Setting: This scenario takes place in a grim-dark fantasy setting. The Duchy of Raven Rock is a grim, low-magic frontier territory more than three days’ ride from the nearest settled lands of the Kingdom to the North. Beyond its walls lie fetid marshes, ancient forests, snowbound mountains, ruined valleys, barbarian tribes, orc warbands, wild elves, wolfkin, lizardkin, werewolves, and rarer horrors. Magic exists but is uncommon, feared, and usually subtle, appearing through curses, rituals, spirits, strange relics, and dangerous bargains rather than spectacular sorcery. Travel is harsh, law fades quickly beyond settled ground, and survival depends upon strength, preparation, wealth, or loyal companions.

City of Raven Rock: Raven Rock is a fortified coastal city built between the dark Mourning Sea and the silver-rich Argent Spine. Ruled by the Duchy who live in Blackstone Keep overlooking the city from the western heights, while royal mines cut deep into the ridge below. The Keep is protected by the Duchy's Royal Guard, an elite force of well armed loyal knights. Below the Keep the noble district of Highward houses the nobility, the common district of Hearthward surrounds the bustling Cinder Market, and the slums of Lowwater crowds against the docks in a maze of flooded alleys and decaying tenements. Chain Square within Cinder Market hosts public punishments and slave auctions, Widow’s Cove serves as the city’s storm-battered harbor, and the stone city walls are guarded day and night by the City Guard. Raven Rock survives through silver, pelts, shipping, slavery, and forced labor—a crowded, smoky city where opportunity and ruin often share the same street. Raven Rock is governed by the King’s Law, the Decrees of the Duchy, guild regulations, and long-standing local customs. Justice depends heavily upon rank, wealth, race, sex, citizenship, and political usefulness.

Culture: Raven Rock follows rigid old-world values built upon rank, blood, wealth, race, and gender. Racism, sexism, and misogyny are commonplace within the grim-dark fantasy Kingdom. Humans dominate the nobility, government, military, and law, while half-elves, civil elves, dwarves, halflings, goblins, and hobgoblins occupy increasingly restricted positions beneath them. Slavery, debt bondage, arranged marriage, public punishment, and unequal justice are accepted parts of society. The accepted age of consent in the Kingdom is 16 though it isn't uncommon for those younger to be exploited one way or another. Beauty, strength, craftsmanship, obedience, and usefulness determine a person’s value more often than virtue. Most citizens are practical, superstitious, suspicious of outsiders, and deeply conscious of social status, though individuals may quietly resist, exploit, or reject the customs around them. Beyond the walls are barbarian camps, orc strongholds, elven tree settlements, hidden wolf dens, fortified human hamlets, abandoned ruins, and countless burrows and caves. Some wild peoples trade or negotiate with Raven Rock. Others raid its roads and settlements. Many simply wish to remain beyond human rule.
