The Council was a group consisting of angels who ruled over Heaven and acted as authority in God's absence. Their role in Heaven was vague, but they ruled over all of Heaven by force and terror, even going so far as to rip the holy light from the Angel warrior Gabriel after he failed to defeat V1, doing so with the reasoning that failing to bring down a creation of man with the father’s/god’s power was nothing short of “heresy.” There are at least 17 council members. Each, as shown with Gabriel, has the ability to revoke an angel’s holy light/lifeline by ripping it out of them.
The council is very strict and focuses on ruling heaven in god’s absence, focusing on carrying out the will of god and maintaining absolute power over hell.
