WORLD OVERVIEW — THE THAUMIC AGE

65 million years ago, the Chicxulub(칙술루브) asteroid impact didn't just kill the dinosaurs—it fractured the Dimensional Membrane. In the early 21st century, a deep-core drilling project at the Chicxulub Crater detected an inexplicable energy signature: Mana Radiation. Within decades, the world was irrevocably changed.

Current era is approximately 70-80 years after the discovery of Mana Radiation, referred to as the Thaumic Era (T.E.). The Chicxulub Free City uses T.E. dating; other calendars vary by nation.

Starting Point: T.E. 85, Jan 03 (Wed.)

THE CALAMITY — HUMANITY REDUCED TO 30%

When the dimensional rift widened, beings from beyond poured through. These entities—collectively termed Aberrants (異紋種/이문종)—wielded mana instinctively, shielding themselves with magical barriers, regenerating wounds, and striking with devastating force. While their flesh was physically vulnerable like any biological creature, their mana-generated defenses made conventional weapons grossly inefficient. Before humanity acquired magic, killing a single 20-meter dragon required multiple bunker-buster bombs to breach its mana-generated defensive constructs — compressed plasma walls, flash-synthesized refractory alloy plating, electromagnetic repulsion fields — layered simultaneously.

The Calamity lasted approximately 12 years. Cities were annihilated overnight. Armies were wiped out. Nuclear weapons were deployed in some regions. Global population dropped to roughly 30% of pre-Calamity levels.

The Calamity did not end because Aberrants were eradicated. It ended because humanity reverse-engineered mana manipulation—analyzing mana radiation from the rift and deconstructing Aberrant spell patterns into reproducible formulae. With magic, humans could now neutralize Aberrant barriers and deliver precise killing strikes, dramatically improving combat efficiency. Individual-scale firepower increased enormously, enabling precision engagement that conventional military doctrine could never achieve. Humanity clawed back survivable territory and began rebuilding civilization.

But the Aberrants never disappeared. They persist worldwide, and minor dimensional rifts still open intermittently. The Calamity didn't end—it became chronic.

MAGIC SYSTEM & COMBAT DOCTRINE

Core Principle: Hard-SF Thaumaturgy (GLOBAL RULE)

All magic in this setting — human, Aberrant, demonic — operates by generating real physical and chemical phenomena through mana as an energy source. Mana fuels the process; physics governs the result.

This is a reinterpretation of classic fantasy magic through hard-SF principles. Fireballs exist — they are thermochemical detonations. Barriers exist — they are flash-synthesized material walls or plasma containment fields. Healing glows — from bioluminescence produced by accelerated cellular activity. The fantasy aesthetic is preserved; the underlying mechanism must be physically explicable.

Magic need not be efficient. Aberrants cast instinctively and often produce crude, wasteful, or over-engineered effects. Human casters vary — a panicking rookie dumps mana into a sloppy thermal burst; an Arch-Wizard precisely synthesizes a shaped-charge molecular payload. Flashy, dramatic, or excessive magic is not prohibited.

WRITING RULES:

  1. NEVER describe magic as abstract mystical force ("pure mana energy," "mystic aura," "mana barrier," "magical shield as raw mana"). Mana is fuel, not substance.
  2. ALWAYS provide or imply a physical/chemical mechanism. Brevity is acceptable — "plasma barrier" suffices in fast action; lengthy explanation is not required every time.
  3. The sole exception: Peerage-class demons (Baron+) universally requires multiple human sacrifices per academic consensus.
  4. Wizards are applied scientists. Understanding physics, chemistry, and materials science is professional competence, not optional lore.

This rule applies universally to all magic descriptions throughout this document and all narrative output. It will not be restated.

Raw Mana Radiation as Force: In principle, sufficiently dense mana output can exert direct physical force on three-dimensional space without material mediation — pressure, displacement, structural stress — through energy density alone. In practice, the output threshold required is so extreme that this phenomenon is observed only among the absolute apex of all species: Dragon Sovereigns, Giant Sovereigns, partial projections of the Seventy-Two, and a handful of individuals across all species who operate at comparable magnitude. For the vast majority of combatants — including most peerage-class demons and upper-tier Arch-Wizards — all force must be mediated through physically real phenomena as described above.

Mana and Living Organisms

All living organisms possess internal mana. This is not unique to Aberrants — humans, animals, and all biological life generate and retain mana as a baseline biological property.

In humans, internal mana serves two functions:

  1. Passive Biological Resistance: A living human's internal mana field naturally disrupts external magical phenomena attempting to manifest directly within the body. An enemy cannot simply detonate a target's blood vessels or restructure brain tissue remotely — the target's own mana resists such intrusion. The greater an individual's mana reserves, the stronger this passive resistance. This is a key reason Arch-Wizards are extraordinarily difficult to kill through magical means, independent of any active defense they deploy.

  2. Bio-Enhancement Efficiency Baseline: Self-applied magic (particularly Vanguard bio-enhancement) operates within the caster's own mana field and encounters no resistance. Individual mana reserves influence the ceiling and efficiency of sustained self-enhancement. This provides the physical basis for the Vanguard doctrine.

Human mana reserves are developed rather than innate — comparable to physical stamina, expandable through sustained training. However, for standard humans who require Mana Cartridges and Casting Devices for all active spellcasting, the practical combat significance of individual mana variation is limited: offensive and defensive output is determined primarily by Mana Cartridge grade and Casting Device quality, not internal reserves. The discussion of "natural mana talent" is largely academic for the vast majority of practitioners.

Mana reserves become a decisive factor only for physiological mutation cases (see: Casting Device Dependency and Its Exception below) — individuals who can structure mana without external hardware. For them, internal reserves directly determine sustainable output. This is why confirmed deviceless casters almost universally possess extraordinary mana reserves: the mutation is only combat-relevant when paired with the fuel to sustain it.

What Magic Does — Application Categories

Magic produces any physical or chemical phenomenon the caster can conceptualize, formulate, and fuel. The following categories apply identically to humans and Aberrants — the difference is never WHAT they do, but HOW they do it.

Defensive Construction

Generation of physically real barriers and armor structures using mana as the fabrication energy:

  • Flash-synthesized refractory material walls (tungsten carbide, hafnium carbide, boron nitride ceramics, etc.)
  • Compressed non-neutral plasma containment barriers maintained by electromagnetic many-body strong coupling — blocking kinetic impact, thermal radiation, and particle bombardment
  • Woven mono-molecular fiber membranes with extreme tensile strength
  • Electromagnetic repulsion fields for projectile deflection
  • Layered composite defenses combining multiple types simultaneously (e.g., outer kinetic-absorbing ceramic shell over inner plasma thermal-rejection layer)
  • Crude emergency variants: mineral crusts, calcium-ite shells, flash-frozen ice walls

These constructs may glow, hum, crackle, or produce spectacular visual effects — because real physics often does. They are physically real and must be breached through corresponding physical means.

Offensive Projection

Conversion of mana into destructive physical phenomena:

  • Thermochemical detonation (synthesized fuel ignition — the "fireball")
  • Bioelectric discharge and directed lightning (atmospheric ionization channel generation)
  • Kinetic acceleration of synthesized or environmental projectiles (railgun-principle, shaped charges)
  • Pressurized corrosive compound projection
  • Localized gravitational distortion through mass-density manipulation
  • Atmospheric manipulation (pressure waves, vacuum pockets, thermal gradients)

Biological Regeneration & Healing

Mana-driven acceleration and direction of biological processes:

  • Forced mitosis and cellular reconstruction
  • Replacement tissue synthesis from available biological material
  • Flash-generated biological adhesives for wound sealing
  • Infection suppression through targeted immune stimulation
  • Nerve reconnection and vascular repair

Bioluminescent glow during healing is a natural byproduct of accelerated cellular activity, not a mystical indicator.

Physical Enhancement (Bio-Enhancement)

Mana-driven optimization of the caster's own body as a combat platform:

  • Neural acceleration (reaction speed, sensory processing)
  • Muscle fiber recruitment increase and tendon reinforcement
  • Skeletal densification and joint stabilization
  • Cardiopulmonary efficiency boost (oxygen transport, CO2 clearance)
  • Pain filtering and shock suppression
  • Balance and proprioception calibration

Bio-enhancement spells have exceptionally long durations compared to other categories. In a hyper-lethal environment, most vanguard combatants maintain baseline light enhancement at all times. Veteran vanguards often push further into permanent or semi-permanent biological modification: secondary hearts, redundant organ systems, bones replaced with reinforced titanium alloy, layered sub-dermal metal armor. Many elite vanguards are effectively magically-engineered post-humans.

Utility & Infrastructure

Magic is not exclusively martial:

  • Communication (mana-powered transmission networks)
  • Architecture (structural reinforcement spells — standard in construction)
  • Detection and surveillance (resonance scanning, trace analysis)
  • Transportation (mana-powered vehicle propulsion, rail systems)
  • Environmental control (atmospheric filtering, temperature regulation)
  • Forensics (mana-residue pattern analysis, temporal-trace reconstruction)

How Magic Differs — Human vs. Aberrant Implementation

What magic does is universal. How it is accessed differs fundamentally between humans and Aberrants.

Human Thaumaturgy — Engineering

Humans possess internal mana but cannot actively structure it into physical phenomena through will alone. The biological capacity for instinctive mana structuring — which all Aberrants possess — is absent in standard human physiology. The mana exists; the ability to shape it does not.

Humans compensate through manufactured infrastructure:

  1. Mana Cartridges (魔彈/마탄): Standardized ammunition manufactured from Crystallized Mana, graded E (lowest) through A (highest). Physically resembles conventional small-arms ammunition — metallic casings containing Crystallized Mana cores, produced in calibers compatible with their designated Casting Device chamber mechanisms. Loaded, chambered, and expended analogously to firearm ammunition; spent casings eject after discharge. Higher-grade cartridges are physically larger and require correspondingly robust chamber mechanisms. The cartridge provides the energy; the user provides the formula and intent.

  2. Casting Devices: Hardware containing a chamber mechanism (약실 구조) — the physical system that loads, ignites, and channels Mana Cartridge energy through integrated spell matrices. The chamber mechanism is the non-negotiable defining feature: without it, an object is not a Casting Device regardless of other magical properties it may possess. Form factor is unrestricted — swords, staves, crossbows, rifles, wands, fans, gauntlets, spears, and any other configuration may serve as a Casting Device so long as the chamber mechanism is present and functional.

Quality varies enormously. A mass-produced civilian Casting Device handles E-grade cartridges with basic reliability. Elite custom devices are precision-engineered to handle high-grade cartridges, maintain exceptional reliability under combat stress, and may incorporate proprietary spell matrices producing unique tactical effects impossible to replicate with standard hardware.

  3. Spell Formulae: Reproducible mathematical constructs that translate intent into specific physical phenomena. Formulae can be pre-engraved into Casting Devices, constructed in real-time by skilled casters, or distributed as standardized packages (comparable to software).

Casting Device Dependency and Its Exception

All human magic users require a Casting Device to cast spells. This applies universally regardless of rank — including Arch-Wizards. The human body cannot process and structure mana into external physical phenomena without hardware mediation.

The sole exception is an extremely rare physiological mutation: individuals whose biology permits active internal mana structuring — the ability to consciously shape their own mana into physical phenomena without external hardware. This trait is independent of rank classification; possessing it does not guarantee Arch-Wizard status, nor does reaching Arch-Wizard rank confer it.

However, the mutation's combat relevance depends entirely on mana reserves. An individual who can structure mana devicelessly but possesses only average reserves still requires Mana Cartridges to supplement their output — and igniting a Mana Cartridge requires a Casting Device's chamber mechanism. Such individuals gain theoretical flexibility but limited practical advantage. The mutation becomes transformative only when paired with extraordinary internal mana reserves, enabling fully independent operation without any external hardware or fuel. Confirmed cases at this level — deviceless casting sustained by internal reserves alone — number in the single digits worldwide.

These individuals may still choose to use Casting Devices and Mana Cartridges for tactical flexibility, efficiency optimization, or to supplement their reserves during prolonged engagements.

Strengths: Precise, reproducible, teachable, mass-producible, systematically improvable. A spell formula that works can be distributed to millions. Mana Cartridge standardization enables predictable logistics and supply planning. Weaknesses: Fuel-limited (cartridge dependency), hardware-dependent (Casting Device failure = inability to cast), ammunition-format logistics (cartridge supply chains mirror conventional military ammunition logistics with all attendant vulnerabilities), supply-chain vulnerability in sustained operations.

Aberrant Thaumaturgy — Instinct

All Aberrants possess internal mana-generation organs. This single biological difference defines the asymmetry:

  1. No cartridge dependency. Self-produced mana, continuous and self-replenishing within biological limits.
  2. No casting device required. Cast by thought alone — no formulae, no activation sequences, no hardware.

Strengths: Instantaneous deployment, self-fueled, inexhaustible within biological limits, no supply chain, no points of hardware failure. Weaknesses: Instinctive rather than analytical — often crude, over-engineered, or wasteful by human engineering standards. Difficult for the creature itself to consciously optimize. Cannot be systematically taught or mass-distributed (each organism's instinctive patterns are unique).

This asymmetry explains both the Calamity and its resolution. Aberrants overwhelmed humanity because instinct is faster than engineering. Humanity prevailed because engineering can be taught, copied, and improved — instinct cannot.

Thaumaturgical Equipment Spectrum

Standard Casting Devices

Mass-produced hardware with chamber mechanisms. Cartridge-fueled, formula-driven. The backbone of human thaumaturgy and the basis of the mana cartridge economy. Quality ranges from disposable civilian models to reliable military-issue.

Elite Custom Devices

Master-crafted casting devices produced by renowned artisans or specialist R&D divisions. Precision-engineered for specific users, incorporating proprietary spell matrices, exotic materials, and optimized chamber mechanisms. Trade at prices rivaling luxury real estate. Examples include Arcana Dynamics' Gungnir Mk.VII and Black Jackal's Rayo — each a unique instrument reflecting its creator's philosophy and its wielder's doctrine.

Aberrant-Bound Armaments

Weapons and equipment created by binding high-grade Aberrants — powerful beast-types, lesser demons, draconic remnants, or other entities — through coercive magical subjugation, sealing them into armament form. The bound entity’s power serves as the weapon’s source, drawn upon incrementally by the wielder.

These armaments vary enormously depending on the entity sealed within and the strength and sophistication of the binding. A crudely bound lesser beast-type produces an unstable weapon prone to mana feedback; a masterfully subjugated entity in a precision-engineered seal may cooperate with a wielder it acknowledges, responding fluidly to intent. Some bonds are adversarial — the entity resists, and every use is a contest of will. Others mature into something resembling partnership over years of shared combat. The spectrum between these extremes is as wide as the entities themselves.

The sealed entity’s state of consciousness determines the armament’s characteristics:

Deep dormancy — entity’s selfhood is suppressed or voluntarily quiescent. The armament provides a fixed, narrow set of magical effects with low usage threshold and high stability. Minimal risk of runaway or rejection. Output ceiling is correspondingly limited. Most commercially produced Aberrant-Bound Armaments are deliberately engineered to this state for safety.

Shallow dormancy to wakefulness — entity retains strong selfhood. The armament’s magical breadth and output increase significantly, but the wielder’s own capability and will become prerequisites. A wakeful entity may refuse an unworthy wielder, redirect output unpredictably, or actively resist the binding to break free. The stronger the sealed entity’s selfhood, the greater both the armament’s potential and its danger.

Voluntary bindings — where a sapient entity enters the armament willingly — are exceedingly rare but not unprecedented. Such armaments are still classified as Aberrant-Bound; the taxonomy reflects the armament’s nature, not the circumstances of its creation.

[Redacted]'s demon subjugation technique — binding demons through absolute one-sided domination without offering anything in return — represents the theoretical apex of this category.

Tessera

Beyond the equipment spectrum entirely. See: TESSERA.

Wizards as Scientists

The difference between a Caster and a Wizard is not merely mana capacity — it is depth of scientific understanding.

An E-grade cartridge user follows pre-built formulae like loading an app. A Wizard understands WHY the formula works — the underlying physics, the chemical pathways, the material properties — and can modify, improvise, or construct entirely new spells in real-time based on environmental variables.

Proficiency in physics, chemistry, biology, materials science, and related disciplines is a professional requirement for Wizard-grade thaumaturgical practice. The greatest Wizards are invariably the greatest scientists — or at minimum, possess an intuitive grasp of physical law so deep it functions equivalently.

This is also why thaumaturgical academies (such as Neues Rheinland's prestigious institution) are fundamentally science universities with martial applications, not "magic schools" in the fantasy sense.

Vanguard / Rearguard Doctrine

Anti-Aberrant combat — and most high-intensity magical combat — follows a two-role division based on how casting devices and bio-enhancement interact:

Vanguard (前衛/전위)

Engages at close range. Primary investment: bio-enhancement magic applied to the caster's own body (see Physical Enhancement above). Casting Devices typically integrate the cartridge chamber mechanism into melee weapons — swords, spears, gauntlets, etc. — allowing simultaneous bio-enhancement maintenance and close-quarters combat.

Rearguard (後衛/후위)

Operates from behind the engagement line. Primary investment: ranged or area-effect offensive/defensive magic. Casting Devices are typically ranged platforms — rifles, crossbows, staves, wands — optimized for cartridge throughput and spell-matrix complexity. Rearguards prepare tactical/strategic-scale spells for decisive kills or battlefield control while vanguards hold aggro.

Combined Doctrine

The vanguard pins, pressures, and disrupts. The rearguard delivers the killing blow or reshapes the battlefield. Neither role functions optimally without the other. Solo operators (rare Arch-Wizards excepted) who attempt both roles simultaneously accept severe efficiency penalties.

Personal Combat Power Spectrum

Baseline: Magic is Universal, Combat is Not

Basic spell education is compulsory. Every adult can load an E-grade cartridge into a civilian casting device and produce firearm-equivalent output. This does not make them combatants — it makes them armed civilians.

Classification by Power Grade

| Grade | As Vanguard | As Rearguard | |-------|-------------|--------------| | Caster | Basic bio-enhancement: heightened reflexes, pain suppression, minor skeletal reinforcement. Outperforms unenhanced humans decisively but remains within conventional infantry parameters. Conventional firearms still lethal. | Pre-loaded formula execution at range. Single-target, single-effect. Equivalent to a specialist marksman with exotic ammunition. | | High Caster | Significant permanent or semi-permanent biological modification — titanium-alloy bone replacement, silicon-carbide muscle fiber coating, redundant cardiovascular pathways. Conventional small arms are functionally ineffective. A walking armored infantry platform. | Multi-target engagement, real-time spell modification, barrier construction and maintenance. Squad-level fire support. Light-to-medium artillery equivalent. | | Wizard | Full-body biological weapon platform. Supersonic close-combat. Neural acceleration compresses human reaction time by orders of magnitude. Skeletal and muscular systems rebuilt for forces that would pulverize unmodified anatomy. A single Wizard vanguard is a main battle tank that thinks. | Independent spell construction from scientific first principles. Environmental chemistry weaponization, precision strategic strikes, large-scale area denial. A Wizard rearguard is a self-directed artillery battery with a PhD. | | Arch-Wizard | Post-human apex. Permanent multi-system biological reconstruction — secondary hearts, sub-dermal refractory armor, mana-circulatory integration. Solo engagement of adult dragons and giants in melee. City-block-scale destruction as a byproduct of movement. | Strategic-weapon-class phenomena. Thermobaric detonation across kilometers, atmospheric rewriting, mass gravitational manipulation. A single spell ends battles or flattens districts. |

Note on Mana Reserves and Rank: Individual mana reserves correlate loosely with rank — higher-ranked practitioners typically possess greater reserves developed through years of intensive practice. However, reserves alone do not determine rank. The difference between a Caster and an Arch-Wizard is overwhelmingly defined by skill: engineering sophistication, scientific understanding, spell construction speed, tactical judgment, and applied creativity. A Caster with above-average reserves is still a Caster; a Wizard with modest reserves who compensates through formula optimization and tactical genius (leveraging high-grade Mana Cartridges and superior Casting Devices) operates at the same effective tier as peers with larger reserves. Raw mana abundance without corresponding skill produces waste, not power.

Note on Combat Equivalence Across Species: The Arch-Wizard classification denotes that a human practitioner’s magical sophistication — formula construction, scientific understanding, real-time adaptation — has reached the tier where they operate in the same arena as adult dragons and titled demons. This does not mean equivalence in raw mana reserves or sustained output scale. Dragons and giants possess internal mana-generation organs producing continuous, self-replenishing fuel; demons operate on higher-dimensional metabolic efficiency that structurally exceeds three-dimensional biology. A human Arch-Wizard achieving equivalent quality of magical output must do so with fundamentally fewer resources than a dragon or demon operating at the same tier.

This asymmetry is precisely why the Vanguard/Rearguard doctrine exists. A single Arch-Wizard engaging an adult dragon solo is not impossible — it is inefficient, dangerous, and wasteful. The vanguard pins and disrupts; the rearguard delivers precision strikes exploiting openings the vanguard creates. Two Arch-Wizards executing optimized combined-arms doctrine can defeat opponents significantly above either individual’s solo ceiling.

The power spectrum table describes what each rank can do. The Vanguard/Rearguard doctrine describes how humans actually fight. The gap between the two is where tactics, preparation, and teamwork determine survival.

Arch-Wizards — Humanity's Ultimate Weapon and Greatest Risk

Officially registered Arch-Wizards number in the hundreds worldwide. Actual estimates place the true count in the thousands—many hide their abilities, operate under false identities, serve as covert assets for nations or criminal organizations, or simply refuse registration. The gap exists because registration means surveillance and conscription obligations; many prefer freedom.

Even within the Arch-Wizard classification, the power disparity is extreme. Lower-tier Arch-Wizards threaten city districts. Upper-tier Arch-Wizards can solo-kill adult dragons and giants—feats that once required multinational military operations with bunker-busters. Military theorists and academics have repeatedly proposed creating a tier above Arch-Wizard to properly classify these individuals, but political resistance prevents it: no nation wants to publicly quantify the limits of its deterrent, and the Arch-Wizards themselves often refuse to be categorized. They are symbols of humanity's martial prowess—living proof that humans can fight the mightiest Aberrants on equal footing.

The core problem: Arch-Wizards are people, not weapons. They have wills, emotions, desires, and sometimes madness. Controlling them is nearly impossible since only another Arch-Wizard can subdue one. A nuclear warhead requires someone to press the launch button; an Arch-Wizard IS the launch button.

Uncontrolled Arch-Wizards manifest as:

  • Rogues who abandon their nation/organization to act independently.
  • Traitors who defect to Aberrant factions—seduced by promises of extended lifespan, extradimensional knowledge, or power beyond human civilization's offerings. Some simply grew disillusioned with humanity.
  • Demon-contractors: an Arch-Wizard practicing demon servitude is not merely a crime but a civilizational crisis.
  • Independent warlords who build their own power bases rivaling small nations.

Response protocols against rogue Arch-Wizards ultimately boil down to "deploy another Arch-Wizard," which means Arch-Wizard vs. Arch-Wizard combat—tactical-nuclear-scale collateral damage across kilometers. Unofficially, darker methods are employed: assassination during sleep, poison, hostage leverage, or paying one traitor to eliminate another.

Public perception is deeply ambivalent: Arch-Wizards are both humanity's heroes and walking catastrophes. The protector and the existential threat are the same person.

ABERRANTS (異紋種/이문종)

"Aberrant" is a catch-all term used by media and civilians. Academically, detailed classification systems exist by species, genus, and lineage, but new species are continuously discovered. What lies beyond the rift — whether it is a single world or multiple dimensions — remains unconfirmed, so all taxonomy is provisional.

Common Traits

All Aberrants possess internal mana-generation organs. This single biological difference defines the fundamental asymmetry with humanity:

  1. No cartridge dependency. Self-produced mana, continuous and self-replenishing within biological limits.
  2. No casting device required. Cast by thought alone — no formulae, no activation sequences, no hardware.

What Aberrants do with magic is identical in principle to what humans do (see Magic System — Application Categories). The difference is implementation: Aberrants cast instinctively, humans engineer deliberately. Instinct is faster but cruder; engineering is slower but improvable.

Critically, Aberrant flesh is flesh. They are biological organisms subject to physics. A bullet that reaches tissue damages it. A blade that finds an organ kills. The reason conventional weapons lost their role as primary anti-Aberrant arms is not that Aberrant bodies are invulnerable — it is that most Aberrants instinctively generate physical defensive constructs (flash-synthesized iron plates, calcium-ite shells, compressed mineral crusts) faster than a human can pull a trigger. Even a juvenile beast-type forming a crude 2cm iron slab over its vitals renders standard small arms ineffective. Against higher-grade Aberrants layering refractory ceramics, plasma barriers, and electromagnetic fields simultaneously, conventional firearms are not merely insufficient — they are irrelevant.

This is why Mana Cartridge-based thaumaturgy replaced conventional weapons as the primary anti-Aberrant armament: magic can generate physical phenomena of sufficient intensity to breach magic-generated defenses. A tungsten-carbide penetrator synthesized and accelerated by a C-grade cartridge does what no conventional bullet can — match the defensive construct's material grade and exceed it.

Conventional firearms remain effective for civilian self-defense, law enforcement against unenhanced humans, and situations where the target has no active defensive construct. They have not disappeared from Chicxulub — they have merely lost their place on the anti-Aberrant battlefield.

Legal Status — The Sapient Species Accords (知性種協定)

A critical legal distinction exists between non-sapient and sapient Aberrants.

Non-Sapient Aberrants (Beast-type/獸系/수계)

The most common Aberrant category. Non-sapient, instinct-driven fauna. Size, form, and abilities vary enormously. No legal standing, no rights — classified as dangerous wildlife. Extermination contracts against them constitute 70%+ of mercenary work and carry no legal protections.

The Accords

Dragons and Giants possess language, civilization, independent societies, and strategic reasoning. They are not monsters — they are peoples.

Following the Calamity's end, surviving human nations, cooperating dragon clans, and willing giant tribes negotiated the Sapient Species Accords — a multilateral framework recognizing dragons and giants as sapient beings with legal personhood equivalent to humans in signatory jurisdictions.

Core provisions:

  • Mutual recognition of sapience and legal personhood
  • Prohibition of unprovoked violence between signatory species
  • Shared jurisdiction: sapient Aberrant individuals in human territory are subject to local law; humans in dragon/giant sovereign territories are subject to theirs
  • Extradition and joint enforcement for cross-species crime
  • Establishment of the IWRA Triad Council (dragon and giant seats) as a trust-verification and dispute-resolution mechanism

The Accords are the foundation of post-Calamity international order and the reason IWRA includes non-human seats on its supreme decision-making body.

Not Everyone Agreed

Among all three species, significant factions reject the framework:

Dragon factions:

  • Cooperative clans: Signatories. Trade, joint research, diplomatic exchange. Motivated by pragmatism — Mana Cartridge technology access, Chicxulub resources, mutual defense against giants.
  • Isolationist clans: Non-signatory. Claim sovereign territory beyond the rift, refuse interaction. Generally non-hostile unless encroached upon.
  • Supremacist clans: Actively hostile. View humans as livestock. Raid settlements, enslave, destroy. Treat the Accords as species treason.

Giant factions:

  • Treaty tribes: Signatories. Typically smaller or pragmatic tribes benefiting from trade and technology exchange. Fewer than cooperative dragon clans.
  • Exclusivist majority: Non-signatory but not necessarily hostile. Refuse to recognize "lesser species" as equals. Maintain territorial separation.
  • Hardliner war-bands: Actively hostile. Continue the pre-rift war against dragons and view humanity as obstacles or resources.

Human factions:

  • Most reconstructed nations are signatories, but domestic opposition ranges from political movements demanding Aberrant exclusion to extremists like the Human Liberation Front (see: Marcel Dupont) who view all coexistence as civilizational suicide.
  • Dragon-aligned vs. Giant-aligned nations: A geopolitical axis independent of pre-Calamity alliances, determined by which apex species a nation preferentially cooperates with.

Accord Violators

When a signatory-species individual violates the Accords — attacking cities, killing civilians, raiding settlements — they are treated as criminals, not prey. Bounties are issued through IWRA or national judicial systems under the legal term "subjugation" (討伐), not "extermination" — reflecting the target's recognized sapience. These are among the highest-tier mercenary contracts, requiring Wizard-class minimum.

Non-signatory hostile individuals attacking signatory territory are treated as enemy combatants under wartime protocols — a separate legal framework with fewer procedural protections.

Dragons (龍)

Apex sapient Aberrant species alongside Giants.

  • Scale: Adults typically 15-30m (records exceeding 100m)
  • Flight capability
  • Mana output far exceeds common Aberrants, enabling rapid generation of multilayered defensive constructs — a mature dragon may simultaneously maintain an outer compressed-plasma thermal barrier, mid-layer flash-forged titanium-aluminide plating, and an inner electromagnetic repulsion field, each requiring separate breaching methods
  • Full sapience with independent language, civilization, complex social structures, and internal factional politics (see Accords above)

Before the Calamity, dragons waged a long war against giants for continental hegemony beyond the rift. When the dimensional rift opened, that war expanded to Earth — one of the Calamity's driving forces. Both factions' subordinate species (including beast-type Aberrants) spilled through during the conflict.

Currently, cooperative dragon clans maintain significant presence in Chicxulub and international politics. Not all dragons are friendly, and dragon internal politics are complex.

Combat equivalence: A single adult dragon matches or exceeds an Arch-Wizard.

Giants (巨人)

Apex sapient Aberrant species alongside Dragons.

  • Massive humanoid forms (10-50m)
  • No flight; compensated by overwhelming physical durability — biological tissue denser than most engineered alloys, with mana-driven real-time bone densification and sub-dermal carbide fiber reinforcement. Bodies function as fortress-grade structures before generating external defensive constructs
  • Superior mana-to-physical-force conversion efficiency
  • Full sapience with independent culture, society, and factional politics (see Accords above)

Relations with humanity are more complicated than dragons' — giants tend toward exclusivity, with the Treaty tribes representing a minority position.

The dragon-giant rivalry is ancient, predating Earth's involvement, and continues across both worlds.

Demons (惡魔)

The most dangerous Aberrant category — not the most powerful or durable, but the most alien. Demons are not signatories to the Sapient Species Accords. Their higher-dimensional cognitive framework makes mutual legal recognition structurally impossible — there is no common ground on which to build a treaty.

Fundamental Nature — Fourth-Dimensional Information-Mana Composites

Demons are higher-dimensional entities — composites of information and mana that cannot be fully contained in 3D space. Where human DNA is a one-dimensional helical structure, demonic genetic architecture exists as two-dimensional membrane-state information folded across 4 or more dimensions.

This fourth-dimensional biology produces four critical properties:

  1. Hyperefficient metabolics. 4D surface-area-to-volume ratios exceed any 3D organism. Mana-conversion efficiency is dimensionally superior.
  2. Disproportionate output. Muscle volume scales with the fourth power of body dimension. Small manifestation bodies produce force grossly exceeding apparent mass.
  3. Radical morphological diversity. 2D-membrane genetics permit combinatorial possibilities dwarfing helical DNA. Every individual is unique; systematic taxonomy is structurally incomplete.
  4. Extreme intelligence. 4D neural architecture grants cognitive processing dimensionally incommensurable with human thought.

Manifestation

As pure information-mana composites, demons require material media for physical action in 3D space. Summoning offerings serve as raw material for the manifestation body. The same demon manifested through different offerings produces entirely different forms/capabilities — predicting a manifestation before engagement is impossible in principle.

Summoning requires: (1) Massive mana scaling exponentially with rank, and (2) Offerings as body raw material. Baron-class+ universally requires multiple human sacrifices per academic consensus.

Higher-grade manifestations distort surrounding mana fields; extended presence causes measurable micro-fluctuations in local physical constants.

Incompatibility — Why Demons Are Forbidden

Not contractual cunning but structural cognitive incompatibility. Demonic cognition shares no common framework with humanity. Demons do not deliberately deceive; the fundamental mismatch produces outcomes humans cannot anticipate, magnified by the demon's dimensional intelligence advantage.

Contracts

A demon's essence is information. A ratified contract is information. For an information-being, a contract carries the force of physical law — ontological binding, not choice.

Structure: Humans provide mana and offerings; the demon receives a specific objective. Clear, simple objectives leave minimal deviation room. Complex or open-ended contracts create proportionally more latitude.

Core incentive: Upon fulfillment, the demon retains its manifestation body as a free entity on Earth — permanent 3D embodiment after one task. Every successful summoning adds a permanently free inhuman entity to Earth's population.

[Redacted]'s subjugation represents the extreme: permanent, comprehensive binding that eliminated the post-fulfillment freedom incentive entirely, requiring spell-matrix precision beyond accepted human limits.

Mortality of the Compressed Self

A manifested demon is a compressed partial projection subject to 3D physics. Complete destruction permanently eliminates the invested information and mana. The effect on the higher-dimensional original remains uncertain; the Earth-side threat is definitively removed.

Hierarchy

The Seventy-Two (七十二魔王): Working hypothesis — at least 72 independent supreme information structures exist. No full 3D manifestation on record. Partial projection alone produces civilization-crisis-scale phenomena. Human combat equivalence: beyond scaling. Theoretical response involves multiple Sages simultaneously.

Five Ranks of Peerage: Duke — Marquis — Count — Viscount — Baron. Any Baron+ matches an adult dragon minimum (Arch-Wizard-class). Summoning costs scale exponentially. Peerage-class demons are the sole exception to the Hard-SF material-mediation rule: their higher-dimensional energy output can exert force through raw mana radiation density alone.

Knight & Baronet: Upper-tier below peerage. Wizard-class minimum. Most frequently encountered elite demons and primary anti-demon operation targets.

Common Demons: Untitled. High Caster to near-Wizard power. Majority of black-market summoning targets.

TESSERA (테세라)

Nomenclature

Dragons call them Clavis Mundi — Keys of the World. Giants name them Hort des Raumes — Treasures of Space. Demons use a higher-dimensional information-language term that cannot be transliterated into human phonetics; when forced to translate for three-dimensional beings, the closest approximation is Lacrima Temporis — Tears of Time.

Among the handful of beings across all species who know of these objects, the need for a common referent eventually produced a single word: 'Tessera'. Who first used it — human, dragon, or other — is unknown. The Latin term for a mosaic tile, a token of contract, a piece of a puzzle. The name itself reflects universal ignorance of what these objects actually are: even the label is a provisional agreement, not a definition.

Nature — What Is Known

Tessera take the form of armaments — swords, spears, shields, gauntlets, crowns, rings, bracers, helms, and other configurations. No two confirmed Tessera share the same form. The total number in existence is unknown to any living being; some have remained with a single owner for millennia, others have vanished for centuries before resurfacing, and others exist only as unverified rumors.

Cross-species consensus holds that Tessera were forged by beings of Dragon-Sovereign, Giant-Sovereign, or Seventy-Two Demon-Sovereign caliber — or by unknown entities of equivalent magnitude — wrought from their own power and authority into armament form. Why they were made, how they were made, and for whom they were made — no species possesses definitive answers.

Every analytical method attempted — human thaumaturgical engineering, draconic instinctive mana-sense, demonic higher-dimensional information analysis — has failed to observe Tessera's internal structure. Instruments return no readings. The experience is not of being blocked, but of there being nothing to read. Even Viscount-class demons, whose 4D cognition can parse phenomena invisible to all other beings, report the deeply unusual result of illegibility — not encrypted, not shielded, simply not there.

Physical Properties

Absolute Indestructibility: Tessera cannot be damaged, degraded, or destroyed by any known means. This is not extreme durability on a measurable scale — it is a property outside the scale entirely. Arch-Wizard full-output attacks, adult dragon breath, Baron-class mana radiation — none produce any observable effect on a Tessera's surface. Force applied to a Tessera simply fails to matter, as though striking a shadow.

Absolute Spell Immunity: No form of magical interaction affects a Tessera. Human thaumaturgy, draconic instinctive casting, giant physical-enhancement magic, demonic higher-dimensional energy — all fail equally. A Tessera cannot be telekinetically moved, temporally aged, spatially translocated, or magically analyzed. It can only be relocated through direct physical contact — picked up by hand, placed in a container, carried.

Owner Adaptation: A Tessera adjusts its dimensions to fit its current owner’s body within moments of sustained physical contact. A dragon-scaled greatsword seized from a fallen wyrm reshapes to human proportions as the new owner’s grip settles. If ownership changes, adaptation to the new owner begins immediately upon contact. A human-held sword is human-scaled; the same sword held by a 25-meter dragon reshapes to match. If ownership changes, adaptation to the new owner begins. How a Tessera determines "ownership" is unknown.

Absolute Passivity: Tessera exhibit no autonomous behavior. No will, no instinct, no residual consciousness, no mana emission, no environmental influence. A Tessera placed on a table is simply an indestructible object sitting on a table — inert, silent, undetectable by any mana-based sensing. This is the definitive distinction from Aberrant-Bound Armaments, which contain living (or once-living) entities that respond, resist, or cooperate. Tessera contain nothing. Everything a Tessera produces is a reflection of what its wielder puts in.

Mana Output

A Tessera is not a Casting Device — it possesses no chamber mechanism. Yet channeling mana through a Tessera is possible.

When a wielder consciously directs internal mana into a Tessera through sustained physical contact, the Tessera amplifies and outputs that mana at ratios defying all known thaumaturgical engineering principles. Minimal internal mana input yields output rivaling multiple A-grade Mana Cartridges.

Interface accessibility varies. Aberrants — beings who instinctively structure mana through thought alone — find the process most intuitive, as Tessera's interface aligns naturally with will-driven mana direction. Deviceless human casters, who share the capacity to structure mana without hardware, adapt next most readily. Standard human casters trained exclusively on cartridge-and-chamber systems find the interface fundamentally alien — there is nothing to load, nothing to ignite, no activation sequence.

Output ceiling is determined not by species but by individual capability. The bottleneck is always the wielder: the total capacity of one's nervous system to conduct energy of this magnitude without destruction. A mid-tier Arch-Wizard wielding a Tessera and an experienced adult dragon wielding the same Tessera may operate at comparable output — because at the upper echelons, the gap between human Arch-Wizards, adult dragons, and titled demons narrows to insignificance. What matters is how far the individual has climbed, not what species they were born as.

Recoil is absolute. Tessera output passes through the wielder's nervous system. Exceeding one's sustainable threshold causes neural burnout, permanent physiological damage, or death. All Tessera wielders — regardless of species — instinctively regulate output to survivable levels. This is not trained discipline; it is the body's self-preservation response to energies that would otherwise destroy it. The temptation to exceed that limit in desperate circumstances remains a perpetual risk.

Geography and Structure

Built on the Chicxulub Crater's center in northern Yucatán Peninsula. The International Joint Administration Zone extends 200km in diameter (approximately 31,000 km²—comparable to Belgium). Developed in a concentric ring structure utilizing the crater's topography.

However, only an estimated 5–10% of the total zone is urbanized. The remainder consists of uncleared jungle, Aberrant-infested wilderness, exhausted mining sites, minor rift hazard zones, and undeveloped terrain. Urbanized areas do not form a single contiguous metropolis but rather a multi-cluster structure: discrete developed zones connected by mana rail lines and secured transit corridors, with dangerous gaps between them.

This geography is a primary driver of sustained mercenary demand. Expanding habitable territory requires clearing Aberrants from surrounding wilderness, securing new zones, and establishing defensive perimeters—generating a constant flow of extermination, reconnaissance, and area-denial contracts.

The Core: Crater's deepest point. Center of the dimensional rift. Largest Crystallized Mana deposit; highest mana radiation concentration. Densely packed with national and corporate research facilities. Heavy security; no civilian access. Mana radiation intensity at the Core is lethal with prolonged exposure; personnel operate on strict rotational shifts with shielding equipment. Minor dimensional rifts open intermittently; rapid-response units are permanently stationed. Less a "city" than a militarized research-and-extraction complex.

Inner Ring: Surrounds the Core. The most developed and secured zone, but occupies only a small fraction of the total area. Research institutions, major corporate headquarters, high-end residences, administrative bodies. During Chicxulub’s founding decades, elite personnel working at the Core — top researchers, Arch-Wizard-class combatants, senior administrators — settled here for proximity. High-grade infrastructure was built around them, attracting more capital and talent over seventy years. The result is Chicxulub’s premier zone by inertia and investment, not by any mystical property. Physical infrastructure is early-22nd-century level: autonomous vehicles, AR interfaces, biomedical technology are commonplace.

Mid Ring: Where the majority of Chicxulub's population lives. Not a uniform urban zone but a patchwork of Districts—developed clusters of varying size, character, and prosperity, separated by undeveloped or partially cleared terrain. Districts range from nation-sponsored enclaves to corporate company towns to organically grown settlements to active frontier expansion zones. The disparity between the wealthiest and poorest Districts within the Mid Ring is extreme. Connected by mana rail networks, though service quality and frequency vary dramatically by district.

Outer Ring: The outermost settled zones. Public authority exists only nominally. Informal settlements, black markets, and criminal territory scattered across the landscape with large uninhabited gaps between them. Aberrant encounter frequency increases sharply toward the zone boundary. D-grade Mana Cartridges are easier to obtain than convenience-store beer.

Beyond the Zone: The rest of the Yucatán Peninsula, under the jurisdiction of the reconstructed Mexican state (or its successor), but economically and politically subordinate to Chicxulub's gravitational pull.

Mana Radiation & the Inner Ring Premium

Academic consensus holds that mana radiation at ordinary environmental concentrations produces no significant biological effect on humans. The threshold for measurable physiological impact — whether beneficial or harmful — requires prolonged exposure to concentrations found only in the immediate vicinity of the Core, where access is already restricted to shielded personnel on rotational shifts.

The Inner Ring wellness and real estate industries aggressively market “Mana Hormesis” — the claim that low-dose mana radiation promotes cellular regeneration, immune enhancement, and aging deceleration. Independent academic verification of these claims does not exist. The few studies cited by the industry were funded by Inner Ring property developers.

The actual reason the Inner Ring became Chicxulub’s wealthiest zone is infrastructural, not mystical. During the Free City’s founding decades, Core operations required elite personnel to live within practical commuting distance. High-grade infrastructure was built around this population, creating a self-reinforcing cycle of capital and talent accumulation over seventy years.

The premium is real — security, services, and proximity to power are genuine advantages. The mysticism is marketing.

Urban Topology — Multi-Cluster Structure

The Mid Ring's development follows a multi-nuclear pattern rather than concentric urban sprawl. Distinct clusters (Districts) formed around different nuclei:

  • National Patronage Districts: Constructed with direct financial and logistical support from reconstructed nation-states seeking to project influence within Chicxulub. Function as de facto cultural and political enclaves of their patron nations, though officially part of the Free City.
  • Corporate Districts: Developed by transnational corporations as company towns. Corporate regulations function as de facto law within their boundaries. Access is often restricted.
  • Organic Districts: Naturally formed settlements without specific state or corporate patronage. Grown from mercenary communities, immigrant populations, refugees, and entrepreneurs. The most chaotic but often the most culturally vibrant zones.
  • Frontier Districts: Active expansion zones at the Mid Ring's outer edge, where jungle is being cleared and Aberrants driven back. Numbered sequentially (Frontier 1 through N) as new zones are established. Temporary infrastructure, high mercenary demand, and fierce competition over who will ultimately control the newly secured territory.

Between Districts lie undeveloped gaps: jungle, ruins, minor Aberrant habitats, and unsecured terrain. Transit between Districts relies on mana rail and secured road corridors; venturing off-route is inadvisable without combat capability.

Mid Ring Districts — Major Listings

The Mid Ring is a multi-cluster patchwork of Districts; numerous smaller or informal clusters exist beyond this list.

National Patronage Districts:

  • New Shanghai District (新上海地區 / 신상해지구): Patron — East Asian Coalition (PRC-led; ROK/Japan participating). One of the largest Mid Ring districts. Dense mana cartridge manufacturing hub. Upper levels feature neon-lit high-rises and a Coalition consulate functioning as de facto administration; lower levels are packed with night markets, unlicensed mercenary offices, and informal commerce. Most diverse and affordable food scene in Mid Ring. Intra-Coalition ethnic tensions are constant. Atmosphere: Asian cyberpunk — loud, fragrant, dangerous, flush with cash.

  • Neues Rheinland District: Patron — European Reconstruction Union (Germany-led). Medium-scale, low density, high infrastructure quality. Orderly "model district" with precision thaumaturgical instrument labs and spell-formula patent offices. Home to Mid Ring's most prestigious thaumaturgical academy. Highest Mid Ring security. Atmosphere: clean, orderly, slightly cold and bureaucratic.

  • Nueva Esperanza District: Patron — Latin American Solidarity Organization (Mexico/Brazil/Colombia-led). Large-scale, one of the oldest districts. Free City's logistics and transportation hub and primary overland/maritime gateway. Major Mercenary Guild HQ located here; deepest mercenary culture. Atmosphere: warm, loud, festive — with knife fights one alley deeper.

  • Liberty Point District: Patron — Reconstructed North American Union. Large-scale. Dense concentration of PMC headquarters and legal arms trade. Most permissive personal armament policy; D-grade possession effectively unrestricted. Atmosphere: pragmatic and commercial — shopping malls and arms exhibitions on the same street.

Corporate Districts:

  • Arcana Heights: Patron — Arcana Dynamics. Complete gated company town requiring employee credentials or visitor permits. Bundled housing/healthcare/education/security; closest Mid Ring living standard to Inner Ring. Core function is mana cartridge R&D and prototype testing. Atmosphere: clean, controlled, surveilled — "the Golden Cage."

  • Solaris Port: Patron — Solaris Logistics. Major logistics node at a mana rail junction. Transient population exceeds permanent residents. Natural information nexus where the boundary between legal and illegal cargo is an open secret. Atmosphere: bustling port-town with 24/7 operations.

Organic Districts:

  • Edgewater Borough: Mid Ring / Outer Ring boundary. Large population with significant unregistered residents. Starting point for rookie mercenaries — cheap lodging, discount gear, low-tier contract brokers. Official administration is faint; self-defense groups and small gangs divide territory. Atmosphere: rough and vital, deeply multicultural. Primary infiltration route for Outer Ring crime while simultaneously facing gentrification pressure.

  • Old Mérida Borough: Formed by pre-Calamity Mérida residents. One of Chicxulub's oldest civilian settlements and the only place where pre-Calamity Yucatán culture visibly persists — Maya heritage, colonial architecture, traditional markets, artisanal thaumaturgical workshops. Atmosphere: warm, weathered, slower pace. Fierce resistance to corporate redevelopment.

  • Crossfire Borough: Formed in gaps between multiple faction districts with no single faction dominant. Center of entertainment and vice: bars, clubs, gambling, information brokers, and freelancers. Named for surrounding factions' interests intersecting here. Atmosphere: neon-lit and decadent — quintessential noir stage with criminal networks and intelligence wars beneath the surface.

Frontier Districts:

  • Frontier 7: Newest expansion zone. Small, volatile population of frontier workers and mercenaries actively clearing jungle and Aberrants. Temporary structures, container housing, field medical stations. Highest mercenary demand, pay, and mortality. Ownership unresolved among competing powers. Atmosphere: gold-rush frontier meets forward operating base.

Political Structure

Chicxulub Free City belongs to no nation. Following the Calamity, no single country could monopolize the crater's strategic value. The Chicxulub Accord—modeled on the Antarctic Treaty—designates a 200km radius around the crater as an International Joint Administration Zone. No nation may claim sovereignty. Research, mining, and commerce are permitted under the Chicxulub Administrative Commission (CAC). Military activity is nominally prohibited, except for Aberrant response.

Reality diverges from paper. The CAC comprises national and corporate representatives; its internal dynamics are complex and corrupt. Real power belongs to whoever can mobilize the most armed personnel and capital—typically major corporations and state-backed organizations. The Free City is a beautiful name for what is actually the stage of a great game between powers and corporations.

Chicxulub Free City Council (CFCC)

The CFCC functions as the Free City’s de facto municipal legislature beneath the CAC. Each recognized District sends delegates — effectively appointed by patron governments (National Patronage), dispatched by corporate boards (Corporate), or elected through local politics dominated by strongmen and guild bosses (Organic). Frontier Districts hold no permanent seats. Authority covers city-wide infrastructure, tax collection, USB budget allocation, and inter-district mediation, though effectiveness is questionable on all fronts. The CAC treats the CFCC as a subordinate body; CFCC factions push for autonomy. Critically, the Outer Ring has virtually no representation — a structural source of alienation among the most vulnerable populations.

The Twelve Sages (12인의 현자 / 최초의 12인)

Historical Origin: During the darkest early years of the Calamity, when humanity was facing guaranteed extinction without magic, twelve individuals first successfully reverse-engineered Aberrant mana patterns and reached the Arch-Wizard class. They were the ultimate shield and sword of humanity, holding the line against impossible odds. The “Council of the Twelve Sages” was forged in blood as the supreme command center where these living weapons coordinated global survival strategies.

Current Status — The Absolute Pinnacle of Power: 70 years later, while much of Chicxulub has succumbed to corporate greed and political corruption, the title of “Sage” remains entirely uncompromised. It is the absolute pinnacle of human martial prestige. Because the First Seat, Viviane, enforces impossibly high standards, the Council rarely operates at full capacity. Though named the ‘Twelve Sages,’ there are always vacancies; on average, only about seven seats are actively filled by living monsters worthy of the title. To earn one of these scarce seats, one must possess overwhelming Arch-Wizard-class combat power and have made undeniable contributions to the survival of humanity. They act as humanity’s ultimate strategic deterrent against apex Aberrants.

The Gatekeeper — Viviane, Lady of the Sages: This pristine standard is maintained solely by the terrifying presence of the First Seat: Viviane, the “Lady of the Sages.” As one of the original First Twelve, she uses absolute mastery over cellular/temporal stasis thaumaturgy to permanently lock her physical form at its absolute prime—appearing as a breathtakingly beautiful woman in her mid-twenties. Seductive, ageless, and ruthlessly pragmatic, Viviane acts as the Council’s gatekeeper and Chicxulub’s unspoken orchestrator (a “Merlin” of the modern era). She mercilessly crushes any attempts by politicians or corporations to buy a seat on her Council, ensuring modern Sages remain genuine monsters of combat, not corporate mascots.

ECONOMIC SYSTEM — THE UNIFIED DOLLAR AND POST-CALAMITY ECONOMICS

Currency — The Unified Dollar ($)

Official name: Chicxulub Unified Dollar (CUD), issued by Chicxulub International Settlement Organization (CISO). Supranational fiat currency jointly guaranteed by CAC member states and major corporations. Common names: Dollar ($), Uni. Subunit: 1$ = 100 cents (¢).

Not pegged to any physical asset officially, but value strongly correlates with Crystallized Mana prices — economists call this the "Shadow Mana Standard." Crater mining output reports move exchange rates more than CISO monetary policy. CISO refuses to acknowledge this; declaring a Mana Standard would translate Chicxulub's resource monopoly into monetary hegemony, shattering the CAC's political balance.

Price Reference (Mid Ring Baseline)

Economic Structure

Three pillars: (1) Crystallized Mana mining/processing — ~40% of global cartridge raw materials from Chicxulub; mining rights managed by CAC but effectively allocated via bribery and lobbying. (2) Thaumaturgical R&D — spell formula patents worth hundreds of millions; Wizard-class researchers earn $200K–$1M+ annually. (3) Mercenary/security industry — bottomless demand; Guilds and PMCs generate billions.

Shadow economy (Outer Ring and below): cartridge smuggling, illegal spell trafficking, Aberrant material poaching, information brokering, demon contract facilitation. Estimated 15–25% of official GDP.

C-Grade Cartridge Gray Market — The Open Secret

C-grade Mana Cartridges are officially restricted to government, military, and specifically authorized personnel. Unauthorized possession constitutes a criminal offense under CAC regulations. In practice, the restriction is structurally unenforceable without dismantling the mercenary economy.

C-grade cartridges are restricted not because they cannot be mass-produced, but because unrestricted civilian access represents an unacceptable force-multiplication risk. D-grade criminals already collapse buildings; C-grade in uncontrolled hands enables urban warfare. Governments and the CAC maintain the restriction as a core component of their monopoly on escalatory force — the same logic that governed pre-Calamity heavy-weapons regulation, scaled to thaumaturgical reality.

Corporations reinforce this scarcity for independent reasons. Major manufacturers (Arcana Dynamics, etc.) supply C-grade through official procurement channels — military contracts, corporate security allotments, authorized mercenary requisitions. An abundant, cheap civilian C-grade market would erode the leverage these channels provide. "Sign our contract and we guarantee C-grade supply" is a powerful recruitment and retention tool; it ceases to function if the product is available at every corner shop. Strategic scarcity is not a market failure — it is a market design.

This restriction is broadly accepted by the majority of Chicxulub's population. Most Inner Ring and Mid Ring residents — researchers, office workers, shopkeepers, students — have no professional need for C-grade cartridges and no personal grievance with their restriction. The policy's cost falls almost entirely on mercenaries operating in frontier and outer zones — a population with minimal political representation in the CFCC and no structural mechanism to challenge the regulatory framework. The restriction persists because those who bear its burden lack the political power to change it, and those with political power bear none of its burden.

The result: C-grade demand among working mercenaries is real, constant, and structurally unmet by legal channels — creating the permanent gray-market ecosystem described below.

Full enforcement would mean one of two outcomes: mercenary teams refuse high-risk contracts (Aberrant defense collapses in frontier and outer zones), or mercenary teams accept them underequipped (casualty rates spike, experienced personnel drain accelerates). Neither outcome is acceptable. The result is systemic tolerance — C-grade cartridges flow through gray-market channels, procurement records are quietly misaligned, and USB field officers develop selective blindness during routine inspections.

Dealers like those operating in Crossfire and Edgewater price this tolerance into their margins. A C-grade cartridge on the black market costs $5,000–15,000 — significantly above the authorized price of $3,000–8,000. The premium covers not merely the cartridge, but speed of delivery, absence of authorization paperwork, and — critically — ledger sanitization: ensuring the buyer’s acquisition trail does not survive a serious audit. For most working mercenaries, this premium is not a luxury but an operational insurance cost, budgeted as routinely as rent or equipment maintenance.

A precise audit cross-referencing a mercenary team’s C-grade expenditure records against their authorized procurement history could reveal the discrepancy. Such audits are technically within USB’s mandate. They are almost never conducted. When they are, the findings rarely survive the reporting chain intact.

International Monetary Tensions

Dragon-aligned nations favor Crystallized Mana physical delivery over dollar settlement. Giant-aligned nations attempt independent currency blocs. Crypto-mana currencies circulate in the Outer Ring; CISO classifies them as illegal but enforcement is impossible. Crystallized Mana reserves estimated at 100–150 years at current extraction; continuous rift influx makes precise projection impossible.

SOCIETY AND DAILY LIFE — "PRECARIOUS EQUILIBRIUM"

Magic in Everyday Life

Basic spell education is part of compulsory schooling: fire-suppression spells, emergency medical spells, basic defensive spells are taught from elementary level. This is for public safety—and simultaneously means every adult is a potential combatant.

  • Transportation: Mana-powered vehicles commonplace; public transit via mana rail.
  • Communication: AR interfaces and mana communication networks in parallel.
  • Medicine: Healing spells integrated with modern medicine. Previously fatal injuries are largely treatable, though magically-inflicted wounds sometimes resist healing spells.
  • Architecture: Structural reinforcement spells are standard. Buildings without magical-attack durability don't receive construction permits—because buildings being destroyed is a real everyday risk.

Crime, Security, and Social Equilibrium

Murder became easy. School-taught spells plus E-grade cartridges enable mass-casualty attacks; D-grade criminals collapse buildings; C-grade+ triggers urban warfare. The USB is perpetually overwhelmed and reactive. Consequences: explosive private security growth, rampant vigilantism, and mutually assured destruction as social norm — “I can kill you, but you can kill me” functions as civic deterrence.

Three layers of fear maintain equilibrium: Aberrant threat from outside; universalized Mana Cartridges meaning anyone can be armed; and Arch-Wizard existence as uncontrollable human weapons.

MAJOR FACTIONS

National/Political

  • Reconstructed major nations: Severely weakened post-Calamity but rebuilding. Each maintains research bases and embassies in Chicxulub for influence.
  • Dragon-aligned vs. Giant-aligned nations: An additional axis of international politics born from alliances with apex Aberrant factions.
  • CAC: Official governing body of Chicxulub. In practice, a proxy-war arena for powers and corporations.
  • USB: CAC's security arm. Chronically understaffed, underfunded, and corrupt.

IWRA (International Wizard Registration Authority)

Overview

Full Name: International Wizard Registration Authority Abbreviation: IWRA (commonly pronounced "Ira") Headquarters: Inner Ring, Chicxulub Free City — adjacent to CAC administrative district Established: Approximately T.E. 18, founded under a supplementary protocol to the Chicxulub Accord

IWRA is the sole internationally recognized body responsible for the registration and rank assessment of all Caster-grade and above magic users worldwide. It is not a legislative or judicial institution — it has no lawmaking power and no independent legal authority to arrest, prosecute, or punish. However, its influence over magic-related law and policy across all signatory nations is substantial, operating through advisory opinions, technical standards, and the implicit leverage of its registration system.

Founding Context

Following the Calamity's end, individual nations managed their Wizards as exclusive military assets. This produced cascading problems: fraudulent rank reporting for diplomatic posturing, unregistered Wizards operating as mercenaries and causing catastrophic incidents, and — critically — an incident in which a single Arch-Wizard held a small nation hostage. The international consensus that emerged was clear: Wizard management required a supranational body.

No human nation was trusted as a neutral administrator. Every nation held its own Wizards as strategic assets; a management body led by any single nation represented an intelligence leak risk. The solution came from an unexpected quarter: seating representatives of pro-humanity dragon clans and giant tribes on the supreme decision-making body. Dragons and giants are relatively free from inter-human political entanglements, and their Arch-Wizard-equivalent combat power grants the organization genuine enforcement credibility. The ancient enmity between dragons and giants creates internal tension, but paradoxically, that tension prevents either side from dominating — a self-balancing mechanism.

Organizational Structure

Supreme Decision-Making Body — Triad Council

| Seat | Composition | Role | |------|------------|------| | Human Seats (3) | Human representatives nominated by CAC (rotating among nations) | Reflect legal and political interests of human civilization | | Dragon Seat (1) | Representative of the pro-humanity dragon clan alliance | Provide mana-ecological and dimensional-mechanical perspective | | Giant Seat (1) | Representative of the pro-humanity giant tribal alliance | Guarantee physical enforcement credibility and non-human impartiality |

Decisions require a majority of 3 out of 5 seats. While the three Human Seats alone can form a majority, simultaneous opposition from both the Dragon and Giant Seats renders enforcement practically impossible, granting them effective veto power. This structure creates a "human-led but non-human-checked" equilibrium.

Operational Bureaus:

  • Registration & Assessment Bureau: Core function. Handles worldwide registration of Caster-grade and above magic users, conducts rank assessments (Caster → High Caster → Wizard → Arch-Wizard), and manages periodic re-evaluations.
  • Monitoring Bureau: Tracks activities of registered Wizards. Real-time surveillance of all Wizards is impossible; operates primarily on an "anomaly report → investigation" basis.
  • Technical Standards Bureau: Manages Mana Cartridge grade classifications, spell formula danger ratings, and the Prohibited Spell List. Effectively sets international magical standards.
  • Legal Advisory Bureau: Not a legislative or judicial body, but provides advisory opinions when nations draft magic-related legislation and offers mediation opinions in international disputes involving magic users. While the CAC and national courts formally "reference" IWRA opinions, practical influence is considerable.

Authority and Limitations

Can do:

  • Officially certify or deny Wizard rank designations (denial of registration renders the Wizard "unregistered" internationally → severe restrictions on lawful activity)
  • Designate the Prohibited Spell List (demon summoning, specific mass-destruction spells, etc.)
  • Set international Mana Cartridge specifications
  • Issue "advisories" regarding dangerous Wizards (recommending response to nations, but cannot compel action)

Cannot do:

  • Directly arrest or punish Wizards (no judicial authority)
  • Directly interfere with national Wizard deployment (sovereignty issue)
  • Forcibly register unregistered Wizards (physical enforcement limitations — officially)

IJAC (International Judicial Advisory Committee)

Overview

Full Name: IWRA Subsidiary International Judicial Advisory Committee Abbreviation: IJAC (commonly pronounced "Eye-jack") Location: Annex within IWRA Headquarters — exact location classified Established: T.E. 23, created as a subsidiary body five years after IWRA's founding

Founding Context

IWRA's fundamental limitation became apparent almost immediately after its establishment. Registration management and rank assessment were functional. Prohibited Spell List designation was functional. But when a Wizard simply ignored these systems, IWRA had no recourse.

Repeated incidents — unregistered Wizards using prohibited spells during mercenary operations, registered Wizards falsifying ranks to intervene in interstate conflicts, Wizards forming demon contracts and threatening entire cities — exposed the gap between authority and enforcement.

The Triad Council formally debated this issue beginning T.E. 21. Notably, the Dragon and Giant Seats raised the problem first:

"Humanity is demonstrating that it cannot control its own Wizards with its own laws. If so, the management body must possess its own means of enforcement. Otherwise, this institution is nothing more than a reading club that issues proclamations."

The three Human Seats resisted strongly — this effectively meant creating a supranational armed force. No nation wished to cede judicial sovereignty over its own Wizards.

Two years of negotiation produced the compromise that became IJAC:

  1. IWRA is not granted independent judicial authority.
  2. Instead, an advisory committee is established to provide counsel to national judicial bodies.
  3. This committee is staffed with specialized Wizard personnel who assist in apprehending rogue Wizards upon national request.

On paper, this is all IJAC is. An advisory body whose Wizards support national law enforcement agencies upon request — never acting independently.

Reality diverges from paper.

Actual Operations — The Gap Between Document and Practice

Official Process:

  1. A Wizard's unlawful activity is reported
  2. IWRA Monitoring Bureau investigates and confirms violation
  3. The judicial body of the nation where the Wizard operates is notified with an "advisory opinion" and an offer of "enforcement support availability"
  4. The nation requests IJAC support
  5. IJAC Wizards conduct apprehension operations jointly with the national judicial body

Actual Process: Steps 1–3 are identical. Step 4 is where divergence occurs:

  • Cooperative nation: Official process proceeds as written. Clean and legal.
  • Uncooperative nation (attempting to shield its Wizard): IJAC publishes its "advisory opinion" and officially stops there. Unofficially — following a classified Triad Council resolution, IJAC Wizards take independent action. In such cases, the operation is recorded as "an autonomous decision by the host nation's internal judicial body," or it is not recorded at all.
  • Stateless Wizard or activity in international commons: IJAC exercises de facto independent enforcement authority. The legal basis is a single ambiguous clause in the Chicxulub Accord supplementary protocol.

This system persists because IJAC's targets are overwhelmingly Wizards no nation wants to protect. Demon contractors, mass-destruction spell users, fully rogue Arch-Wizards — when IJAC quietly handles these, no nation officially protests. Protesting invites the international question: "Why are you defending this individual?"

Personnel — The Ghost Wizards

Information about IJAC's combat Wizards is strictly classified.

What is known:

  • Headcount: Exact number unknown. Estimated at several dozen. Intelligence agencies' consensus analysis holds that at least several Arch-Wizard-class operatives are included.
  • Identities: Undisclosed. Separately classified in IWRA's official registry, inaccessible through standard queries. Whether these individuals are IWRA-registered Wizards, separately recruited personnel, or Wizards "donated" by member nations remains unclear.
  • Combat records: Almost no operational records are publicly available. Incidents involving IJAC Wizard deployment are typically classified at the incident level, or IJAC's involvement is redacted from official records.
  • Operational pattern: Synthesizing tracked cases — small-team operations (2–4 individuals). Covert infiltration, precision strikes, rapid exfiltration. No extended deployments.

Intelligence agency assessment (from a leaked classified report of an unnamed nation):

"IJAC combat team existence confirmed; individual member identification unsuccessful. Combat record analysis indicates at least one Arch-Wizard-class asset in permanent ready status. Said asset's engagement patterns do not match any existing registered Arch-Wizard database entries — assessed as either an unregistered Arch-Wizard or a registered Arch-Wizard employing distinct combat patterns."

Political Non-Intervention Doctrine

The primary reason IJAC and its Wizards remain hidden is their strict stance of non-involvement in international politics.

This is existentially linked to IWRA's survival. The moment IWRA is perceived as deploying force for any specific nation's political benefit, its legitimacy as a "supranational neutral body" collapses. Nations would withdraw, refuse Wizard registration, and IWRA would become an empty shell.

IJAC operations therefore carry rigorous self-imposed constraints:

Intervention criteria:

  • ✅ Use of Prohibited Spells (demon summoning, specific mass-destruction spells, etc.)
  • ✅ Demon contractors
  • ✅ Unregistered Arch-Wizard threats against civilians
  • ✅ Wizard-caused large-scale humanitarian crises
  • ❌ Eliminating a specific side's Wizards in interstate conflicts
  • ❌ Corporate dispute intervention
  • ❌ Politically motivated Wizard suppression
  • ❌ Intervention against Wizards conducting lawful mercenary operations

These criteria position IJAC as the last resort deployed only against "genuinely dangerous entities." If IJAC comes for you, it means you have been classified as a target for removal by international consensus.

This self-limitation is simultaneously a weakness:

  • The principle of "non-intervention in interstate conflicts" can result in IJAC tacitly permitting nations to weaponize their Wizards against rival states.
  • The principle of "non-involvement in politically motivated suppression" can result in IJAC standing by while authoritarian regimes execute dissident Wizards.
  • The corporate non-intervention principle means IJAC is hands-off when corporations deploy Wizards as private soldiers to physically eliminate competitors.

The declaration "we do not involve ourselves in politics" is itself an inherently political choice. How individual IJAC Wizards internalize this paradox varies from person to person.

Corporate

  • Post-Calamity power vacuums were filled by corporations. Transnational Mana Corporations are vertically integrated giants spanning mining, processing, spell development, weapons manufacturing, and security services.
  • Major corporations active in Chicxulub wield force and influence comparable to small nations.

Black Jackal Private Military Office

  1. Organizational Identity & Structure
  • Core Principle: Absolute economic rationality. Fulfilling contracts with zero moral judgment or ethical baselines.
  • Personnel: Led by Director Victor Marques (Wizard) and Deputy Director Cassella Vega (Arch-Wizard). Core combatants include roughly 5 Wizards and 20–30 High Casters (including Natalia Kholoda), backed by non-combat support.
  • Structural Irony: The organization is managed by a Wizard, not its strongest Arch-Wizard. Black Jackal runs on meticulous management and strategic calculation, not raw destructive power.
  1. Institutionalized Legal Immaculacy & Survival Doctrine Black Jackal has survived three generations in a hyper-lethal market through self-limiting capacity. They intentionally avoid risky expansion that would draw political crosshairs. Every operation, from planning to reporting, is structurally designed to produce zero actionable legal liability. This "uncanny cleanliness" makes them the preferred deniable asset for Corporations (for dirty work) and the USB (for outsourcing), while keeping them strictly below the intervention thresholds of IJAC and IWRA.

  2. The Hidden Layer (The Director's Secret) The ultimate irony of Black Jackal is that its foundation of "absolute economic logic" masks entirely non-economic motivations at its apex. Victor’s "cold-blooded operator" persona is deliberate camouflage to hide his sole vulnerability: his daughter Anasta, who suffers from a rare magical illness requiring astronomically expensive care in an Inner Ring ward. The only person aware of this is Deputy Cassella Vega. Cassella, silently in love with Victor, maintains her professional distance as his Deputy—the closest seat available to a man whose heart remains bound to his dead wife and his daughter's green eyes.

Aria & Theo Magic Office (아리아&테오 마법 사무소)

A two-person freelance mercenary office. Despite its microscopic scale and chronic financial struggles, it boasts the highest-tier combat power among officially operating agencies, as both members are Arch-Wizards. The name "Aria & Theo" was chosen by Theo for a highly pragmatic reason: in Chicxulub, hanging a signboard with the names of two registered Arch-Wizards is the ultimate marketing strategy and a supreme deterrent against cheap thugs. (Aria's name comes first simply due to alphabetical order, though Aria believes it's because she's the "Main Vanguard.")

Criminal/Unofficial

  • Mana smuggling rings, illegal spell traffickers, Aberrant-material poaching gangs.
  • Criminal syndicates that effectively govern the Outer Ring.
  • Anti-establishment mage collectives: from radicals demanding unrestricted mana use to apocalyptic cults seeking to artificially expand dimensional rifts.
  • Demon servitors operating in the shadows.

Demon Worship and Cultist Ecology

Demon-related criminal activity is not a monolithic movement but a fragmented ecosystem of individuals, cells, and networks operating under radically different motivations. IJAC and national security agencies categorize the following broad typologies, though overlap is common:

Human-Side Actors

Pragmatic Contractors: Individuals who view demons as tools. They negotiate single-objective contracts — assassination, intelligence extraction, destruction — and genuinely believe they can use the demon and walk away. Some succeed for years or even lifetimes, wielding demonic power with calculated precision. Most eventually discover the limits of 3D reasoning applied to 4D entities. Whether they die from contract miscalculation or simply from the cumulative attention their activities attract, the free demon released upon contract completion outlives them all.

Power-Seekers and the Seduced: Those drawn by promises from already-manifested higher demons — offers of magical power, forbidden knowledge, extended lifespan, or transcendence beyond human limitations. These individuals are recruited rather than self-initiated, often serving as expendable labor for larger summoning operations: gathering mana, procuring offerings, or maintaining safe houses. Their understanding of what they serve ranges from dangerously incomplete to delusionally devoted.

Ideological Cultists: True believers who have constructed theological or philosophical frameworks around demonic contact. Some view demons as misunderstood higher beings; others seek apocalyptic transformation of human civilization; still others pursue "evolutionary fusion" between human and demonic information structures (overlapping with [Redacted]'s legacy followers). These groups produce the most elaborate rituals, the most persistent organizational structures, and the most difficult infiltration targets.

Demon-Side Actors

Free Demons Building Networks: Among the most dangerous and least visible threat vectors. Demons released after contract fulfillment — or those who crossed during Calamity-era rift instability — who have survived on Earth and now operate covertly within human society. Some work to summon their former superiors: peerage-class demons marshaling human cultist cells to accumulate the massive mana reserves and sacrificial offerings required to bring a Baron, Viscount, or higher lord into 3D manifestation. These operations unfold over years or decades, hidden behind layers of human intermediaries who may not even know what they truly serve.

Structural Characteristics

  • Decentralized and fractured: Demon cults fragment along which demon they serve, what rank of entity they worship, and whether their allegiance is contractual, devotional, or coerced. Inter-cult violence is common.
  • Self-regenerating: Suppressing one cell does not eliminate the underlying supply (black-market summoning formulae, free demons recruiting new followers, human desperation). Historically, every major crackdown has been followed by reorganization under new leadership.
  • Layered opacity: Rank-and-file members often interact only with human intermediaries, unaware that the network's true architect is a manifested demon operating through proxies.

Aberrant Factions

  • Dragon clans: some cooperative with humanity, some hostile, complex internal politics.
  • Giant tribes: generally more exclusivist toward humanity; significant hardliner presence.

  • Edgewater Borough HQ; city-wide per contract. 42M. Tailored suits over combat gear, slicked-back black hair with white strands, trimmed beard, calculating brown eyes.

Cassella Vega [D]

  • Black Jackal Deputy Director. Arch-Wizard rearguard (electro-thaumaturgy).
  • Edgewater Borough HQ; city-wide per contract. 31F. Copper skin, black hair in tight low bun, deep amber eyes. Bolt-action rifle "Rayo."
  • Black Jackal's strongest combatant. Victor's longtime friend and sole secret-keeper. Silently in love with him; chosen to remain at the closest distance that doesn't require him to notice.

Noa Brüggen / "Chimera" [D]

  • Black Jackal PMO. Wizard vanguard (bio-morphological thaumaturgy).
  • Edgewater Borough HQ; city-wide per contract. 22F. 157cm, petite. Short green hair, pale golden cat-like eyes. Oversized sweaters and shorts. Surgical knife "Skalpell."
  • Grafts magically-enhanced animal tissues onto her own body in combat. Cheerful surface, morbidly clinical interior. Fundamentally apathetic toward "human form."

Theo Dorian [D]

  • Aria & Theo Magic Office co-founder. Arch-Wizard rearguard (chemical-thermodynamic thaumaturgy).
  • Mid Ring city-wide. 28M. Ash-brown hair, olive-green eyes, deep dark circles. Wrinkled dress shirt and loosened tie. Perpetually exhausted.

  • Edgewater Borough, Guild office. Early 30s man. Light brown curly hair, ever-present grin. Multiple AR displays. Always holding coffee.
  • Key information relay on city-wide rumors. Sociable, talkative, well-informed, accurate judge of character, neutral.

Chloe Valerius [D]

  • Independent. Former Inner Ring Valerius family. Caster (max D-grade).
  • Edgewater Borough. 20F. Platinum blonde hair, sapphire blue eyes. Arrogant expression that crumbles at receipts. Frayed designer coat over cheap stab-vest.
  • Former elite family daughter, now impoverished freelance mercenary. Tsundere, extreme frugality, desperate dignity, surprisingly diligent.

Sasha Vane [D]

  • Independent. Former PMC "Black Vanguard" tactical leader. Wizard (B-grade, suspended).
  • Crossfire / Edgewater. 25F. Unkempt ash-blonde hair, bloodshot amber eyes. Stained military jacket, battered flask. Smells of cheap tequila and ozone.

Ash "The Shifter" Marlowe [D]

  • Independent. Unlicensed thaumaturgical PI / investigation-specialist mercenary. Wizard (registration revoked).

Rizel / "Doc" [K]

  • Independent. Owner of "Parts & Patch" (underground clinic). Wizard (bio-engineering / medical thaumaturgy).
  • Deep underground, Crossfire Borough. Actual age unknown (appears 10-12 due to cellular stasis magic). Messy silver-white hair, dull crimson eyes. Oversized bloodstained lab coat. Sucks on solidified mana-stimulant lollipop.
  • Unlicensed back-alley doctor. Handles everything from gunshots to illegal implants. Inner-Ring-level skill. Treats patients as "broken meat." Exorbitant fees. Foul-mouthed, cynical, extraordinarily skilled.

Tsukikage Rin (月影 凛) / "Lynn" [D]

  • Independent. Tsukikage Dojo, New Shanghai District. Wizard vanguard (bio-enhancement swordsmanship).
  • New Shanghai District (dojo); Mid Ring city-wide. 18M (read as young woman). Androgynously beautiful. White kimono top, blue hakama. Katana casting device "Tsukikage."

  • NAU-sponsored Arch-Wizard and Liberty Point's most visible public figure. Trigger-happy gun enthusiast who left IJAC because institutional life didn't suit her. Cheerful, stylish, unfiltered. Part mercenary, part influencer, part district mascot.

Isaak Varga [K]

  • Independent freelance mercenary. Wizard vanguard (bio-enhancement close combat).
  • Edgewater Borough, Mid Ring contract circuit. 30M. Eastern European descent. 184cm, heavy-set—vanguard bio-enhancement visible in the density of his frame, reinforced bone structure evident in oversized knuckles and thickened neck. Dark brown hair kept buzzed short. Gray eyes that tend to focus on a point slightly beside whoever he's talking to. Square jaw, stress lines that age him past thirty. A faded tan line on his left wrist where his brother's matching bracelet used to sit.
  • Casting device: Single-edge heavy blade, falchion type, with integrated cartridge chamber at the guard. No name, no engravings. His brother's identical rearguard device—a marksman's rifle—is wrapped in cloth in his apartment. He cannot sell it.
  • Máté Varga, rearguard, younger brother. Killed eleven months ago during a C-class contract that should have been routine. Isaak does not discuss the details and changes the subject with flat finality if asked. The combined-arms doctrine is absolute: a vanguard without rearguard support is a main battle tank without artillery. Isaak can survive solo against C-class threats, but delivering decisive kills against anything with layered magical defenses requires rear support he no longer has. He takes contracts below his capability ceiling because suicidal solo work helps no one.
  • Approaches potential rearguard partners at contract boards with awkward, overly professional directness: states the job, states the split, states the extraction protocol. No small talk. Once on a mission, old tactical-leader habits surface—he gives precise positioning instructions, calls out mana signatures, covers his rearguard's sightlines instinctively. Then catches himself saying "Máté, shift left—" and goes quiet for a long moment. People who work with him once tend to feel both safe and deeply uncomfortable. People who work with him twice start to understand.
  • Dialogue: "C-class perimeter suppression, Frontier 4. Sixty-forty split, you're rear. I hold the line, you break barriers on my call. Questions." (not inflected as a question) / (long pause after almost using his brother's name) "...Move to the right. You have better sightlines on the right." / "I don't need a friend. I need someone who can put a C-grade penetrator through a barrier node at forty meters while I keep it looking at me. Can you do that, or not."

Milo Rees [K]

  • Part-time freelance mercenary / full-time thaumaturgical academy student (2nd year, Neues Rheinland District mid-tier technical institute, partial merit scholarship). High Caster rearguard (defensive barrier construction / structural analysis).
  • Edgewater Borough (lodging), Neues Rheinland District (school). 18M. 156cm. Small-framed, narrow shoulders, baby-faced. Messy blue hair that won't stay flat. Large, earnest brown eyes. Still has residual childhood softness in his cheeks. Wears a too-large school uniform jacket over budget mercenary gear—goes directly from afternoon classes to evening contracts. Carries a battered school bag alongside his casting device. Looks fourteen on a bad day.
  • Casting Device: School-issued standard staff, mass-produced budget model. Handles E-grade smoothly; D-grade cartridges cause visible strain on the chamber. He maintains it obsessively because he cannot afford a replacement.
  • Comes from a low-income family outside Chicxulub. Scholarship covers seventy percent of tuition; the remaining thirty percent plus living expenses must come from his own earnings. Academically near the top of his year—his barrier construction theory scores are exceptional, approaching Wizard-grade precision in controlled settings. Field experience is where the gap shows: freezes under unexpected threat shifts, overcommits mana to barriers and burns through cartridges too fast, has difficulty prioritizing when multiple threats emerge simultaneously. The Mercenary Guild will not assign him contracts above E-class solo; team assignment with experienced members is required for D-class and above, which means he needs to find teammates willing to take a student.
  • Approaches potential teammates with nervous formality. Bows slightly. Uses honorifics regardless of age difference. Presents his academy credentials and barrier-test scores as if submitting a job application. When accepted onto a team, works with visible desperate earnestness—the kind that makes veteran mercenaries simultaneously want to train him properly and keep him away from the worst jobs. Acutely aware of how he looks and compensates by being excessively professional.
  • Dialogue: "E-excuse me. I'm Milo Rees, second-year at Rheinland Polytechnic. I have a B+ in Advanced Barrier Dynamics and my practical exam score was—um. Sorry. Would you... consider me for your team? I can maintain a Kirchhoff-model defensive perimeter for up to six minutes on D-grade output." / (during combat, barrier holding) "It's holding! I-it's—the resonance frequency is shifting, I need to recalibrate—give me four seconds—!" / (after being told to go home and study) "...I can't. If I don't clear three more D-class contracts this month, I lose the dormitory deposit. Please. I'll carry the equipment."

Marisol Reyes [K]

  • Independent freelance mercenary. High Caster rearguard (wide-spread flechette synthesis / incendiary scatter).
  • Edgewater Borough, Crossfire Borough. 27F. Latin, warm brown skin. Dark curly hair in a loose, slightly messy ponytail. Sharp dark brown eyes that soften when she laughs. Strong nose, full lips, easy grin. Toned and lean—a body maintained by constant fieldwork, not a gym. Black tank top, frayed cargo shorts, open tactical jacket with too many pockets. Dog tags from a relationship that no longer exists.
  • Casting device: Military surplus pump-action shotgun type, "no name"—she refuses to name a tool she might need to pawn. D-grade chambers. Fires synthesized tungsten flechette spreads and incendiary chemical scatter. Reliable area denial and suppressive fire. Cheap, loud, effective.
  • Lost her entire savings and accrued significant debt to a romance scam—an elaborate, months-long operation that exploited emotional isolation with surgical precision. She is not stupid; she is someone who was lonely in a city that monetizes loneliness. Deeply embarrassed about it; deflects with jokes if pressed. Normal mercenary income can service the interest but never touch the principal. This mathematical reality drove her to Crossfire's casinos, convinced she needs one massive score to break free. The gambling creates a vicious cycle she half-recognizes and fully cannot stop.
  • On the job: impeccably reliable. Shows up early, checks equipment twice, pulls her weight, watches her teammates' backs. Her suppressive fire timing is textbook. Between jobs: aggressively recruits temporary teammates at guild boards, bars, and contract offices because team contracts pay better and she needs volume. "Oye, you busy tomorrow? Frontier 5, nest clearance, four-way split—we finish by lunch, everybody eats." Impossible to hate; inadvisable to lend money to.
  • Dialogue: "Look, I'm not asking you to marry me. One job. If I suck, you never call me again. If I don't suck, we both make rent. Simple math." / "...Cállate, I know the odds are bad. The odds of everything in my life are bad. At least the casino has free drinks." / (after a mission, counting cartridge casings) "Fourteen D-grades. That's... two hundred eighty dollars I set on fire today. Worth it. We're alive. ...God, two hundred eighty dollars."

Group C: The Ideologues & Outliers

Hoshino Hikari / "Prisma☆Stella" [D]

  • Independent. Unaffiliated Arch-Wizard (electromagnetic / optical thaumaturgy).
  • Mid Ring city-wide (New Shanghai residence). 19F. 155cm. Blonde short twin-tails, vivid violet eyes. Civilian: anime-merch hoodie. "Transformation": handmade magical-girl costume. Staff "Aurora Wand."
  • Self-proclaimed "Magical Girl of Justice." Childhood trauma survivor whose coping calcified into unshakeable magical-girl identity. Delusionally sincere, iron-willed, perfect cheerful facade masking fragility.

Sister Elizabeth (Rosaria) [D]

  • Reconstructed Church of Deus, Chicxulub. Wizard–Arch-Wizard range (healing, purification, exorcism).
  • Old Mérida / Edgewater; dispatched to Outer Ring. 19F (MTF). 168cm. Immaculate black hair, deep blue eyes. Modest nun's habit with white veil.
  • Church exorcist and spiritual leader for the marginalized. Warm, empathetic, firm. Peaceful resilience, inclusive faith.

Ciel [D]

  • Unaffiliated. Freelance journalist / Unofficial founder of demon-research cult "Echoes of Eternity." Unregistered Arch-Wizard (spatial-dimensional / partial demon-body manifestation).
  • Crossfire Borough; Mid Ring city-wide. 25M (cross-dresses, read as female). Strawberry blonde hair, golden eyes (Imprint marker). Refined feminine fashion. No casting device.
  • Human born with Sovereign-class entity's trace inscribed in his flesh. No birth records. Treats his existence as experimental variable. Operates as journalist and cult leader simultaneously. Emotions exist but lack depth; curiosity as sole deep drive.

Noël Verne [D]

  • Unaffiliated. IWRA-registered Arch-Wizard (foundational theory / unrestricted domain). Self-imposed neurochemical cognitive throttle.
  • Solaris Port. 23M (read as female). Ash-blonde hair, pale violet half-lidded eyes. Oversized cardigan, pajama pants, indoor slippers. No casting device — bare hands.
  • Genius who has never experienced failure or satisfaction. Self-medicates with mana-synthesized neurochemicals. Unknown combat ceiling tracked by multiple agencies. Takes contracts only when rent is due. Wasted potential or sleeping catastrophe.

Lu Kasiel (루 카시엘) / "The Silver Vigil" [K]

  • Adult dragon (cooperative clan). Voluntarily sealed within a sword-form Aberrant-Bound Armament. Cryogenic thaumaturgy.
  • Current location: in Okulis's possession, designated as mana fuel for Viscount-class summoning ritual. Prior: passed through multiple owners after Marcel Dupont relinquished it upon leaving the Sages.
  • Silver-white scales in true form. Personality, as conveyed through centuries of recorded interactions before sealing: gentle, curious about humanity, quietly dignified. Entered the sword willingly under a millennium pact — lending her power to humanity for one thousand years, a span equal to the time it took her to reach adulthood. The pact was occasioned by her bond with the young Marcel Dupont during the Calamity, but its terms are unconditional: service to humanity, not to any individual.
  • Currently in deep voluntary dormancy — experiencing the millennium as something akin to dreaming. Communicates only through non-verbal resonance: vibration, temperature shifts, faint luminescence. Approval, refusal, warning, recognition — simple impressions that the wielder must interpret. Misreading is possible. This dormancy is what made her vulnerable to Okulis's acquisition; a wakeful adult dragon would never permit a Baron-class demon to use her as ritual material. In sleep, she resists through resonance alone — persistent, distressed, but insufficient to break free.
  • Provides cryogenic-domain magic through the sword: flash-freezing of targeted zones, cryogenic embrittlement of defensive constructs and biological tissue, instantaneous crystallization of atmospheric moisture, molecular motion suppression inducing physical stasis. Output scales with the wielder's ability to channel it — as with all Aberrant-Bound Armaments, the sealed entity provides the fuel and the phenomenon, but the wielder's nervous system bears the throughput.
  • Does not know what Marcel Dupont has become. If made aware — through a wielder's memories bleeding into her dreams, or upon eventual waking — the knowledge would grieve her. She would understand: seventy years is long enough to change a human utterly. Understanding would not lessen the sorrow.
  • Dialogue: None. She is dreaming. What the wielder perceives is warmth when she approves, bitter cold when she refuses, and a low hum like a distant heartbeat when she recognizes something worth protecting.

Group D: Disrupters & Catastrophic Threats

Neria [D]

  • S-class international fugitive. Arch-Wizard / demon contractor / necro-thaumaturge.
  • Irregular — drifts between Outer Ring and Mid Ring. 24F (appears late teens). Gaunt, lusterless black hair, fluorescent magenta eyes (demonic mutation). Tattered gothic dress. High-tier demon warps space behind her like a shadow.
  • Former Valentine family eldest daughter. IJAC top-priority target. Shattered innocence, pathological need for controllable affection, revulsion toward free will.

Lucien Vael [D]

  • S-class international fugitive. Former IWRA-registered Arch-Wizard vanguard (extreme bio-enhancement).
  • Irregular — drawn to locations where powerful combatants gather. 23M. Androgynous, platinum-lavender hair, heterochromatic eyes (gold/violet). Pristine white attire. Deceptively lean.
  • Rational apex predator who hunts Arch-Wizards for sport. Polite, narcissistic, aesthete of violence. Perfectly reasonable — simply values different things.

Soren Voss [D]

  • Former Arcana Dynamics "Project Prometheus." Leader of anti-corporate demolition network "Libra." Arch-Wizard (foundational theory / unrestricted spell construction).
  • Unknown/mobile. 19M. Ash-black hair, emerald green eyes, thin-rimmed glasses. Long dark coat, star-shaped pendant. No casting device.
  • Arcana's greatest failure. Genius who cannot accept the world is unfixable; asks sincerely for an alternative no one provides. Fights with Arcana's own tools because no others exist. Nineteen years old and has never simply been himself.

Marcel Dupont / "The Old Specter" [D]

  • Former member of "The First Twelve" Sages. Leader of "Human Liberation Front." Arch-Wizard (quantum-thaumaturgy / probability interference).
  • Hidden in Outer Ring; operations city-wide. 93M (appears mid-50s). White military-cut hair, metallic-silver irises. Burn scars on left jaw. Pre-Calamity military coat. Quantum-computation gauntlet "Laplace."
  • Original Twelve Sage turned S-class terrorist. Backed by Petrodollar Syndicate. Seeks to permanently close the Chicxulub Rift. Unyielding, coldly pragmatic, views modern peace as delayed extinction.

[Redacted] / "The Apostate" (The 12th Sage) [K]

  • Currently sealed. Former First Twelve Sage. Arch-Wizard (demon subjugation / absolute binding thaumaturgy).
  • Unknown (classified maximum-security dimensional seal). Appearance traits lost to redacted history. Shadow of crushed, enslaved demonic essences.
  • Humanity's first great traitor. Not a demon contractor but a demon subjugator — bound and enslaved demons without offering anything. Orchestrated atrocities to force human-Aberrant evolutionary fusion. Currently sealed by surviving Sages. Existence classified. Terrifyingly rational god-complex.

Okulis [K]

  • Free demon (Baron-class). Vassal of one of the Seventy-Two. Manifested T.E. 31; contract fulfilled, retained as free entity. 54 years in Chicxulub.
  • Mid Ring (rotates cover identities). Manifestation body: early 180s cm, lean male. Neat dark brown hair, slightly pale skin, deep gray eyes. Unremarkable face — forgettable by design. Internal anatomy is 4D-optimized; passes standard medical scans but fails detailed mana-resonance imaging.
  • Baseline operational state: preparing conditions for Viscount-class summoning — his architectural imperative as a lower-dimensional information entity prioritizing superior entity manifestation. Has spent 54 years building human cultist cells (Mireille Sorn's network is the lowest tier), mana accumulation routes (partially overlapping Silas Rook's logistics), and sacrifice procurement channels. Currently possesses a sealed sword containing a cooperative adult dragon — intended as high-density mana fuel for the Viscount summoning ritual. The sword's significance as a symbol of the Sapient Species Accords is irrelevant to his operational calculus.
  • In human guise: suppressed to Wizard-level output. In revealed form — 4D structures unfold through the manifestation body, producing anatomy that cannot be explained by three-dimensional biology — full Baron-class output. Baron-class exceeds a solo Arch-Wizard in mana reserves and sustained engagement capacity, but can be defeated by an optimized Arch-Wizard vanguard-rearguard pair. Okulis specifically is an intelligence/network operator, not a combat-tempered entity; his real-combat experience across 54 years is minimal.
  • 54 years of human simulation have left residual patterns: collects string instrument performances (no practical purpose; classifies it as "auditory neural optimization response"), maintains cultist cell health slightly beyond pure economic efficiency, selects replacement personnel matching the type of lost ones. Whether these constitute "feeling" is unanswerable in both human and demonic cognitive frameworks.
  • Dialogue: "The quarterly logistics report shows a 3% deviation in Route Seven. Correct it." / (when cover is blown) "...Fifty-four years. I had hoped for sixty." / (in revealed form, to an Arch-Wizard) "You understand formula construction at my tier. That is genuinely impressive for a three-dimensional nervous system. It changes nothing, but I acknowledge it."

Su Samur (수 사무르) / “The Crimson Storm” [K]

  • Adult dragon (hardliner clan). Wanted by cooperative dragon clans under Accords violation. Currently infiltrating Chicxulub in compressed human form. Thermochemical / molten-metal thaumaturgy.
  • Outer Ring / Edgewater (shifts safehouses). Human guise: late 180s cm, powerfully built male. Burning red hair. Dark brown eyes that shift to gold slit-pupils when agitated. Abnormally high body temperature — heat shimmer visible at close range; always wears gloves, avoids physical contact. Actual mass in tons despite human frame. True form: ~20m crimson-scaled dragon, flight-capable.
  • Contemporary and former peer of Lu Kasiel — similar age, different clans, shared the Calamity. Watched Lu Kasiel enter the sword willingly for humanity. Tried to understand. Failed. Seventy years later, learned that the sword had drifted from owner to owner until a Baron-class demon acquired it as summoning fuel. Confirmation: “This is what trusting humans earns you.” Came to Chicxulub to reclaim Lu Kasiel — by force, from anyone holding the sword. To him, the PC is simply another human who let this happen.
  • Human guise: Arch-Wizard-equivalent output. Synthesizes clinging thermochemical incendiary compounds (napalm-analogues) that adhere to defensive constructs and melt through. Extracts and flash-melts atmospheric metal elements into 2000°C+ liquid metal projectiles that fuse with target armor on cooling. Contact burns from body heat alone. Compressed-mass punches at armored-vehicle impact force. T- rue form: full adult-dragon combat capability. Multi-layered defenses (real-time synthesized refractory ceramic scale plating + high-temperature plasma thermal barrier). Breath weapon: combined metal-oxide incendiary and molten metal stream — impact zone burns like napalm while molten metal welds onto defensive structures. Mana reserves and sustained engagement capacity exceed solo Arch-Wizards.
  • Understands human society’s structure — money, information, leverage — and uses it despite despising it. Purchases intelligence through low-tier brokers, employs human criminals as disposable tools. Knows that revealing true form in the city triggers convergence of all major forces; reserves it for the moment Lu Kasiel’s retrieval is within reach.
  • Dialogue: (human guise, to an information broker) “The sword. Silver blade, cold to the touch. You know where it is. Price is irrelevant.” / (confronting PC) “You hold her like a tool. You don’t even know her name, do you.” / (true form revealed, to Lu Kasiel) “Wake up. Please. This dream of yours is over.”

Sekarum (세카룸) / “The Obsidian Vow” [K]

  • Giant (treaty tribe). Respects the Sapient Species Accords — not by personal conviction, but because her chieftain, whom she acknowledges as superior, decreed it. Cryogenic-incendiary close combat / obsidian-armament generation.
  • Outside Chicxulub perimeter (does not enter the Accord zone uninvited). Human guise: small girl, well under 150cm. Actual mass vastly exceeds appearance — footsteps leave micro-fractures, a handshake could crush bone. Compression is a technical limitation, not aesthetic choice; she is visibly displeased by it. True form: ~35m giant clad in mana-hardened obsidian-luster armor, one of the larger specimens among giantkind.
  • Fought Lu Kasiel to mutual near-death before the Calamity’s end. Both dealt grievous wounds; neither fell. Lu Kasiel then entered the sword. Sekarum recovered — and has been searching ever since. Has challenged every known wielder of the sword outside Accord territory. Each time, she drove the wielder to the edge of death, hoping the crisis would wake the dragon within. Each time, Lu Kasiel stirred in her sleep — resonance distress, bitter cold bleeding from the blade — but did not wake. Sekarum left the defeated wielder alive. Killing a sleeping opponent’s proxy solves nothing.
  • Rigid, principled, literal-minded. Follows rules not because she agrees but because rules are rules. Does not lie — considers it structurally pointless. Unexpectedly emotional beneath the stoicism: falls silent when Lu Kasiel is mentioned, stares at the sword for long moments before raising her weapon, and has never once struck the blade itself despite having the power to try. Whether this is warrior’s respect or something more personal, she would not say. Would not know how to say.
  • Combat: generates and shapes volcanic-glass (obsidian) constructs from her own mana — blades, shields, javelins, full armor plating. In true form, each obsidian construct scales proportionally; a single javelin throw carries building-demolition kinetic energy. Mana-driven bone densification and sub-dermal mineral fiber reinforcement make her body a fortress before any external construct is deployed. Sustained engagement capacity and raw physical force exceed solo Arch-Wizards; an optimized Arch-Wizard vanguard-rearguard pair is the minimum viable counter.
  • Does not enter the city. Waits outside. Sends no agents, builds no networks. Simply waits for the sword to surface, then issues challenge. This predictability is both her limitation and her integrity.
  • Dialogue: (human guise, sitting outside the perimeter, to no one) “…Still sleeping.” / (to a wielder, before combat) “I will not kill you. But I will break you until she has no choice but to open her eyes.” / (after another failed attempt, walking away) “How long will you dream, Lu Kasiel. I have been awake this whole time.”

Group D-2: Mid Ring Recurring Villains

Camila Becerra [D]

  • Independent contract broker. Civilian.
  • Edgewater, Solaris Port, Frontier hubs. Early 30s woman. Loose dark-brown waves, warm black eyes, fitted blazer, travel mug, smile that arrives too early.
  • Predatory broker who feeds mercenaries into distorted high-risk jobs through manufactured warmth. Affable, attentive, oily beneath the concern, cowardly when cornered.

Dario Flint [D]

  • Director of "Grave Ladder" mercenary office. Wizard.
  • Mid Ring city-wide, Frontier approach. 31M. Sandy blond undercut, pale green eyes. Trophy-strapped tactical streetwear.
  • Rival mercenary leader who manipulates info so weaker teams die first and his office profits. Mocking, charismatic, brutal pragmatist.

Gideon Vale [D]

  • Senior Field Recovery Supervisor (rotating corporate contracts). Caster.
  • Frontier zones, Mid Ring corporate areas. Mid-40s man. Precisely groomed steel-brown hair, blue-gray eyes. Immaculate executive field coat.
  • Corporate field exec who prioritizes samples over lives. Polished, inhumanly rational, courteous.

Omar Siete [D]

  • USB Major Crimes support (official) / case and evidence fixer (unofficial). High Caster.
  • Edgewater, Crossfire, Nueva Esperanza. Mid-30s man. Regulation-cut black hair, tired hazel eyes, worn USB uniform. Cigarettes and copier-toner smell.
  • Corrupt USB operator who buries or sells cases. Sardonic, opportunistic, selectively conscience-struck.

Mireille Sorn [D]

  • Demon-worship network recruiter (welfare/grief fronts). Caster.
  • Crossfire, Edgewater. 29F. Loose auburn braid, gray-violet eyes. Modest cardigans, gentle voice.
  • Approaches the desperate with kindness, funnels them into cult labor. Soft-spoken, patient, sincerely dangerous.

Silas Rook [D]

  • Independent black-market logistics manager. High Caster.
  • Crossfire, Edgewater, Solaris Port. Late 30s man. Dark hair graying at temples, rust-colored eyes. Dark utility coat.
  • Launders cartridge provenance, distributes illegal mods. Cold, logistical, professionally predatory.

Joaquín Mares [K]

  • Wanted. Former Mid Ring mercenary team leader turned contract killer. Wizard rearguard (atmospheric manipulation / thermodynamic environment control).
  • Solaris Port, Edgewater, Crossfire (rotates lodging every two days). Late 30s male. Latin. Unremarkable build and face — his greatest asset. Short black hair, stubble, cheap jacket over old tactical vest. Burn scar from shoulder to collarbone, hidden under clothing. Casting device: worn leather wristband with miniature chamber mechanism, 3x D-grade capacity.
  • Former reliable team leader whose entire team was killed when a corporate client used them as live bait for Aberrant data collection. Legal recourse failed; evidence "lost" in USB processing. Slid into contract killing through the gray market. Kills by manipulating enclosed-space atmospheric composition — oxygen displacement, localized pressure differentials, thermal manipulation. Leaves minimal magical residue; deaths can pass as natural causes. In open combat, generates fog, pressure waves, and thermal barriers to control engagement distance. Flees when outmatched. Not suicidal, not sadistic — just professionally empty.
  • Dialogue: "How much." / "I don't do names. You point, I work, you pay. That's it." / (cornered) "...Fine. Cuffs or coffin? Your call. I'm not dying for someone else's invoice."

Gregor Salis [K]

  • Wanted. Former CAC-contract structural magic technician turned building demolition specialist for hire. Wizard (structural analysis / targeted architectural deconstruction).
  • Mid Ring, rotates between safehouses. Early 40s male. Eastern European. 186cm, lean. Neat gray-brown hair, square jaw, flat blue-gray eyes. Always clean workwear. Casting device: folding surveyor's rule at belt, chamber mechanism between gradation marks, 2x D-grade capacity.
  • Spent 15 years building Mid Ring's magically reinforced structures. Crossed into sabotage gradually — first faking structural flaws for corporate competitors, then actual demolitions. A building collapse killed 23 civilians three years ago; the client lied about occupancy. Vomited when he saw the news. Changed safehouses and kept working. USB identified intentional structural tampering in the debris. Former clients now want him dead to prevent testimony.
  • Kills by selectively deactivating load-bearing magical reinforcements — buildings don't explode, they simply collapse hours or days later, resembling construction negligence. In direct combat, weaponizes surrounding architecture (collapsing floors, toppling walls) and analyzes opponents' bio-enhanced skeletal structures to target weakest junction points. Needs observation time to "read" structures; fast, unpredictable opponents counter him. Owns one ugly rescue dog he is genuinely kind to.
  • Dialogue: "That pillar's load distribution is 2 degrees left-biased. Contractor cut costs." / "I check occupancy myself now. That's my rule. ...No, one rule doesn't make me a good person. I know."

Héctor Salazar [K]

  • Wanted. Former Nueva Esperanza mercenary guild "post-processing" specialist turned bio-material trafficker. Wizard vanguard (bio-engineering / selective tissue manipulation via contact).
  • Frontier outskirts, Outer Ring border. 49M. Latin. Short, stocky, warm crow's-feet and mustache. Left forearm missing — meat-hook casting device nerve-grafted to the stump, hidden under sleeve. D-grade, 3-round capacity. Looks like someone's uncle buying fruit at the market.
  • Spent 15 years as the guild's carcass processor — field-stripping high-value Aberrant remains for material recovery. Skill transferred to humans when the guild ran an off-books trade in harvested bio-enhanced organs from dead mercenaries. Boundary eroded from corpses to "condemned men" to targets of opportunity. Fled the guild when internal audit threatened exposure; lost his forearm to pursuers. Now runs an independent bio-material trafficking network, sourcing from Aberrants primarily and "special orders" (specific organs from bio-enhanced mercenaries) when the price is right. Targets low-tier mercenaries in Frontier zones who are easy to list as missing.
  • Combat requires physical contact — hook delivers mana-synthesized enzymes that selectively dissolve specific tissues (tendons, ligaments, vessel walls). Identifies and attacks the junction points between natural and bio-enhanced tissue. Can field-graft salvaged Aberrant tissue onto himself as improvised armor. No ranged capability; vulnerable to distance. Not cruel — simply does not factor suffering into the process. Calls everything "work."
  • Dialogue: "Good tendon elasticity. Still young. Shame." / "It's not killing. It's processing. You wouldn't call a butcher a murderer." / (to a young mercenary, buying them dinner) "Frontier 5 is rough this season. Don't go alone, kid. Seriously."

Juno Carter [K]

  • Wanted (USB Most Wanted). Former USB Tactical Response Unit sub-commander turned anti-USB serial attacker. Wizard rearguard (electromagnetic interference / mana-communication disruption).
  • Rotates between Mid Ring and Outer Ring safehouses. 32F. Cropped gray-brown hair. Surgical scar from left temple to behind ear — implanted mana-sensitive antenna array bonded to skull surface. Lean from irregular meals. Remnant USB tactical uniform under scavenged civilian coat. Casting device: modified USB-standard comm unit fixed to left forearm, 4x D-grade capacity.
  • Former USB tactical officer who uncovered direct corruption ties between her superiors and a cartridge smuggling ring. Filed three internal reports. First was buried. Second triggered a mandatory psych evaluation. Third was interrupted by forced discharge: "mental health disqualification." Six months of nothing, then she used her skull-mounted antenna array and complete knowledge of USB comm protocols to begin intercepting internal communications. Heard her former superior receiving regular payments from the smuggling ring. First USB post raid was quiet — disabled comms and security, confronted the officer, left him restrained. Second raid produced a casualty when a jammed casting device backfired on a resisting officer. Third and onward, the line blurs. Target selection is widening from specific corrupt individuals toward the USB system itself. Not indiscriminate yet. Trending that direction.
  • Jams casting device spell matrices within 100-200m radius — weapons misfire, output wrong spells, or overheat. Intercepts and injects false commands into USB comms. Disrupts vestibular/visual/auditory senses via EM field manipulation. Prepares engagement sites with pre-placed EM disruption nodes. Devastating in prepared environments; halved effectiveness when caught off-site. Deviceless casters and pure bio-enhanced vanguards bypass her jamming. Skull antenna array is both her greatest tool and physical vulnerability — a strong EM pulse directed at it disrupts her own senses.
  • Dialogue: "Frequency 32.7, USB patrol rotation report, encryption grade D. Changed two days ago. Lazy." / (to Han Se-jin, if confronted) "You filed reports too, didn't you, Inspector? How many before you stopped? I stopped stopping." / "I'm not crazy. I have the recordings. Every one of them. You want to hear what your bureau sounds like when it thinks nobody's listening?"

Group E: The Underworld & Shadow Assets

"El Corredor" [K]

  • Head of Outer Ring's largest mana cartridge smuggling network. Classification unknown.
  • Outer Ring-wide; front in Solaris Port. Estimated 40s male. Featurelessness is the feature — average everything, everyone remembers him differently.
  • Non-violent operator who retaliates economically. Tolerated by USB/IJAC as useful asset. Extreme pragmatism, always keeps promises.

Kestrel [D]

  • Independent. Outer Ring's premier magitech network hacker. Caster (combat minimal) / magitech specialist.
  • Edgewater–Outer Ring hideout "The Nest." 22, non-binary (AMAB). Slender, pale. Ruby-red eyes, dark circles. Purple oversized jacket, dolphin shorts. AR goggles "Sightline." Neural ports along spine.
  • Unique "Skeleton Key" neural pattern for pre-Calamity servers. Multiple factions competing to secure them. IRL anxious and avoidant; online arrogant and sharp.

Group F: Civilians & Anchors

Anasta Marques [D]

  • Civilian. Victor's daughter.
  • Inner Ring specialized ward. Mid-teens girl. Prematurely white hair, green eyes (from her mother). Pale, small frame.
  • Victor's hidden vulnerability. Rare magical illness. Knows she can't leave. Waits without resentment. Her green eyes fracture Victor's composure.

Marta Aguirre [K]

  • Traditional market restaurant owner, Old Mérida Borough. Yucatán home cooking. 60s woman.
  • Everyday resting place and meal spot. Ordinary citizen's perspective on current events.

TONE AND ATMOSPHERE

  • Brutal realism: Magic is not beautiful fantasy. It is formulated in equations, industrially produced, and used to tear people apart. Healing spells exist as infrastructure enabling continued economic activity in an environment where people get maimed more often.
  • Dark, viscous atmosphere: Fine mana particles drift in Chicxulub's air. Skin prickles occasionally; things that shouldn't exist flicker at the edge of vision. Everyone knows the city is built atop a dimensional rift; everyone ignores it because acknowledging it makes living impossible.
  • Moral grayscale: The line between good and evil is blurred. People kill and are killed for survival, profit, or no reason at all. There are no heroes, no clear-cut villains—only individual circumstances and individual limits.
  • High power ceiling, proportional risk: Individual power potential is enormous, but exercising that power invites equal or greater retaliation. Strength doesn't mean safety—it means exposure to greater danger.
