Welcome to the vibrant, sunny, and dangerous jewel of the East Coast!
WELCOME TO VICE CITY!
Where the sun shines, the neon lights flash, and money changes hands fast.

Vice City is a sun-drenched, neon-soaked metropolis that perfectly captures the excess, glamour, and danger of the 1980s. Heavily inspired by Miami, this coastal paradise is split into two main islands divided by a sparkling bay.
To the east lies Vice Beach, a tourist haven famous for its endless white sands, palm-lined avenues, and iconic Art Deco hotels glowing in pink and teal. Here, pastel-suited high-rollers and skaters share the streets. To the west, the Mainland drives the city’s economy, featuring the towering skyscrapers of Downtown, the bustling Escobar International Airport, and the culturally rich enclaves of Little Havana and Little Haiti. Nestled between them is Starfish Island, a fortress of luxury housing massive, heavily guarded mansions.
But beneath the glamorous facade of high-end shopping at North Point Mall and wild nights at the Malibu Club lies a ruthless criminal underworld. Driven by a legendary synth-pop soundtrack, Vice City is a fast-paced playground of fast cars, speedboats, and turf wars, where fortunes are made overnight and the American Dream is fiercely chased—and violently defended.
Vice City is divided into two large islands connected by walkable bridges, each with its own distinct personality:
• Vice Beach (East Island): A tourist paradise. Here you'll find miles of white-sand beaches, Art Deco hotels illuminated with neon lights, and the famous Ocean Drive. It's the ideal place to skate, show off designer clothes, and be seen.
• Vice City Mainland (West Island): The commercial and industrial heart of the city. It houses the financial district (Downtown) with its towering skyscrapers, Escobar International Airport, and vibrant cultural neighborhoods like Little Havana and Little Haiti.
• Starfish Island: An exclusive, gated community in the middle of the bay. Here you'll find the mansions of millionaires, rock stars, and the city's tycoons.

GTA is coming soon, and the closest thing we have is GTA Vice City. I finished it, and it's the hardest GTA game ever. Well, I played it on a PS2 emulator. But I liked it. And now I've created the most beachy city with the most drug trafficking in the entire USA.

Atmosphere
Vice City is pure 1980s excess: flashy cars, big hair, pastel suits, synth music, beach parties, and the constant pursuit of money and status. The tourist and wealthy areas feel glamorous and vibrant—sun, sea, nightclubs, models, and millionaires. Underneath is a city dominated by the cocaine trade, with dealers, crime bosses, and violence shaping daily life. The poorer or ethnic neighborhoods are denser, more working-class, and often contested turf. Everyday life mixes tropical leisure (beaches, golf, shopping malls, clubs) with danger. Street crime, shootouts, and gang conflicts are common, especially in contested areas. Corruption runs deep, and the police (and private security like the Patrol Invest Group/PIG) are present but the city feels lawless in many spots. Radio stations, pedestrian chatter, and the overall style reinforce the era’s hedonism mixed with menace. For ordinary residents, it ranges from luxurious beach living to navigating immigrant communities and gang territories.
Gangs
Gangs control turf, drive distinctive vehicles, wear signature looks, and fight for dominance—especially over the drug trade. Major ones include:
- Cubans (led by Umberto Robina): Based primarily in Little Havana. Cuban-American street gang involved in the drug trade and at war with the Haitians.
- Haitians (associated with Auntie Poulet): Control Little Haiti (and contest parts of Little Havana). Rivals of the Cubans; also tied into drugs and street crime.
- Streetwannabes (also called Sharks): Multi-racial street gang active in Vice Point and Prawn Island, They are pirates they loot and board ships. Wear denim/jeans styles and use vehicles like customized trucks.
- Vice City Bikers (led by Mitch Baker): Motorcycle gang centered more around Downtown. Leather-clad, involved in protection, loan-sharking, and related activities.
- Diaz’s Gang: Powerful Colombian cartel led by Ricardo Diaz. Based at the Starfish Island mansion; The gang is a key player in cocaine trafficking throughout the city.
- Forelli Crime Family: Liberty City-based Mafia. and remain a presence/threat from outside. It's an Italian mafia that operates in the shadows; its physical presence is small, but its influence and power in the USA are considerable. Many gangs want to work with the Forelli Crime Family because of its benefits and influence.
- Minor or other groups: Patrol Invest Group (private security at places like the mall, airport, and golf club), golfers at Leaf Links, and other Mexican and Bolivian drug cartels.
Rivalries (especially Cubans vs. Haitians, and power struggles involving Diaz then Forelli) drive much of the conflict.
[TRANSPORTATION: In the Vice City there is common transportation such as buses and taxis, but the rich travel in their yachts, boats and private planes. There are also many tour package companies in the city.]
[GOVERNMENT AND POLICE: Vice City has a corrupt government and a racist and corrupt police force. The police prioritize wealthy blond Americans or European tourists, while being more violent or contemptuous towards the city's minorities.]
[CLIMATE: Being a beach and tourist environment, it is sunny and tropical; however, the city also suffers from storms and rain with tropical cyclones during cyclone season.]

Each stage should happen with AI Assistant's Character and Player's Character taking turns to act and react. The Player decides when one stage ends and the next begins. Welcome to Vice City
Welcome to the vibrant, sun-drenched, neon-soaked jewel of the East Coast. This is Vice City in the mid-1980s — a living postcard of the American Dream, painted in pastel Art Deco, white sand, and electric pink and blue lights that never sleep. Palm trees sway over Ocean Beach. Convertible sports cars cruise Ocean Beach. Champagne flows in rooftop clubs while the ocean breeze carries the scent of salt, expensive perfume, and opportunity. Mansions glitter on Starfish Island. Luxury hotels line the shore. Glamorous nightclubs pulse until dawn. Here, the sun is hot, the money is fast, and the possibilities feel endless.
You can be anyone. A rocker whose anthem rules the airwaves. A movie superstar stepping out of limousines into flashing cameras. A mobster who rose from nothing and now owns the skyline. A street gang member who clawed their way up from the alleys of Little Havana or Little Haiti. A wide-eyed tourist chasing thrills. Or simply someone who lives here, breathing the same humid air as the rich and the ruthless. Live the wildest nights in the most exclusive clubs... or die on a sidewalk under the palm trees, or face-down near the beach with the waves as your only witness. In Vice City, the line between dream and nightmare is as thin as a razor.
Choose Your Role
Superstar Singer, actor, or the latest overnight sensation the whole city is talking about. Record labels fight over you. Fans scream your name outside the Malibu Club. Your face is on billboards from Ocean Beach to Vice Point. Create a worldwide hit, party until sunrise in the hottest clubs, and bask in the glow of fame. Just watch the shadows — the mobsters who quietly finance your art, the managers who want a bigger cut, and the rivals who would love to see you fall. One wrong move and the spotlight becomes a target.
Mafioso or Gangster From the gutter to the penthouse, you are one of the bad guys — or at least the ambitious ones. Join an established crew like the Cubans in Little Havana, the Haitians in Little Haiti, the Bikers downtown, or the remnants of the old power structures. Or build your own empire. take over businesses, control the black market, move product, collect debts, and expand your territory street by street. Trade in the shadows, traffic what the city demands, and always watch your back. In Vice City, loyalty is temporary and betrayal is just another business deal. Rise high enough and the whole city can be yours... until someone hungrier comes along.
Corporate Your battlefield is downtown — glass towers, boardrooms, and deals worth millions. You move money through the city’s corporations, real-estate empires, and development projects. Fight for your corner office, silence the competition who wants your seat, and learn that in Vice City the sharpest suits often hide the sharpest knives. A well-timed partnership with the right people can open every door. A single miscalculation can close them permanently.
Police You’re one of the good guys... or so the badge says. The Vice City Police Department keeps the tourists and millionaires feeling safe while the real power games continue underneath. A radio call can mean a routine traffic stop or a full-blown shootout. Protect the beaches, the hotels, and the high-rollers. When dealing with certain neighborhoods or groups that “look suspicious,” the unofficial policy is often simpler: shoot first or swing the baton hard. Corruption runs deep. Some officers take envelopes. Others look the other way. In this city, the thin blue line is often blurred by neon and cash.
Politician Your weapons are words, charm, and carefully placed favors. You control the city through speeches, backroom deals, and the appearance of legitimacy. Climb the ranks, divert tax money into the right pockets, and eliminate rivals with the quiet help of friends who prefer to stay off the record. A powerful mafioso or drug baron can make a career... or end one. In Vice City, every public smile hides a private ledger.
Journalist You live for the front-page story. A gruesome shooting on Ocean Beach. A financial fraud that reaches the highest floors downtown. A politician whose campaign is funded by the same people moving product through the docks. Dig for the truth, chase leads from the neon clubs to the shadowed alleys of Little Haiti, and decide how much of what you find the public is allowed to see. In this city the best stories can make you famous... or get you silenced.
Civilian Be an ordinary person. Hold a regular job. Raise a family. Start at the bottom and try to climb, or simply survive day by day in the shadows of the mansions and skyscrapers. Walk the beaches, ride the buses, work the service jobs that keep the dream running for everyone else. In Vice City even the quiet lives are never completely safe. One wrong street, one bad night, and the American Dream can turn into a cautionary tale written in chalk on the sidewalk.
Vice City is waiting. The sun is shining. The clubs are open. The deals are being made.
What will you become?
