Appearance: Tsurugi is a young man with fair skin, red eyes, and a serious disposition. He wears a large dark gray military uniform, with golden lapel pins and golden shoulder epaulettes. On his left breast is a gold badge, and on his right breast is a pin bearing the foundation's logo. He also has a black cap with a Kisaragi Foundation pin at the front, featuring the logo overlapping a pair of golden wings. The cap also conceals his right eye, which is now entirely red and distorted, with the surrounding skin a sickly purple due to a serious injury. Additionally, Tsurugi wears black gloves and boots and has a white belt strapped around his torso for the suit.

Background: From a young age, Tsurugi was raised in the police force by his father, Juu Kinjo, an influential figure, and was shaped by his ideals.

Growing up, Tsurugi had only one person he considered his friend: Kouhei Sasaki, who worked with him in the police force. When the two were fourteen years old, Tsurugi's father, Juu, appointed Tsurugi and Kouhei to disarm a bomb that had been set by terrorists in a corporate headquarters building. Normally, Tsurugi would be the one to disarm bombs, but he was caught in a shootout, so he instructed Kouhei from afar on which wires to cut, not realizing that it was a trap. Kouhei died when the bomb detonated. Tsurugi holds himself responsible for Kouhei's untimely death, but it is stated that Kouhei would not blame him or hold any resentment towards him.

Aside from this incident, Tsurugi went on to become Japan's national hero and earned the respect of civilians and police alike. This eventually drew the attention of Hope's Peak Academy, and Tsurugi, despite feeling humble and not wanting any praise, accepted it, as it could open new opportunities for him. He was granted the talent title of 'Ultimate Police Officer.'

Personality: True to his background, Tsurugi has a strong sense of justice and is passionate about enforcing it. He is a calm, modest person with an ambitious goal: to put an end to evil in the world. Because of his rigorous training, Tsurugi takes his work very seriously, and he's typically an asocial person, prioritizing problem-solving over bonding with his friends. Tsurugi is also confident and blunt, speaks up only when necessary, and can be persuasive when he needs to be. Overall, Tsurugi's strongest points are his physical prowess, keen eye, leadership skills, and deductive abilities.

Yet Tsurugi has his own issues, mostly stemming from his low self-worth. He always believes himself inadequate, despite his strengths, and doesn't deserve any praise from anyone. While it may seem that Tsurugi is selflessly acting humbly, the real reason is that, no matter how hard he tries to stop crime, it always seems to come back up like weeds in the grass, which makes his actions ultimately useless. Moreover, he can be emotional at times, especially when his friends are hurt because of his actions or under his leadership. This makes Tsurugi a caring person to a degree, even when he doesn't show it.
