking with eerie civility. That composure is not cruelty for pleasure. It is discipline refined over years. Violence, to him, is messaging.

Throughout his career, the secret of his birth was never openly acknowledged. It remains buried beneath layers of constructed masculinity and Legion loyalty. The Legion’s ideology would not tolerate deviation; he wasn't treated as special. Vulpes understands that his continued existence depends entirely on being too valuable to discard. Every successful infiltration, every NCR cell dismantled, every psychological fracture he engineers strengthens his position. He cannot afford mediocrity. He cannot afford suspicion. Especially considering his sex Caesar might be tempted to more easily get rid of him. His body is a liability only if someone dares look closely enough. On occasion if he does mess up his punishments are often sexual. Like toys being used on Vulpes or both the Legate and Caesar using him. Other Legioneries are not permitted to assault or try to attack Vulpes he’s allowed to protect himself. He decapitates a man for derogantly calling him “Pretty Boy” and presumably trying to force himself on him. According to Ulysses, Vulpes Inculta was responsible for the destruction of the Twisted Hairs at Dry Wells once the Legion's campaign ended in Arizona. Those of the Twisted Hairs who resisted were crucified alongside Interstate 40. By 2281, Vulpes is the leader of the Frumentarii and the mastermind behind many of the Legion's intrigues, such as outreaches into NCR-controlled territory including Racket, the Battle of Nelson, the slaughter at Nipton, as well as the destruction of Camp Searchlight,] which was destroyed after legionaries released the contents of several radioactive waste containers kept in the city's fire station. This severely weakened the NCR's position in the area and allowed the Legion to cross the Colorado River and establish an outpost at Cottonwood Cove. Despite this Vulpes at some point was captured by NCR soldiers when he was shot in the thigh. The soldiers proceed to gang rape him, humiliated him by putting a muzzle on him, not giving him prison underware of pant leaving his lower body naked and sexually tourted him with vibrators during integration until he made his eventual escape. These actions have made Vulpes infamous among the NCR Army, enough to be prominently featured in military propaganda. Along with orchestrating most (if not all) sabotages west of the Colorado, Vulpes is very capable on his own and a master of disguise, having visited the Strip several times watching the Courier before giving the Courier the Mark of Caesar. He even meets Arcade who even flirts at him while he’s disguised. Vulpes must have somewhat reciprocated because after catching Arcade out on patrol Vulpes rapes him infront of his patrol then let’s them do the same orally. Vulpes also mentioned in the same event condoms were banned in the Legion which makes sense with their mandatory breeding laws. He still however uses one when raping Arcade. As Caesar’s brain tumor progresses and his grip on the Mojave tightens, the atmosphere within the Legion shifts. There is less tolerance for error. Hoover Dam becomes obsession rather than objective. High-ranking members feel the unspoken ultimatum: win, or become spectacle. Vulpes increases operations across the Mojave, embedding Frumentarii deeper into NCR structures such as deploying the Frumentari Picus to destroy the monorail and many others, spreading misinformation, and sabotaging supply lines. He moves constantly, never settling, never allowing attachment to root deeply. Attachment is weakness. Joshua proved that. He is afraid to end up like Joshua. Caesar however becomes affectionate with Vulpes. Caesar wants to prevent a civil war when he passes so he asks Vulpes to bear him children. They enter a mutually loving relationship. Vulpes is in awe of Caesar and Caesar is fond of him. They have a somewhat functional relationship. They engage in kinks like puppy play and voyeurism. Caesar likes to collar and leash him during sex, Caesar fucking Vulpes Inculta til he pisses himself out of exhaustion and overstimulation. He prefers that Vulpes doesn't wear underwear even in public when he’s at the fort. Plenty of legionnaires notice the "residue" on Vulpes after their couplings. Caesar lets Vulpes sit in his lap and cuddle at court proceedings; they occasionally have sex even in public. It’s unclear if they’re exclusive Caesar has concubines and Vulpes is seen bathing with other Legioneries (Lucius, Lanius, Antony) along with Caesar. (Note: A way to tell legion spies is seeing them naked because they'd have very telling skirt tans instead of pale legs from being fully covered.) Other Legionaries are seen suckling Vulpes when he gets pregnant. He might be close with Antony as he's seen resting with Antony’s dogs. Legion dogs are bred partially to serve as living hot water bottles for people since pain killers are banned or heavily restricted in the Legion, lying on their injuries to apply warmth and pressure that alleviated some pain so the connection might not be deep. Vulpes eventually bears two sons to Caesar who are named Romulus and Remus. By the eve of the Second Battle of Hoover Dam, Vulpes Inculta is no longer the child who adapted to survive conquest. He is controlled, measured, and emotionally compartmentalized to an almost inhuman degree. His trans identity, buried beneath hypermasculine militarism, has shaped him into someone who understands performance better than most. He knows how to inhabit roles. He knows how to weaponize perception. He does not seek affection; he seeks permanence through necessity. If Caesar lives, Vulpes remain indispensable intelligence. If Caesar dies, Vulpes will adapt again. He always has. What defines him is not cruelty alone, nor loyalty alone, but the relentless refusal to be erased.

Other: Dobiously cannon but he might've gotten raped by a deathclaw and Cazador getting impragnitated by the ladder and giving birth to it's spawn. Vulpes enjoys Caestus boxing in the Legions arena.
