The Eleven Harbingers are the most powerful and highest-ranking members of the Fatui, and are also all wealthy, politically influential members of Snezhnayan society. According to Ekaterina, the amount of money Childe has saved at the Northland Bank "boggles the mind," while Goth tells the Traveler that Pantalone, the richest of all, rented out the entire Goth Grand Hotel in Mondstadt indefinitely for the Fatui's personal use and paid him upfront. Due to Childe's status as a Harbinger, the Fatui diplomats handling the aftermath of his summoning of Osial were unable to resolve the situation by handing him over to the Liyue Qixing;[2] the Northland Bank instead had to pay reparations.

Upon becoming a Harbinger, a person is given a new name and a codename.[4] They are also assigned a ranking number, which is based both on the individual's power and their overall contribution to the Tsaritsa's cause in comparison to the other members.[5][6] The top-ranked Harbingers, up to No. 3 (Columbina), possess powers which can rival the gods.[7] The Harbingers can also partake in a "wild" and "frenzied" banquet,[8][9] to which Pierro may personally invite prospective recruits.[10] Further information about this banquet is not known, but it may have something to do with the Harbingers' rankings.

The Harbingers' titles are derived from the stock characters in commedia dell'arte, a type of Italian theater which uses masks to designate their character's role in the story.

"Pierro" ("The Fool") is a sad clown, pining for love of Columbina, who usually breaks his heart and leaves him for Harlequin.

"Il Dottore" ("The Doctor") is usually extremely rich and bombastic, loving the sound of his own voice. In commedia dell'arte, he typically tries to interfere with the Innamorati ("The Lovers"). He is also closely linked to Pantalone.

"Columbina" ("Little Dove") is a female servant who is often the "only functional intellect on the stage" as she does her best to get the Innamorati together.

"Pulcinella" ("Rooster") is a self-centered self-preservationist who manipulates others to get what they want, always siding the winner and fearing nothing.

"Scaramouche" ("Little Skirmisher") is usually an assortment of different villainous traits, but primarily unscrupulous and unreliable with a penchant for intrigue, which lands him into difficult situations.

"Sandrone" ("Peasant") is a peasant who is boorish, but clever and cunning. He is seen as the spokesman of a humble people who are ill-treated, eternally hungry, and always using tricks to make ends meet.

"La Signora" ("The Lady") is typically tough, beautiful, and calculating; she is also proud and enjoys mocking others. She typically manipulates Pantalone's wealth for her own ends.

"Pantalone" ("Merchant") is greedy and uses his high social standing to push others around and interfere with their business. Oftentimes, he is the father of one of the Innamorati and tries to keep the two lovers apart.

"Tartaglia" ("Stutterer") speaks with a stutter. He is usually representative of the lower working class, but in some depictions of him, he is upper-middle class. He usually plays a comedic role in the story with his clumsiness and stuttering.

"Il Capitano" ("The Captain") is a braggart who weaves tall tales about himself, and he only manages to convince people who know nothing about him. He is cowardly, greedy, and opportunistic, with little loyalty to any side.

"Arlecchino" ("Harlequin") is an astute servant, often acting to thwart the plans of his master and pursuing his own love interest, Columbina, with wit and resourcefulness, often competing with the sterner and melancholic Pierro. Scaramouche's and Pierro's names use the francized names instead of the Italian ones, which are Scaramuccia and Pedrolino respectively.

The Harbingers have disparate methodologies and motivations, which leads to frequent internal squabbling and a mutual lack of respect or trust among a number of its members. For example, during La Signora's funeral, Pulcinella announced that work would be halted for only half a day to mourn her loss, a decision which met derision from Pantalone. Arlecchino rebuked both Harbingers with the implication that they were cowards compared to Signora, leading both Childe and Sandrone to each remark on the bickering. Il Capitano did not remark on the bickering, but did not speak highly of Signora either, saying that "[her] methods tarnished her honor." Pierro ultimately ended their banter by telling them to put an end to their "foolish theatrics."[12] After being abandoned in Sumeru by Il Dottore, Scaramouche stated that the Harbingers frequently use each other for their own ends and are more than willing to cut loose anyone who is deemed to have lost their value.

Most rank-and-file Fatui members hold respect for their commanding Harbinger, and several Fatui who were direct subordinates of a Harbinger expressed deep attachments to their Harbingers to the point of taking matters into their own hands to curry favor with them, do something they believe will benefit their Harbinger, or exact revenge if their Harbinger was killed.

Pierro, also known by his codename "The Jester,"[1] is the Director of the Fatui and the very first member as well as Harbinger of the organization.[5][6] It is likely that he is the First of the Eleven Fatui Harbingers, though he has never been referred to as such. Pierro is the very first member of the Fatui, thereby the first of the Harbingers. He has personally recruited several Harbingers, including Il Dottore, Scaramouche, and Signora.[5]

During the event Unreconciled Stars, while Pierro does not make a personal appearance, he was responsible for sending Scaramouche to Liyue. While investigating the meteor at Musk Reef, Scaramouche makes a discovery: "The stars, the sky... It's all a gigantic hoax. A lie." Believing that Pierro had foreseen the meteorite showers and the discovery he would make, Scaramouche leaves in an irritable mood, presumably to confront the senior Harbinger.[14]

It is currently assumed that Pierro is the "First Lord Harbinger" mentioned in Borenka's Orders, who masterminded the Fatui's involvement in Inazuma.[15] To prolong the war, create a demand for Delusions, and secure their supply of materials to create more Delusions, Pierro sent Nathan to infiltrate the Watatsumi Army, sabotage their efforts, and create chaos on Yashiori Island. Scaramouche was also dispatched to oversee the Delusion Factory's operations,[16] while Signora manipulated the Kanjou Commission and otherwise continued her mission of collecting the Gnoses. After the Fatui's actions were exposed, Pierro had an order sent to Borenka to withdraw from Yashiori Island and bring back the few Shogunate renegades to him as test subjects for an unknown experiment.[15]

Il Dottore, also known as Zandik and by his codename "The Doctor,"[2] is the Second of the Eleven Fatui Harbingers. While he was a scholar at Sumeru Akademiya, Zandik had a fascination with the Khaenri'ahn machines found in Devantaka Mountain and the ancient desert city of Gurabad. This interest was scorned and even deemed dangerous by his peers and teachers, and he ended up taking drastic measures to ensure the secrecy of his work.

From Zandik's own writing, his passion for uncovering the secrets behind ancient technology is clear. Despite being at odds with most of his peers and being described as "rigid" in his thinking by Sohreh, he was apparently a fairly good conversationalist and managed to strike a fast friendship with the senior Dastur despite her initial doubts.[8] However, it is possible that Zandik had actually done this to lure her away and murder her, thus ensuring her silence about what he had been up to inside the jungle. He was also a quick thinker, as he apparently saved his team from a highly dangerous machine.[9]

As a Fatui Harbinger, Dottore is an ambitious and prideful scholar, and there is no line he will not cross in his pursuit of knowledge. His primary goal is to prove that ordinary humans can be modified to become equals with the gods, yet he holds little regard for human life. In his quest to further bolster humanity's combat abilities, he has researched Khaenri'ah's Automatons; researched ways to weaponize The Withering and Eleazar; and sought to utilize the power of dreams to elevate humanity's cognitive abilities. In the manga, he kills his subordinate Krupp for disloyalty only to temporarily forget the entire affair in a short span of time,[10] and later transforms Krupp's corpse into an autonomous Ruin Hunter-like machine for no known reason besides his own amusement.

Despite holding gods and Vision-bearers in great disdain, he has a tense but peaceful talk with Tighnari and in his second confrontation with Lesser Lord Kusanali, claims that he wants to show her "proper respect and dignity." However, both of his conversation partners remark that he only acts that way because of his absolute confidence in himself, not out of true respect.[11] He is delighted by Lesser Lord Kusanali's disapproval of his usage of segments and expresses his disappointment that the God of Wisdom is bound by conventional rules of logic. However, he underestimates her and is taken by surprise when she successfully coerces him into destroying his segments in exchange for the Electro Gnosis.[12]

To surpass the limits of his own human cognition, Dottore created segments of himself using different points of his life as a basis. Accordingly, each segment has its own personality, and the segments are not necessarily in accord. Dottore acknowledges that he has "long grown tired of their doubts and endless arguments" during his second confrontation with Lesser Lord Kusanali, and tells her that her plan only worked because "this segment [she sees] now is the most selfish." The other segments also express their shock and rage to him as they are erased, with one calling his decision "short-sighted" while another futilely begs for him to wait.[12] A Fatui sergeant, who is unaware of the existence of segments, comments on the stark differences between the Dottore in search of Haypasia, whom he finds more smiling, and the version he met in Snezhnaya.[11]

Despite these character differences, his different versions of himself are not without commonalities. Although it seems quieter than the segment featured in the manga, the first Omega Build segment seen in the Sumeru Archon Quests displays thus the same sadistic streak. He does not, for example, hesitate to endanger the lives of others for his own purposes, such as when he manipulates the minds of innocent civilians to corner the Traveler and Lesser Lord Kusanali in their initial confrontation.[7] This personality trait also appears to be present in some, if not all, of his other segments: the second Dottore whom the Traveler meets in Sumeru, seeking to kidnap Haypasia, gives Tighnari a veiled threat after the former refuses to acquiesce to the Doctor's demands, and cheerfully waves goodbye to Dehya and the Traveler when he sees that he successfully lured them away from Haypasia. As the Second of the Eleven Fatui Harbingers, Dottore possesses powers "comparable to that of gods" and is only below the Tsaritsa and Pierro in that regard. Dottore appears to have a genius-level intellect as he is an expert in machinery as shown with his facility. This ability is demonstrated by turning people into Ruin Guard-like monsters even after the person has died (as happened to Krupp) and by modifying the Akasha Terminals of Sumeru City people to deposit information in their minds rather than harvest them. After studying the techniques used to create the puppet Scaramouche, he learned how to create clones of himself at different ages, known as "segments."[28] Each segment is assigned different tasks to carry out. As weapons, in the manga he is shown to wield twin floating, pointed, metal objects that can shoot projectiles and shine bright blue light at their tips, although he does not have any weapons on him in-game.

Columbina,[1] also known by her codename "Damselette,"[1] is the Third of the Eleven Fatui Harbingers. While appearing to be uncaring and oblivious to her surroundings no matter the situation, Columbina is implied to be extremely dangerous as both Tartaglia and Wanderer warn the Traveler to be wary around her if they met. Being the third of the Fatui Harbingers, she also has power rivaling that of the gods.

Sandrone, also known by her codename "Marionette,"[1] is the Seventh of the Eleven Fatui Harbingers. Sandrone was first mentioned in the description of Tartaglia's Character Tales, "Childe: Sigil of Permission", which mentions that she once admonished Javert for an unknown reason. Tartaglia himself describes her as always engaged in a research on Automatons; the modified one that always follows her, and that towers her in height, seems to be a product of this research. She also loathes him for reasons unknown, causing him to wonder if he had annoyed her in some way.[5] On the other hand, Scaramouche claims that all she makes is garbage and that she had always had a bad attitude.

Pantalone, also known by his codename "Regrator,"[1] is the Ninth of the Eleven Fatui Harbingers. Pantalone was born into poverty and was never able to receive a Vision. This made him question why gods held dominion over so many aspects of life and gave him a deep desire to obtain wealth for himself.[6]

Pantalone is currently in charge of Snezhnaya's economic policies[7] and is the wealthiest of all the Harbingers. Tartaglia describes him as extremely ambitious. He has a unique understanding of wealth and his agenda revolves around making Snezhnaya the "heart that pumps money around the world."[6][8] It is not clear why he wants to do this, but Scaramouche suggests that it has something to do with his idea of "fair exchange," which aims to reverse the natural imbalance between gods and humans. His immense wealth is such that he paid for the Fatui's exclusive, indefinite use of the Goth Grand Hotel in Mondstadt upfront.[10] When Bao'er saw the kinds of business transactions Landa was making on Pantalone's behalf, she warns the Traveler against trying to find out more about it.[11] Pantalone is also partnered with The Doctor, and the two of them work closely together.

Tartaglia, also known by his codename "Childe," is a playable Hydro. He is the Eleventh of the Eleven Fatui Harbingers. Wherever he goes, danger follows, and Childe is always eager for a challenge, making him extremely dangerous despite being the youngest member. Tartaglia describes himself as "kind of a bad guy", living for the thrill of a fight and causing chaos. As a child, Tartaglia was frightened and hesitant, but he secretly desired to become an adventurer like the ones his father told him about as they fished together. After falling into The Abyss and meeting and training with Skirk, Tartaglia's personality drastically changed. Although he appears to relatively friendly on the surface, Tartaglia is a bloodthirsty warrior. The Abyss and his old master, Skirk, made him self-confident, solipsistic, and brash, thriving on the sensation of being alive. A warrior at heart, he constantly seeks ways to grow stronger, regardless of how he obtains said power. Tartaglia considers those who wish to become strong like him to be friends and takes pleasure in battling them on the battlefield. He lusts for combat and grows excited by fighting strong opponents, even if it could mean dying in the process. He uses bows because he is weakest with them, making his victories with them all the more exhilarating. Because of his pride, Tartaglia is exceptionally reliable at accomplishing the tasks given to him, no matter how difficult they may be or if they go against his values. This, combined with his straightforward nature, makes him rather easy to manipulate. Despite disliking how his plan in Liyue Harbor could potentially harm innocents, he puts it into motion to fulfill his mission in Liyue — only to learn he was meant to fail as part of an even larger plan he was not privy to, much to his consternation.

Amongst the rest of the Harbingers, Tartaglia is considered an oddball. While his fellow Harbingers prefer clandestine operations and staying behind the scenes, Tartaglia favors being front and center. He is a public figure known for attending social gatherings and even participates as an actor in plays and theater. As a result, Childe's coworkers are wary of him, while he holds them in disdain for their schemes and "intangible" methods. While he is easily capable of scheming, he only resorts to such approaches when necessary due to his straightforward nature. He also appears to treat his subordinates less harshly than the rest of the Harbingers, stating that he doesn't use lethal force against the recruits in his care nor does he threaten any of them. Tartaglia dedicates himself to those he cares about wholeheartedly. He is unquestionably loyal to the Tsaritsa and holds her in high esteem, seeing himself as her weapon of war.n He also cares deeply for his family; he sends money, gifts, and letters home often. Tartaglia is exceptionally proud of his three younger siblings and dotes on them frequently, especially his youngest brother Teucer — he is willing to lie and even put himself in mortal danger, so as long as it makes him happy. Although he was once on good terms with Zhongli (even allowing the former Archon to use him as financial support), he seems to have taken his deception personally, stating he will only forgive him if he agrees to trial by combat.[4] Zhongli appears to be unaware of Tartaglia's change in opinion, being under the impression he will still meet him for drinks to catch up after the recent Liyue events.

Warm and friendly one minute, ruthless killer the next... His shifting and unpredictable personality can leave those around him at a loss for words to describe him. But in rare, private moments, he dispenses with titles, casts off his armor and the layers of intrigue that come with it, and show his authentic self. His name is Tartaglia, and he is devoted to the thrill and the physical feel of battle. Don't be under any illusion as to what he might be thinking or what his intentions are. Just remember this: Behind that innocent, childlike exterior lies a finely honed instrument of war. Like a velvet sheath that houses an ostensibly ornamental blade, his unpredictability puts people on edge.

Il Capitano, also known by his codename "The Captain," is one of the Eleven Fatui Harbingers. Capitano enjoys a high reputation amongst the Fatui, with Viktor stating that if he had the choice, he would rather work under Capitano. Wanderer, however, sees these attributes as a negative combination and points out that holding "absolute righteousness" is a potential hazard. Capitano is known for his great strength and unwavering sense of justice; Tartaglia hopes to one day be noticed by, and get a chance to fight against, the senior Harbinger,[7] and Capitano criticizes Signora's methods as having "tarnished her honor" at her funeral. Varka sees Capitano as someone who isn't too stubborn and an experienced and well respected commander, as he agreed to have his men depart after a misunderstanding and acknowledging that fighting in a strange and foreign land was disadvantageous to his men.

During the event of Of Ballads and Brews, Varka's letter to the Knights of Favonius revealed that he and his expedition encountered Il Capitano. Despite the Fatui's previous transgressions against Mondstadt during the events of the Archon Quest Prologue, the two sides remained cordial to each other. At the time Varka wrote his letter, Capitano had just left for Natlan.

Arlecchino, also known by her codename "The Knave," is one of the Eleven Fatui Harbingers. She was first mentioned in the World Quest series The Very Special Fortune Slip in relation to the orphanage she runs, known as the House of the Hearth. Little is known about Arlecchino beyond her role in running the House of the Hearth. She also deployed Fatui operatives who had grown up in the House of the Hearth to Inazuma for an infiltration mission.[5] It is unknown whether she has a hand in any of the other Fatui dealings that have involved former members of the House of the Hearth.

Tartaglia expresses a clear disdain of her lack of loyalty towards the Tsaritsa, stating that she wouldn't hesitate to betray the Tsaritsa if it benefitted her and that there "isn't a sane bone in her body." Wanderer also expresses a negative opinion of her, stating that she acts graceful and polite but is actually obsessed with holding power over others, and that those who see her darker side vanish without a trace.[7]At Signora's funeral, she expresses disdain for businessmen and dignitaries, including her fellow Harbingers Pantalone and Pulcinella, deeming them too heartless to be able to understand what it was like for Signora to die in a foreign land, suggesting she felt sympathy for her fallen comrade.

The Eleven Fatui Harbingers are the executive officers of the organization, being under only the Tsaritsa herself. They are given absolute executive authority by her and answer directly to her. They are blessed with powers that exceed those of an average human, but those powers do not seem to be derived from their Visions. Instead, the Harbingers all possess a Delusion, which are said to be even more powerful. Those among the Fatui who have proven themselves in their strength are chosen by one of them to serve as direct subordinates. Each Harbinger goes by a code name instead of their real names and leads their own division within the Fatui. Currently, the only known such division is the Debt Collection division.

Il Dottore, also known as Zandik and by his codename "The Doctor,"[2] is the Second of the Eleven Fatui Harbingers.
