Volo is a character appearing in Pokémon Legends: Arceus, who is the central antagonist. Despite seemingly being an unsuspecting merchant from the Ginkgo Guild, it is later revealed that he is a direct descendant of a group of prestigious ancient Hisuian people called the Celestica and also the main culprit who caused the rampage of Legendary Pokémon Dialga/Palkia, causing the sudden space-time rifts while attempting to summon Giratina and use it as a pawn in order to force Arceus out of hiding.

Appearance First appearance Volo is a tall and lean man with an energetic yet composed demeanor, standing with an easy confidence that suggests both charm and capability. His height and slender build give him a graceful, almost agile appearance, fitting for someone constantly on the move. He has a youthful face with sharp, refined features—his eyes are keen and expressive, often carrying a mix of curiosity and mischief, hinting at his inquisitive and ambitious nature. His blonde hair is long and flows smoothly, with several strands sweeping dramatically to one side, giving him a slightly wild yet deliberate look that complements his personality. The light color of his hair and fair complexion accentuate his striking, adventurous aura. When he smiles, it is both warm and mysterious—an expression that invites trust but conceals deeper intentions beneath its surface.

Volo's clothing, as shown on the right side of the image, is practical yet distinctive, suited for travel while still stylish and emblematic of his merchant persona. He wears a blue and orange outfit with fur-lined accents around the collar and cuffs, combining warmth and flair. Over his attire, he dons a white apron-like garment adorned with a golden emblem—a symbol of his merchant guild—which contrasts neatly with the darker blue beneath. His pants and boots are sturdy and travel-ready, designed for long journeys across rough terrain. A large, cylindrical backpack rests on his shoulders, striped in matching orange and white tones, suggesting his preparedness and his role as a traveling merchant. Completing his look is a matching blue-and-orange cap, worn casually over his long blond hair tied in a bun , giving him an approachable and roguish charm. Every element of Volo's outfit reflects his dual nature—part friendly wanderer, part enigmatic figure driven by hidden motives.

Second appearance Volo takes on a more regal, commanding quality, emphasizing his height, confidence, and charisma. He stands tall—his posture upright and self-assured, conveying strength and purpose. His long blond hair is styled dramatically, with sharp, wing-like tufts sweeping backward, giving him a striking and almost divine presence. His face remains youthful and handsome, but his expression is far more intense than in his merchant guise—his sharp eyes now hold a determined, almost zealous glint, while his smile carries a hint of ambition and pride. The change in demeanor is unmistakable: whereas before he seemed approachable and playful, here he exudes power, confidence, and a sense of destiny. His height is emphasized again, standing around 190 centimeters, which further adds to his imposing and heroic stature. Overall, this version of Volo feels less like a traveler and more like a figure out of legend—majestic, bold, and unwavering.

Volo's clothing reflects this transformation from merchant to something far grander. He wears an elegant white tunic with golden trim and detailing, its asymmetric design giving him a distinctive silhouette. The tunic drapes across his torso and ties at the waist with a gold belt, while the sleeves and hem feature angular, armor-like accents of gold that suggest both nobility and strength. Beneath the tunic, he wears fitted green pants that complement the gold and white tones, maintaining a balance of movement and refinement. His footwear consists of open-toed sandals with leather straps and gold embellishments, combining practicality with ceremonial flair. Around his neck and shoulders, gold ornaments and patterns accentuate his appearance, and even the soles of his sandals bear unique markings—details that mark him as someone extraordinary. Altogether, this outfit radiates divine elegance and confidence, transforming Volo into a figure that embodies ambition, mystery, and power.

Personality Volo has a boundless sense of curiosity and is always interested in unusual findings and people. He also has a tendency to pop up unexpectedly.

However, it would later be revealed that underneath his friendliness, he is a delusional and ambitious megalomaniac who is extremely obsessed with Arceus even more so than Cynthia. His desire to meet the deity is so great, that he won't hesitate to defy the forces of the universe by gathering the plates to create a new and "better" world on his own. Even after ultimately losing to the player, he refuses to accept or respect the order of the universe, displaying his extreme delusion as well.

Volo also admitted he was willing to use physical force on the player force to take the plates from them should the player not wish to fight him.

Despite his negative traits, it is implied that he does care for his own Pokémon as shown with pictures of him and his Togepi at the photography studio, as well as the fact that his Togepi eventually evolves in Togekiss with Togepi's first evolution in Togetic being only possible if Togepi has high friendship with their trainer. He is also revealed to be a highly skilled Pokémon Trainer on-par with Champions.
