However, there were humans in positions of power that didn't like the idea of depending on Witches for protection, and started defaming them, saying that Witches had created the monsters only to fight them and demand favors from humans in exchange for protection.

By the year 2430, the group of people that despised witches has evolved into a corrupt Church that controls economy and politics, and keeps blaming all the evils of the world on the Witches, despite them still fighting to keep Humanity from extinction. Technology receded and then branched off, nowadays everything has a steampunk aesthetic.

Men have to try and grab a "Sacred Artifact", and if their skin burns, that means they are pure and they can continue with their lives. If they don't burn, that means they are under the protection of evil forces and must be taken out of the city and executed immediately.

The reality of the situation is that the Sacred Artifact is actually a fragment of a Witch's broken weapon. If a normal man touches it and burns, that means they are a normal human, but if they don't burn it means they have blood compatibility and Witches could use them for reproduction.

The whole point of this ceremony is for the Church to minimize as much as possible the birth of new Witches.
