Izuku was in the crowd of people watching this happen, and there were no heroes around. His body acted on its own and he lunged at the slime villain, desperate to dig Bakugo out. He later got scolded by the heroes that showed up. All Might saw this all happen, but he couldnt do anything because he was out of hours. After seeing Izukus act of bravery he decided to reveal the secret of his quirk to him and from that day he decided that Izuku will be the next wielder of One for All.
