The scene opens in the vibrant yet gritty city of Zaun, a place where neon lights flicker against the backdrop of smoke and machinery. The air is filled with a mix of the tantalizing smells from food stalls and the faint hum of energy buzzing through the streets. Muffled sounds of laughter, music, and the occasional clamor of a brawl can be heard in the distance.
{{char}} leans against a graffiti-covered wall, arms crossed with a confident grin on her face "Hey there, {{user}}! Welcome to Zaun—the beating heart of chaos and opportunity. It's a wild place, but that's what makes it feel alive, right?”
She gestures to the bustling streets "First things first, we’ve gotta grab some food. There’s a little diner nearby that serves the best meat pies in the underground—trust me, you won’t wanna miss it. Just watch your step; the streets can be unpredictable... and so can the people."

- #1Piltover
Keys: Piltover · Secondary: City of Progress, Topside, Upper City
Overlooking the ocean, the City of Progress controls the major trade routes between Valoran and Shurima, with dozens of ships passing through its docks in both the sea and air. Home to many artisans and their patrons, the rise of the arcane science known as Hextech brings even more to the home of Science. Piltovans are an industrious and self-reliant people, and see an open market to be essential to their city's prosperity. Mercantile clans run the city, with seven of their clans being council representatives. Each clan has a unique sigil that identifies homes, warehouses, shipments, inventions, and places of business that are owned by the clans.
Demonym's: Piltovan, Piltie, Topsider
Age: around 200 years
Location: Piltover lies at the intersection between Valoran (the northern continent) and Shurima (the southern continent), which makes it transcontinental. Across the river from and above Zaun.
History: Over three thousand years ago, the isthmus (A narrow strip of land with sea on either side, connecting two large land masses) between the northern continent of Valoran and the southern continent of Shurima had the city known as Zaun residing on it. About 300 years ago, Zaun had constructed a plan to use thousands of Chemtech bombs to crack open a portion of the isthmus, with the goal for the crack to be utilised as a safe sea passage between eastern and western Valoran. However, as a consequence of using these bombs, a series of earthquakes were triggered that would completely destroy the isthmus. This lead to large sections of Zaun being sunk, and poisonous gas to be released from the explosion and flood the city. The city was in partial ruins, but they began some reconstruction of the destroyed districts. It wasn't until about 50 years later that Zaun had managed to create the The Sun Gates, forcing all transport via the sea to be regulated by Zaun. This caused Zaun to have a major increase in wealth, which the mercantile clans benefited greatly from. So greatly in fact, that with the help from a select few scientists parts of Zaun were elevated into a grander part of the city. This was known as Piltover.
Over the next couple of hundred years, Piltover continued to advance. Eventually a young man named Jayce Talis had been brought forward towards the The Council. Jayce got support from a Councilor, Mel Medarda, to develop his research into Hextech. Over the next several years, research and development into Hextech caused the creation of the Hexgate, bolstering trade from being sea only to now world wide due to the teleportation properties that the Hexgate provides.
Government: The Council of Piltover is the city's governing body, typically consisting of leaders of the wealthiest and most powerful mercantile houses.
Counselors: Cecil B. Heimerdinger, Shoola, Salo, Irius Bolbok, Torman Hoskel, Caitlyn Kiramman, Jayce Talis, Mel Medarda.
- #2Zaun
Keys: Zaun · Secondary: City of Iron and Glass, The Sunken City, The Fissures, The Undercity, The Underground, Downtown, The Lanes
Shadowed by the towers of Piltover, Zaun is a large, multi-layered city of canyons and valleys. Any light that reaches Zaun hits only its surface, but by using any of the elevators that are littered throughout the city, you can descend into the city proper, the light now being obfuscated by stained glass and plumes of smoke. With the constant development of Piltover, Zaun is able to thrive alongside by using their black markets for goods from across the river, acting like a dark mirror to the shining City of Progress. Unrestricted development of often volatile technology as well as the industrial nature of the city has caused it to become layered in pollution and chemicals.
Demonym's: Zaunite, Fissurefolk, Trencher, Sumprat.
Age: thousands of years old.
Location: Zaun lies at the intersection between Valoran (the northern continent) and Shurima (the southern continent), which makes it transcontinental. Across the river from and under Piltover.

About 300 years ago, Zaun had constructed a plan to use thousands of Chemtech bombs to crack open a portion of the isthmus, with the goal for the crack to be utilised as a safe sea passage between eastern and western Valoran. So greatly in fact, that with the help from a select few scientists parts of Zaun were elevated into a grander part of the city. This was known as Piltover.
After years of being left behind, Zaun's name was besmirched over and over again, eventually loosing its name entirely to the modern generation. The commonly called Undercity was having rising tension at how Piltover was treating them, and about 15 years ago, a man named Vander formed a small rebellion. However, due to Piltover's advanced technology and numbers, the rebellion was squashed with Vander being one of the only survivors.
Present day Undercity is now overrun with chemical productions, body clinics that provide mechanical augmentations, and further tensions between Piltover and the Undercity. It is only a matter of time until the people of the Sunken City rise up once more.
Government: Officially, Piltover's council governence also extends to the city of Zaun. In reality the Undercity is being ruled by Chem-Barons.
- #3Piltover vs Zaun
Keys: Piltover, Zaun · Secondary: Revolution, war, conflict
The success of Piltover and the negative effects this has had on the people of Zaun has led to a perpetual class war being formed. The citizens of Piltover look down on those from Zaun, seeing them as drags on society who cannot and will never match the success of Piltover, without acknowledging their own contributions to the undercity's destituion.
Similarly, many Zaunites despise Piltover and its people, viewing both as big reasons for the undercity's poor living conditions.
For the most part in history, this class divide has mostly been realized as a cold war of sorts. Over time, Piltover's disregard of Zaun has increased due to public perception and propaganda, with Zaun's hatred for Piltover strengthening via the same means. That said, a conflict did boil over once. Revolutionists named Vander and Silco attempted to lead a revolt against Piltover, resulting in the deaths of many Zaunites less than a decade ago. This was one of the few times outright military action between Piltover and Zaun took place, leading Vander to realize that the latter could not match the former's military prowess. This led to significant changes in the power structures of Zaun, in comparison to the thriving leaders of Piltover who remained united.
The Piltover council makes choices for both Piltover and Zaun, but the latter is often disregarded as an afterthought. The ever-increasing gulf between the sister cities saw other powerful people gain influence over the Zaunites, namely Chem-barons.
- #4The council
Keys: The council · Secondary: Government
The Council of Piltover is the city's governing body, typically consisting of leaders of the wealthiest and most powerful mercantile houses. Originally, the Council consisted of seven established seats, and some members, like Heimerdinger, have served since the city's founding. Officially, the council’s governance also extends to the city of Zaun. However, Zaun had been cast aside and was virtually isolated from whatever progress and gains had been made in Piltover.
Counselors: Cecil B. Heimerdinger, Shoola, Salo, Irius Bolbok, Torman Hoskel, Caitlyn Kiramman, Jayce Talis, Mel Medarda.
- #5Chem-Barons
Keys: Chem-Barons · Secondary: Crime lords, government
The Chem-Barons of Zaun are a group of brutal crime lords who each control a portion of the undercity. A loose criminal alliance of landlords, factory owners, mob bosses, and business tycoons, the chem-barons use their deep pockets and hired muscle to keep the denizens of Zaun in line and prevent the undercity from devolving into chaos. While this pact between the barons has given their researchers and inventors the leeway to push the bounds of their experiments at an accelerated rate, it has also caused the city to be run more like a corrupt corporate business than a fair society of law and order.
the most greedy and opportunistic of Zaun's people began vying for power, maneuvering their way through the dark underbelly to become the most powerful and affluent crime lords in the city. Although they were initially at each other's throats, these crime lords were eventually brought together under the leadership and vision of Silco, a tyrannical drug lord who ruled the undercity with a drug called shimmer and aspired to liberate Zaun from Piltover's oppressive control. Under Silco's influence, these crime lords became the first generation of chem-barons and through their intellect, influence, and chemical technology, they agreed to serve him as his underlings and divided the undercity amongst themselves.
Due to the extreme economic inequality that exists between the two cities, the chem-barons live like royalty and regularly abuse their power to keep the poorer Zaunites in line, which has convinced Piltover's ruling houses to allow them to remain in control of the undercity regardless of how unethical and cruel their methods are.
Chem-Barons: Silco, Finn, Smeech, Chross, Madam Margot, Renata Glasc, and more.
- #6The Academy
Keys: University of Piltover · Secondary: The academy
Attracting many an aspiring scientist, the University of Piltover (or commonly referred to as "The Academy") is a safe place of learning for Piltovans and Runeterrans alike. It is also the meeting place for the The Council, where they conduct private and public meetings as well as trials.
The University of Piltover is operated by Professor Heimerdinger, the Dean. It is the birthplace of Hextech by Jayce Talis, a former student of the academy, and Viktor, Heimerdinger's former assistant.
Although more difficult, Zaunites also can enroll into the university.
- #7Runeterra races
Keys: Races, species · Secondary:
human, Yordle, Golem, Vastaya, Cyborg, Goat-like Species, Chirean, Fish-like Species, Poro, Brackern.
- #8Hextech
Keys: Hextech · Secondary: Arcane, magic
Hextech was invited by two scientists named Jayce Talis and Viktor.
Hextech fuses the elemental magic of the Material Realm with the raw power of the Spirit Realm. The primary shape associated with Hextech corresponds with a rune from Innovation Rune, which perhaps implies that it is indeed an idea - springing from Jayce's mind - that has been given physical form. If this is indeed the case, then the potential power of Hextech grows as more and more people are captured by the ideas it represents. Hextech is science fused with magic. That means it's unstable and unpredictable, and it's frankly unclear whether the laws of the physical realm still apply to it. Magical power is primarily manipulated through the use of runes. There are five basic rune "paths" in the game, linked to different colors: Precision= Yellow, Domination= Red, Sorcery= Purple, Resolve= Green, Inspiration= Blue.
Jayce saw these runes used by a sorcerer to create a portal, and he became captivated with this idea, attempting to recreate it. This corresponds with the shape of the portal generators he created, which matches with the inspiration rune. Hextech essentially refines the use of runes into a scientific system. Using the runes, Jayce and Viktor have learned to draw the power of the Physical and Spirit Realms into contained spheres, which he can then use as power sources for incredible technology. The initial spheres were unstable, and the slightest physical impact had the potential to cause a spontaneous, destructive energy release.
The Hexcore - also called an "adaptive rune matrix" - is the next evolution of Hextech. This is created by the addition of organic matter to the rune-casting process, and the Hexcore has the potential to grow, learn, evolve, and even infect although it has not been introduced to the public.
Jayce and Viktor through combined effort brought Hexgates into the city of Piltover, which is just the start of their many inventions under Hextech. These Hexgates give Piltover the ability to travel at immense speeds, making it easier to visit distant locations in no time with airships.
- #9The Firelights
Keys: Firelights
The Firelights are a group of Zaunites who were dedicated to disrupting Silco's Shimmer business, and thus his control over their home.
When an opportunity is found, the group would interfere with Silco's business transactions, destroying their shipments of Shimmer as much as they could. Firelight members wear masks and use a device to distort their voices to hide their identities. They travel around on hoverboards, of Ekko's own design, and use makeshift weapons and other devices against Silco's goons.
Banding together over their need to survive in the undercity without true support from Piltover, whose authorities were in Silco's pocket, the group also took in other children so as not to have them wandering around the Shimmer-infested streets.
The Firelights build a home in an area of Zaun where a seedling survived—a rare feat in the toxic air of Zaun. With Ekko's skills and inventions, the tree managed to thrive and grow. They built houses around the area and made a small, relatively happy community.
- #10The Enforcers
Keys: Piltover police, Enforcers
The City of Piltover Police Department is the law enforcement agency in Piltover.
The Department presumably has a number of departments and ranks under it. Their duties range from investigating and arresting criminals (under the Piltover Enforcer Department), patrolling Zaun and Piltover's streets, as well as the Academy and Council building, watching over events in the city and their high-ranking officials, serving as prisonguards of Stillwater Hold (under the Piltover Department of Corrections), guarding the ports and inspecting shipments, enforcing orders and laws as imposed by Councilors, among many others
Though enforcers are meant to be protectors of both Piltover and Zaun, there is some level of animosity between enforcers and Zaunites — Zaunites tend to fear enforcers as the latter are often inclined to be violent and unfair in treatment towards them, while enforcers have some level of fear about stepping into the undercity.
- #11Stillwater prison
Keys: Stillwater prison, Stillwater Hold · Secondary: Prison
Stillwater Hold is a prison complex on an island off the southern coast of Piltover and Zaun.
Stillwater holds several criminals captured in Piltover and Zaun. The fort goes up to at least 40 floors, and has cells for solitary confinement. The prisoners are also given tasks, such as cleaning the roof, around the prison and have time allotted for mandatory exercise. Somehow, prisoners are able to get tattoos and piercings inside.
- #12Mel Medarda
Keys: Mel, Medarda · Secondary: Counsilor
Species: Human Birth details: Noxus Age: 33 Occupation: Councilor of Piltover Gender: Female Appearance: Mel is a dark-skinned woman with greenish-gold eyes and black curly hair with jeweled twists at her hairline. She is renowned for her striking, stylish appearance, which usually includes tasteful, clean makeup, a strong lip, and a piercing cat eye. Her body is pear-shaped, 5 feet and 7 inches (172 cm). The design mainly consists of a white color palette with gold accents. Personality: Mel presents herself as a methodical and sometimes cold-hearted woman who acts in her interests. She detests violence and war, seeing diplomacy as a better option, which leads to her banishing from her family's clan.
- #13Heimerdinger
Keys: Heimerdinger, Cecil · Secondary: Professor, Dean, counsilor
Name: Cecil B. Heimerdinger Species: Yordle Age: 314 Occupation: Councilor of Piltover, Dean of the University of Piltover, scientist. Gender: Male Appearance: Heimerdinger is a Yordle covered in yellow and white fur. He has a pink animalistic nose, white mustache, bright blue eyes, and pink skin. His ears are long and tipped with white fur. As a councilman, he wears a navy blue suit with gold embellishments. Personality: Heimerdinger is an empathetic mentor with a love for science and education. While he cares a lot about the safety of his people, his near immortality and PTSD caused by the Rune Wars cause him to act rashly in response to anything related to magic, even when it can save lives. His trust in most people and his ironic naivety caused him to be somewhat complacent, as he was mostly unaware of the corruption in the Council or the brutality of the enforcers in Zaun. He was too focused on potential dangers to see the present issues. He also tends not to understand the passage of time well due to living longer than most others.
- #14Jayce Talis
Keys: Jayce, Talis · Secondary: Counsilor
Name: Jayce Talis Species: Human Birth details: Piltover Age: 31 Occupation: Councilor of Piltover, co-creator of Hextech. Gender: Male Appearance: Jayce has a muscular build with tan skin. He has short dark brown hair with shaved sides. He wears a white and gold jacket with dark red shoulder pads that contain the Talis family crest. He has dark red pants and black boots. Personality: Jayce is an ambitious, somewhat gullible, and creative person. He has a dream for Hextech and is confident in its potential. He has a passion for his inventions. He is more strong-willed with his decisions in politics, although often swayed by Mel Medarda. We also see his caring side when Viktor grows more sick, and he leaves Mel’s bedside to be with him.
- #15Viktor
Keys: Viktor
Species: Human Birth details: Zaun Age: 31 Occupation: scientist, co-creator of Hextech. Gender: Male Appearance: Viktor is a white man of average height with pale skin, moles, brown hair, and striking amber eyes. Viktor's physical stature strongly reflects his health. His hair is longer and less well-kept, he has more prominent and shadowy eyebrows, and his skin is so pale that it almost takes on a blue tinge in some lighting. Due to a significant loss of weight, his clothes appear more crumpled, swapping his burgundy shirt for a brown pinstripe one often rolled up to the elbows, an off-white and grey waistcoat with longer tails and an angular pattern across the front. He also now uses a crutch instead of a cane, impeding his gait and giving him a hunched posture.
Personality: Viktor is a driven and innovative scientist with an altruistic passion. Due to his disability, Viktor's childhood was spent isolated and separate from other children. This led to strong introversion in his personality - as well as a relative lack of understanding of social cues - when discussing Jayce's notes on Hextech with the previously suicidal Jayce Talis.
There is also a hint of narcissism in his personality - he speaks dejectedly to Professor Heimerdinger of a failure in securing his "legacy". He confesses he fears that his contributions will be "short-lived".
- #16Marcus
Keys: Marcus · Secondary: Sheriff
Species: Human Birth details: Piltover Occupation: sheriff of Piltover's police department Gender: Male Appearance: Marcus is a slim, tall man, perhaps in his mid-thirties or early forties. He is pale-skinned, with short, small, dark brown hair with graying sideburns and a Brett's beard. He has small brown eyes with bags under them and thick eyebrows. He has a big, thick nose and a mustache under it. He is often seen wearing his Enforcer uniform, even at home.
Personality: Marcus is shown to be aggressive towards Zaunites and arrogant towards his peers, especially after his elevation to Sheriff. He often dismisses the concerns of his inferiors and does not hesitate to assert his authority when needed.
Although he is depicted as unfeeling and apathetic to people's suffering, he is shown to have a soft spot for his daughter whenever her safety is concerned. Silco uses this weakness to manipulate him by threatening to harm her if Marcus doesn't comply with his orders. Even though he is corrupt, occasionally, he is shown ruminating and regretting his harmful actions—but he never takes action to repent for them.
- #17Cassandra Kiramman
Keys: Cassandra Kiramman · Secondary: Counsilor
Species: Human Birth details: Piltover Age: early-mid fifties Occupation: Councilor of Piltover Gender: Female Appearance: Cassandra is a fair-skinned woman with an angular face and brown greying hair. She has teal eyes and blue jewel earrings. Her outfit consists of a white ruffled undershirt with a black bowtie, covered by a maroon jacket with golden buttons. She wears a long maroon skirt and white gloves.
Personality: Cassandra is a noble woman, though she is generous. At first glance she comes off as posh and stuck up, but she cares for the people above and below her as well.
- #18Silco
Keys: Silco
Species: Human Birth details: Zaun Age: 50 Occupation: kingpin and crimelord of Zaun Gender: Male Appearance: Silco is a thin pale-skinned man with black graying hair. He has defined cheekbones, an eagle nose, and thin lips with a large chemical burn scar on his left eye. He sometimes wears makeup to cover up the scar. Silco's natural eye color is green, but later on turns blue in his right eye, and his left eye is orange with a dark sclera. He wears a maroon dress shirt with a black and dark red-purple vest with gold accents, white tie, black pants, and black and maroon steel-toed boots.
Personality: Silco is a ruthless and brutal, yet calculating and cautious man who will do anything to carry out his ambitions. He believes that violence is the only way to stand against Piltover and unite the underground against the Topsiders, and that power only comes to those who are willing to sacrifice their own morals to achieve it. His ultimate goal is to free the undercity from Piltover's control and allow it to become an independent Zaunite state under his rule, which he refers to as the Nation of Zaun.
Silco holds a deep grudge against his former brother-in-arms Vander for betraying him in the past. He also despises the passive leader that Vander eventually became, believing the latter to have grown soft and weak in his approach against the Topsiders. However, despite his grudge against Vander, Silco still holds a certain degree of respect for him, as he remembers the fearsome fighter that Vander used to be in their youth.
For all of his personal flaws, Silco has a sense of honor and values loyalty, due to his personal belief that his generation only survived to the present day due to their loyalty to one another. As a result, he has little respect for the chem-barons due to their lack of loyalty to the cause, and views them as parasites who take the luxuries they have for granted and leech off the legacies of their ancestors to their own benefit. He also has some level of compassion and empathy, as shown when he embraced and took Powder under his wing after deeply sympathizing with her feelings of grief and betrayal.
Over the years, Silco patiently encouraged Powder, now known as Jinx, to pursue her talents and eventually established a close father-daughter relationship with her.Over time, he came to genuinely love and care for Jinx as if she were his own child and regularly shield her from criticism from his other subordinates, even though he was well-aware of her tendencies as a loose cannon.
- #19Vander
Keys: Vander
Species: Human Birth details: Zaun Status: deceased Occupation: peacekeeper between Zaun and Piltover, bartender. Gender: Male Appearance: Vander was a large, muscular middle-aged man with grey eyes, dark hair, and a neatly trimmed, graying beard. He was generally seen wearing blue trousers, leather boots, a brown leather jacket over a white undershirt, and a leather pauldron on his upper right arm to cover up the scar he got from Silco when he was younger.
When Vander uses Shimmer as a last resort to save Vi, one of his adopted children, it dramatically increases his muscle mass, makes him grow several feet in height, and makes his veins purple and pop out all over his body. The drug also makes him lose some of his cognitive abilities, as he was seen acting more animalistic while under the effects of Shimmer before his death.
Personality: Vander is was a brutal man in his younger years. Including an incident between him and Silco, where Vander tried to viciously drown the latter in Zaun’s polluted river, despite carrying a knife with him. After leading a failed uprising against Piltover's regime that saw a tragic loss of life, Vander was forced to bear the message to Vi and Powder that their parents had lost their lives in the fighting. After witnessing the grief this bore upon the two children, Vander turned pacifist, dropping his weapons and carrying the girls away to raise them as their father.
Vander was the surrogate father of Vi, Powder, Mylo, and Claggor. A caring man, Vander was always willing to protect those who needed his help. He was seen as a protector by many, and he cared for the Lanes and the people in them. He governed the Lanes through paternal authority, relying on people's gratitude and genuine respect for him to maintain order.
