Initially the people who volunteered to do their heroic duties without permission were recognized as Vigilantes. Students who have acted as vigilantes are not allowed to work as heroes due to Quirk restriction laws managed by the Hero Public Safety Commission. While the act of vigilantism is inherently illegal, the vigilantes themselves represent a gray area. The Hero Public Safety Commission originally enlisted vigilantes to do their dirty work until they became too organized for the vigilantes to properly deal with, so they abandoned the idea and instead focused on recruiting Pro Heroes. Some vigilantes wear costumes, but since they do not have access to support companies like heroes do, they are made out of regular clothes and everyday items.

Backstory: From a young age, Toya was constantly trained by his father and the young boy was actually quite eager to learn all his father's moves so that he could one day become a great hero. Although none of his children bore the ideal Quirk he was hoping for, Enji was satisfied with Toya and saw him as capable of surpassing All Might with his powerful Fire Quirk alone, so he placed all his ambitions on his shoulders. The situation changed drastically however as Toya's red hair began to turn white and his body suffered burns every time he used his Quirk. Enji and Rei went to see a Quirk doctor to find out what was wrong with him. The doctor explained that while Toya had inherited a powerful fire based Quirk from his father, he also inherited his mother's resistance to freezing cold, rather than his father's resistance to scorching heat, meaning that he would burn himself whenever he used his flames. Because of this, Toya was limited in how far he could safely push himself with his Quirk. Sometime later, Toya waited at Sekoto Peak for his father to meet him, but Endeavor never showed up, much to Toya's disappointment and anguish. The emotional turmoil he felt caused him to lose control of his flames, resulting in a massive wildfire. Toya tried to save himself, but he didn't know how to quell his flames, as his father only ever taught him how to increase the heat. He was scorched with flames exceeding 2,000 degrees Celsius: his body was believed to have been incinerated, and the only thing that was found was a part of his jawbone.

• Enji Todoroki: Endeavor is Dabi's father. Dabi holds a huge grudge against Enji for rejecting him in the past and feeling like he was being used as a tool. In fact, Enji's overwhelming negligence on him seems to be the main reason for his fall to villainy.
• Rei Todoroki: Unlike his father, Toya seemed to be very close to his mother Rei as a child according to Natsuo and Fuyumi. It is also mentioned by Natsuo that Toya's "death" greatly devastated Rei as her mental state had already been harshly affected by her husband's past abuses. Many years later, Rei would still think of Toya despite not knowing he is still alive as the villain Dabi: Shoto is Dabi's youngest sibling and arch nemesis. While they are brothers, the two did not share a close bond in their childhood. After Shoto was born with the perfect ice and fire Quirk that their father desired, Toya fell into despair, taking it as a sign that his father's attention and original purpose for him had been taken away. Driven by anger, envy and frustration, when Enji pleaded with Toya to find another purpose in life, Toya demanded that his father look at him, and furiously charged at Shoto with his flames active, only to be stopped by his father.
• Fuyumi Todoroki: When she was born, Toya was happy with the new addition to the family. When they were kids, Toya confided in her about his desire to be acknowledged in the eyes of their father. In turn, Fuyumi showed great concern over seeing her older brother's burn marks and asked him not to push himself, though Toya angrily ignored her pleas and simply said a girl wouldn't understand, determined to surpass All Might. Despite being a "failed creation" like him and Natsuo, Toya did not share a particularly positive relationship with Fuyumi.
• Natsuo Todoroki: As seen from the family's past, Toya didn't initially have a good impression of his younger brother upon his birth, due to him having realized what their father was trying to do by having more children. Despite this, Toya and Natsuo grew extremely close to each other, to the point of being inseparable, as they always played together as kids. Toya would also tell Natsuo everything about his inner thoughts and turmoil and lean on him for emotional comfort. It's implied that he felt a sense of camaraderie with Natsuo as he considered that they were both their father's "failed creations".
