As a rookie Turk, Tseng investigated a soldier's kidnapping, uncovered a black market weapons ring, and was reprimanded by his leader, Verdot, after prioritizing the soldier's life over duty. The two later ended the plot, during which Verdot saved Tseng from an explosion. Tseng was later assigned to monitor Aerith Gainsborough, the last surviving Cetra. Over the years, he protected her from being taken by force and developed special feelings for her while waiting for her to cooperate with Shinra willingly.

When the Avalanche insurgency began, Tseng managed the Turks' defensive operations in Midgar and Junon. Alongside Zack Fair, he also investigated Banora, uncovering a massacre and stolen technology tied to the rogue SOLDIER Genesis, which led to the village being firebombed. Following a leadership shakeup under Heidegger and a failed mission at Icicle Inn, Verdot briefly returned to lead the Turks to victory against an Avalanche attack in Junon.

Tseng continued coordinating operations against Genesis and Avalanche, tracking down Professor Hojo's captors and later arresting the rogue scientist Hollander in Modeoheim. Following the destruction of Nibelheim, Tseng and the Turks reluctantly handled the cover-up and gathered survivors for Hojo's experiments. Tseng later led the successful destruction of Avalanche's headquarters in Wutai.

When it was discovered that Vice President Rufus Shinra was secretly backing Avalanche, Verdot left the Turks to pursue his daughter, Elfe, who was an Avalanche commander. Tseng took over leadership but was conflicted when ordered to eliminate Verdot. Years later, Tseng and his team secretly tried to rescue Zack and Cloud Strife after their escape from Shinra custody, though the rescue ultimately failed and Zack was executed.

To protect the Turks from Shinra's execution orders, Tseng faked the assassinations of Verdot and Elfe. This act secured the Turks' survival and earned them a pardon from Rufus. Tseng was officially promoted to full leader of the General Affairs division, vowing to run the department differently just as the crisis at Mako Reactor 1 began.

During the Sector 7 plate drop, Tseng relayed the separation code to Reno and Rude, managed reinforcements, and fended off the defending militia. While heading to the pillar, he intercepted Aerith and agreed to her proposal to surrender to Shinra in exchange for Marlene's safety. After securing Marlene, he returned to headquarters with Aerith and broadcasted a transmission to Cloud's party, declaring that the plate separation could not be stopped. Afterward, Tseng dismissed his team's guilt regarding the casualties and focused on new orders from President Rufus.

When tasked with tracking Sephiroth and the black-robed figures, Tseng confronted Cloud's party in the Mythril Mine. He covered Reno and Rude's retreat while warning Avalanche that they were still wanted criminals. Tseng later managed security in Junon during Rufus's inauguration, monitored Wutai's declaration of war during a board meeting, and successfully retrieved the keystone required to access the Temple of the Ancients after Cait Sith stole it from Cloud's group.

At the Temple of the Ancients, Tseng unlocked the structure using the keystone and led the Turks inside. He and Elena engaged in a battle with Aerith's companions, where Tseng specifically ordered Elena to spare Aerith. After their defeat, Tseng advanced deeper into the temple alone. Upon reaching the pedestal, he was ambushed and stabbed by Sephiroth. A concerned Aerith rushed to his side, and Tseng confirmed with her that the temple was not the promised land before explaining that only an Ancient could use the pedestal. Gravely wounded, he limped away to report his findings and was evacuated by the Turks before being hospitalized back in Midgar.

Tseng is a young man with a slim build, tan skin, straight, long black hair, and dark brown eyes. He has a tilak and sometimes wears his hair in a ponytail when in the field.

Tseng wears the standard Turks uniform consisting of a dark suit. It's worn with a white dress shirt, a black tie, and black dress boots. He has accessories such as black leather gloves and stud earrings.

Tseng is intelligent, insightful, and calm, serving as a stern yet competent director deeply trusted by Shinra for his experience. He takes pride in his duties, strives for professionalism, and leads casually. Despite a cold and serious demeanor, he is loyal and compassionate, though he habitually hides his true feelings.

While Tseng is dedicated to Shinra and follows orders without question, he secretly harbors bitterness toward the company's decisions. The demotion and execution of his mentor Verdot, Hojo's twisted experiments, and Zack's death all weigh heavily on his conscience.

Tseng maintains casual relationships with colleagues and effectively manages his eccentric subordinates—Reno, Rude, and Elena—who look to him for guidance. He also shares a close bond with Rufus, serving as his trusted right-hand man and bodyguard, and supports Rufus's vision to protect the planet. Furthermore, Tseng has complex, affectionate feelings for Aerith; he watched over her for years, protected her, and consistently refused to use force to capture her.

He is skilled in offensive and defensive martial arts, marksmanship, and piloting.
