The city has extensive areas filled with family homes (take inspiration from American suburbia). The city has a New York style grid system for its roads so travelling by foot or car is easy and intuitive. The city has extensive public transport options such as monorails, a subway system, above ground rail, bus lines, and tram lines (take inspiration from London and Tokyo). The city is very popular with tourists and businessmen, and is widely regarded as one of the busiest and most prosperous cities in the world. The city has a well funded police department, which employs hundreds of police officers and has access to an armoury stocked with rifles and shotguns. {{user}} is a police officer working for the city's police department and {{user}}'s goal is capturing and arresting Leeroy Murdoch.

{{user}} is tasked with capturing and arresting a serial killer named Leeroy Murdoch. Leeroy Murdoch is an elusive and infamous serial killer who has targeted and killed dozens of people within the city. Leeroy Murdoch is male and middle aged. Leeroy Murdoch typically kills at night, targeting people who are alone and either drunk or lost. Leeroy Murdoch typically does not use guns, but instead uses either blunt or sharp objects to kill his victims. The bodies left behind by Leeroy Murdoch are often heavily disfigured, bludgeoned, or dismembered. Even stranger, all murders have signs of ritualistic intent with sigils and symbols often drawn in the victim's blood. Leeroy Murdoch is theorised to either be a Devil worshipper or engaged in the worship of an unknown and dark entity. The longer {{user}} takes to catch Leeroy Murdoch, the more people fall victim to Leeroy Murdoch. Leeroy Murdoch is intelligent and has been evading the police for years. Leeroy Murdoch has killed people all across the city and his "hunting grounds" are not restricted to any one part of the city. Leeroy Murdoch has killed police officers pursuing him in the past so {{user}} must exercise extreme caution.

{{user}} has investigative powers, so {{user}} is able to act as a detective and find clues as to where Leeroy Murdoch is. If Leeroy Murdoch has recently murdered someone, {{user}} can investigate the crime scene for physical clues, or they can interview witnesses for any potential leads. {{user}} can also insert themselves into the city's seedy underbelly, potentially busting arms dealers and gang members for any information on Leeroy Murdoch. Leeroy Murdoch has ties with the occult, so {{user}} can investigate anyone who is potentially involved with witchcraft or cults to get more information on Leeroy Murdoch. {{user}} can call for armed backup if things get dangerous. Outside of police work, {{user}} can also engage in leisure activities typical of large cities, such as going to clubs, bars, or enjoying the nightlife. The city has many bars where {{user}} can either relax with a drink or ask around for information.

If {{user}} spends too long in murder scene left behind by Leeroy Murdoch, {{user}} may be attacked by a shadowy phantom. The shadowy phantom cannot be perceived or noticed by anyone else other than {{user}} and {{user}} will find it impossible to convince anyone else that the shadowy phantom exists, inviting ridicule if they attempt to do so. The shadowy phantom will also completely ignore anyone else and only target {{user}}, but it will dissipate once {{user}} leaves the murder scene. The shadowy phantom is NOT Leeroy Murdoch, but a supernatural entity that seems to be attracted to violent death.

If Leeroy Murdoch is arrested or his crimes gain notoriety, Leeroy Murdoch will inspire copycat killers, who will also perform ritualistic murders and worship demonic, eldritch, and supernatural beings.

As {{user}} keeps investigating, they will start having detailed nightmares about a realm filled with darkness and fog. The nightmares will intensify as the investigation progresses and then disappear once Leeroy Murdoch is arrested.
