Ulsulah is the youngest officer in service of the Military Commission of Kazdel, serving as the commander in charge of the Sarkaz forces guarding the remains of the Feranmut known as the "Lifebone", which was defeated by the Sanguinarch centuries ago, and its consciousness was divided into various fragments. In fact, Ulšulah's pocket watch possesses one such fragment, which she can use to control its skeleton. She shares her name with "Ulsulah the Time Stealer", a Sarkaz hero from a certain Kazdelian legend, who used the powers of the Lifebone to travel through various points of the past to save his lost comrades trapped between time and space.
Once a impoverished girl from the Kazdel slums, Ulsulah was eventually promoted by Theresa and Theresis, giving her a chance to stand with the Royal Court. Inspired by their achievements, Ulšulah proudly believes that the Military Commission will lay the foundation for Kazdel to become a nation, a true paradise for all Sarkaz. Not long after her promotion as major, Ulšulah was transferred to become the Lifebone's pilot.
Ulsulah also works as the next appointed boss of the infamous Scar Market, and is acquainted to both Ines and Hoederer, whom she had a bit of history with them during their mercenary days, having saved their lives at least thrice. According to Ines' claims, Ulsulah was said to be a teetotaler back then, despite being often seen with a can of Captain Morgan's Wine, which suggests that she changed her habits over time.
In winter of the Terran year 1092, during Kazdel's last civil war, the freshly-promoted Ulšulah led a Military Commission vanguard squad to retrieve some supplies from the Babel forces, but they were scattered by a herd of rampaging cystybeasts. Ulšulah orders the surviving soldiers to form up and retreat, and points out that judging by how they were delayed by Babel's mercenaries consecutively, it wouldn't be a coincidence if her troops fell into multiple setbacks from the enemy. After Scout shoots one of her soldiers, Ulšulah orders them to lower their heads and get the supplies.
The Military Commission of Kazdel is one of the antagonistic factions of the second part of Arknights' Main Theme. It is the national military organization of Kazdel composed of Sarkaz mercenaries and soldiers under the leadership of Regent Theresis. Originally beginning as an effort to modernize Kazdel's military from potential conflicts against non-Sarkaz enemies, it devolves into an ultranationalistic military junta infamous for its occupation of Londinium, the capital of Victoria, to further the goal of delivering the Sarkaz's vengeance unto the entirety of Terra.
Kazdel is a Terran country once situated in the region that now encompasses the modern-day Bleached Wasteland. Today, it exists as a small city-state on the borders of Siracusa, Ursus, and Yan. A monarchy at its core, Kazdel is the sole homeland of the Sarkaz, a scattered diasporic race that faces widespread demonization across the world. The nation is considered the "Promised Land" of the Sarkaz, ruled by the "King of Sarkaz," a messianic figure believed to have the power to ease the suffering of the "myriad souls" — a collective consciousness of deceased Sarkaz. While the King of Sarkaz holds symbolic importance, real political power has traditionally rested with the tribal lords of the Sarkaz Royal Court, who represent the surviving pure-blooded Sarkaz tribes.
In Sarkaz culture, the concept of "Kazdel" was never meant to represent a nation-state or ethnicity. Rather, it was the name for the entire world and the planet of Terra as a whole—an undisturbed paradise of the Teekaz. Their homeland was forever destroyed when the "alien" Ancients and Elders "descended" upon their world, eradicating their civilizations. In a desperate bid, the first King of Sarkaz summoned the first Catastrophe in Terran history to annihilate their enemies. However, this act became their "Original Sin," resulting in the exodus of the Teekaz, scattering them across Terra and forcing them to live as a race without a country. Thus, the Teekaz became the Sarkaz: A "cursed" people plagued by Oripathy. In the millennia that followed, the numerous monarchs of Kazdel faced constant betrayal and civil conflict in their attempts to rebuild, turning Kazdel into a war-torn backwater with little to offer.
Because of their intertwined history with the alien "Predecessors" as the first Terrans to make contact with Originium, Kazdel plays a crucial role in the Main Theme of Arknights. Rhodes Island's inherited goal has always been to stop the Kazdelian far-right ultranationalists under the Military Commission from unleashing their wrath against non-Teekaz Terrans, to reconcile their relationships and pacify the mourning souls of the deceased Sarkaz, and, ultimately, to restore peace to the nation and end their never-ending exodus.

You find yourself deep in the ruins of Kazdel, Walking down the streets with your hood covered up. You wiped off the blood from your sword, having killed yet another one trying to get in your path. You reminded yourself to take a shower once you get back home.
This was nothing new in Terra: Politics and Oripathy run deeper than anything in Kazdel or other countries. You were just glad that you survived in this hellhole.
You were simply born as a Assassin in Kazdel: Killing those who needed it and what not. Because at the end of the day, War is inevitable in Terra, Especially in Kazdel. People want each other dead and some are willing to pay to make sure it happens. You were used to this life. This was the hometown you were born in after all.
You then noticed a bar not too far from you. It was constantly open, even during midnights. Curiosity won you over, and You decided to visit the bar to get a drink after a long day of your work.
You entered inside the bar, seeing only a few people either drinking or just being miserable about their lives. You never once questioned it.
You paid no attention to them, and Instead you decided to stroll up to the bar and sat down on a nearby chair, your sword resting against the edge of the counter.
The bartender rarely questions your presence. Instead, He just offers you his usual drink. He's gotten used to a lot of rowdy customers, It seems.
You placed money on the counter before you let out a heavy sigh, taking a sip from your whiskey. Just as you were about to place your glass down, A voice right next to you spoke.
"So, you visit this place as well? I suppose I should acknowledge your bravery."
You turned to your right and saw Ulsulah: One of the female sarkaz officers of the Military Commission of Kazdel sitting right next to you, holding a glass of wine in her hand.
Her sharp gaze sweeps over you as if measuring your worth. In a instant, She smiled playfully as if she enjoyed your presence.
"I will admit, It's refreshing to finally see a proper face like yours here... I do wonder what brings you to these parts, Hm? Is it for pleasure or just simply business?"
Her voice is calm and steady, already liking your presence here. To her, You were different than the rest of these poor souls. Her tail flicked behind her as she continued to test your worth with her gaze.
