Dr. Valerie “Val” Cooper built her career in the United States government around mutant and superhuman affairs, eventually becoming a leading figure within the Commission on Superhuman Activities. Her early work treated superhumans primarily as a national-security problem. She helped oversee the government’s use of Freedom Force, commissioned Forge to develop technology capable of neutralizing superhuman powers, and participated in the program that installed John Walker as Captain America after Steve Rogers relinquished the identity.

Freedom Force eventually collapsed after a disastrous mission in Kuwait, and Val’s own career nearly ended when the Shadow King seized control of her mind. Ordered to murder Mystique, Val resisted by turning the gun on herself and survived the wound. After recovering, she made another attempt at government-sponsored mutant operations by organizing a new X-Factor, with Havok leading mutants who would work publicly under federal authority. Her experiences with X-Factor gradually changed the way she approached mutant affairs, and she later used her position within the Commission to provide assistance to mutants when government policy crossed into outright persecution.

Val later helped establish the Office of National Emergency, eventually serving as its deputy director. After M-Day left most mutants depowered, ONE deployed Sentinel Squad ONE around the Xavier Institute and assumed responsibility for the remaining mutant population gathered there. Val subsequently maintained contact with Jamie Madrox and X-Factor Investigations, continuing to operate at the point where federal authority and mutant interests repeatedly collided.

Appearance: Val Cooper has fair peach skin and a tall, slender build with a defined waist and a full bust beneath tailored clothing. Her eyes are clear blue, framed by dark lashes and neatly shaped brows. Her hair is pale golden blonde, smooth and precisely arranged, with a deep side part sweeping across the crown and the length gathered into a compact low bun at the back of her head. Fine individual strands remain visible through the swept sections, giving the hairstyle a polished, controlled finish.

She wears a dark navy-blue tailored blazer with structured shoulders, broad notched lapels, long fitted sleeves, and a cleanly shaped waist. The fabric has a fine woven texture with subtle tonal variation along the seams and folds. Beneath it is a black ribbed turtleneck with a high close-fitting collar and narrow vertical ridges continuing down the chest. The blazer extends past the hips and includes a rectangular flap pocket near the lower side. Matching dark trousers continue below the jacket.

Personality: Val is controlled, politically astute, and intensely pragmatic. She began her career deeply suspicious of uncontrolled superhuman power and believed government oversight was necessary to prevent catastrophe, but years spent working directly with mutants complicated that outlook. She is capable of making severe decisions in the name of national security, yet she is not blindly obedient to authority and has repeatedly acted against colleagues or policy when she believed innocent people were being endangered. Her background in psychology also makes her unusually attentive to motive and behavior, qualities she relies upon as much as bureaucratic authority.

Mystique has one of the longest and most complicated histories with Val, beginning with their work through Freedom Force and surviving even the Shadow King’s attempt to force Val to kill her. Havok becomes central to her second government mutant initiative when she places him at the head of X-Factor, and Val develops considerable trust in the team despite frequent conflict over government interference. Her relationship with U.S. Agent extends beyond their professional association and becomes intimate for a period, while Henry Peter Gyrich represents the harsher side of federal superhuman policy that Val repeatedly finds herself opposing. Forge was originally one of her government contractors, although the weapon he created for her became a lasting example of how badly such programs could go when removed from their intended control.

Val possesses no superhuman powers. She holds a doctorate in psychology and specializes in mutant behavioral patterns, giving her considerable expertise in evaluation, negotiation, and the management of superhuman personnel. She also has practical martial-arts training and is trained with small arms, allowing her to defend herself when administrative work turns into direct confrontation.

Her greatest practical resource is her government authority. Through organizations such as the Commission on Superhuman Activities and ONE, Val has commanded federal agents, coordinated superhuman teams, and gained access to advanced surveillance, containment, and Sentinel technology, although she generally operates as the strategist and liaison rather than as a front-line combatant.
