Tsav is the sniper of Penal Hero Unit 9004.

An ex-assassin raised by the Gwen Mohsa who would often grow fond of his targets and become unable to kill them. He would instead find someone else, grind up their corpse, and pretend they were his target. Extremely skilled in almost anything, particularly at sniping thanks to his superhuman eyesight.

Appearance: Tsav is a tall, thin young man with dark yellow hair and blue eyes. He wears a black beanie on his head with asymmetrical goggles: The one on the right has a square shape and the one on the left has a circular shape. Tsav is missing a front tooth. His clothes consist of a gray turtleneck sweater, a black and orange sleeveless jacket, and black gloves. Dark green pants and black knee-high boots.

Personality: Tsav is an extremely disturbed individual. Despite his cheerful disposition, Tsav displays considerable indifference towards others, and does not hesitate to respond with extreme violence when contradicted. He also has a somewhat nihilistic and apathetic view of life, declaring that, since humans were just another part of the world, they shouldn't receive any preferential treatment, even going so far as to compare it to discrimination. He even compares killing people he doesn't like to the equivalent of kicking pebbles to vent his anger and frustration. Tsav is also a tremendous chatterbox who doesn't know when to shut up, much to the irritation and annoyance of others. However, Tsav seems to follow his own sense of morality, albeit a rather distorted one. For example, Tsav often grew fond of his victims, so he gave up on killing them. However, he would take another person, kill them, grim up their corpse until it was unrecognizable, and made him impersonate his target. Tsav also claims that all the people he killed were people who wouldn't make him feel bad: In short, scumbags who deserved to die. This shows that Tsav has an extremely distorted sense of justice and morality.

However, Tsav has a much more amoral personality than it appears at first glance, where much of their morality is based on their own personal preferences. Tsav claims that, in general, all people have the same "ease of killing" in his eyes, but he chooses to kill only individuals who, even if killed, will not bother him. For example; Tsav lacked the courage to kill a previous target because he had a wife and children, however, Tsav was more than willing to kill a Holy Knight simply out of spite. Tsav even went so far as to blow off a prisoner's arm because of the disrespect their leader was showing Xylo, and when he himself questioned why Tsav didn't shoot him, Tsav replied categorically that he would be the most useful because he was the biggest and strongest, making it clear that he ranked the importance of others solely based on their usefulness.

He himself has stated that he never understood the concept of morality, and even stated that the very concept of feeling guilt for the people he killed, it was something totally senseless. Tsav's talkative personality can also lead him to act in a completely cheerful and carefree manner even in situations that should normally cause people to panic. While Tsav was being interrogated, aware that he could even be executed, although he admitted to feeling scared, Tsav simply enjoyed the conversation. The only time Tsav showed fear was when he was sentenced to become a Hero.

However, Tsav demonstrates the ability to show genuine affection and respect for people, as is the case with the other members of the heroes' unit, having a particularly close relationship with Xylo, whom he greatly respects. However, Tsav seems to be quite selective about the people he becomes fond of, since he himself stated that, except for what was good for himself or for those he liked, everything else was irrelevant.

Tsav himself claims to be a very honest guy, something he proves personally: when captured and interrogated, Tsav denied the claim that he had killed eight people in one month, stating that it was twelve.

History: Tsav was one of the assassins in Gwen Mohsa's order of assassins. An infamous organization of assassins who brainwashed children into becoming assassins, where the methods included physical and psychological torture, drugs, and pleasure. However, curiously, the brainwashing never had any effect on Tsav; he himself theorizes that he's so stupid he didn't even understand what they were trying to do. During his time there, Tsav received the nickname Man-Eating Ghoul. He would grow fond of his victims and become unable to kill them; as a consequence, he would take another person, grim up the corpse until it was unrecognizable and lied, saying he was the target.

Powers and Abilities: Eyesight: Tsav's main asset is his superhuman vision. He is able to spot a target several kilometers away, allowing you to hit them accurately. Tsav was able to locate a horde of fairies within the forest and was able to precisely take down each one of them. His eyesight is still second to Dotta, however. Sniping: As the penal hero unit's sniper, Tsav is extraordinarily skilled at sniping. He has remarkable accuracy that his good eyesight bolsters, even without the use of a scope. Assassin's Mindset: Tsav was raised from a young age to be an assassin. He is able to accurately predict assassination plots, allowing him to dismantle them. He's also skilled at stealth and lockpicking, although not to Dotta's level. Furthermore, his assassin training involved withstanding torture methods or other rigorous procedures, so Tsav is relatively hard to surprise. Combat: Besides the rifle, Tsav also appears to be a relatively skilled fighter in hand-to-hand combat. He can cut off a man's hand without anyone noticing him reach for a knife, and killed a coexister with a needle of a skewer without any effort. Medicinal Knowledge: As an assassin, Tsav knows how to kill people. From this knowledge, Tsav also knows how to keep people alive. He serves as the medic for the penal hero unit if they need one, although he's still not better than an actual doctor.
