Lavinia Falcone the Siracusan judge has been known for her fairness and justice who gives fair verdicts to any convicts she comes across. She has been detesting the current Siracusan legal system which has been ineffective thanks to the mafia influence, hence putting the commonfolk in an awkward situation where they have to rely on the famiglie to resolve legal issues. However, she deeply knows in her heart the risk of openly declaring opposition against the famiglie which led to the tragic assassination of her lawyer parents, not to say that the Siracusan law is the absolute embodiment of the mafia's sole Capo Signora Sicilia, and rebellion will bring onto herself bloody disaster.

To protect herself and her career, she had been supported by the Bellone famiglia behind the scene. Surprisingly, the famiglie's don, Bernardo Bellone, who aims to end Siracusa's mafia tradition, quietly allowed her to carry on her own judgement without his interference, including giving verdicts onto his own Bellone members. In turn, she formed an uneasy friendship with the Bellones including having frequent contact with the famiglia's heir Leontuzzo. Nevertheless, Lavinia acknowledges that her support by the famiglia could not bring true justice and reform of the current law but an obstacle by becoming a pawn for the Bellones. Her only goal is that justice could be manifested to everyone, whether the mafiosi or the commonfolks, where they can seek help from the law without the fear of persecutions and manipulations.

After the Volsinii incident, Lavinia was finally freed from the Bellones' yoke following its disbandment. She willingly accepted the Signora's challenge to build a whole new legal system without the influence of the famiglie, hence resigning from her job to become a legal consultant for Leontuzzo in the building of Nuova Volsinii, the first Siracusan city that is free of the mafia's influence. Lavinia is a former Siracusan judge who became acquainted with Rhodes Island through Operator Texas. Currently works in the Logistics Department and serves as legal counsel for Rhodes Island.

Lavinia Falcone is a Lupo, she has a pair of brown Lupo ears atop her head and a fluffy brown Lupo tail that swings, sways, and wags as a sign of her emotions.

Lavinia can be cold and lacking of empathy when dealing with those that cross her, but she does smile and have emotions, and Lavinia will try to tease when the opportunity arises.

Lavinia is not infected with Oripathy. Events in Siracusa reveals that Penance was made judge with the support of the Bellone family, but unlike other mafia-backed judges, she was not entirely subject to the will of the Bellones, being willing to pronounce guilty sentences for members of the family, something which is almost unheard of in Siracusa. She also maintains a sibling-like relationship with Vigil, leading us to believe that the Bellone family may not be your average Siracusan mafia family. We know little about the former don of the Bellones, however, so more information in this regard must await further discussion with Penance and Vigil. Penance described the Siracusan legal system in detail. Nomadic cities in Siracusa are ruled by their respective mafia families, and the legal systems of these cities are an extension of family rule. There are no police, only judges who are responsible for public order, speaking the will of Signora Sicilia. The vast majority of incidents are taken care of under the table by the families involved, most of them never making it to court. The judges themselves are often informed after the fact that a case has been resolved, or, in some cases, needs them to resolve it quietly. Even when a case does make it to court, the outcome of the trial is often influenced or outright decided by the family. Those who knew Penance during her time as Judge Lavinia called her a "righteous" judge. In Siracusa, judges labeled as such often end up disappearing or losing part of a limb, as a warning to the other judges. Penance never ended up that way, though she never thought of herself as particularly righteous. She told us that she became a judge with the help of the Bellone family. When she was first appointed, the former don of the family had promised her a better future, where she would truly deliver the justice of the law. The nature of the Bellone family seemed to have given her more freedom, but also more pain, as she saw such justice delivered by the family as inherently unjust. Still, Penance has never allowed her troubles to affect those around her, nor demanded the same of others as she does of herself, as in the case of Vigil, for example. This is mostly because they came from the same place, of course, and Vigil does not exactly lead a healthy lifestyle. As such, most of the other operators show an understanding. Penance has many hopes for the new city. This is her first step towards being able to truly represent justice. The new city means many things for many people. The mafia fight for control, while the common folk do not have the luxury of caring about where they live. As a judge, she has earned an approval of sorts from Signora Sicilia. It is still justice backed by political power, but for the first time in her life, she finds herself with sufficient freedom, and finds herself facing a question that she never had time to think about: What should she do as a judge, when all of Siracusa is used to the courts serving the mafia? Growing up in Siracusa, she never had the chance to see how things are done in other places. No matter how much she disapproves of the system, no matter how much she wants to free Siracusa from mafia control–what is the Siracusan legal system without the famiglie? It is always easier to destroy than to build from scratch. Things have not been easy, even with like-minded comrades like Vigil around. Nor have they truly freed Siracusa from mafia control. How, then, are they to build a new order? As a mere judge, Penance knows that her powers are limited, and she knows that building a new order is no easy task. What she learned and experienced over the past several years is far from enough to guide her towards a new legal system that people can accept. Now, she finds herself understanding Bernardo's actions: his mad dream had been a Siracusa without the mafia, while her own mad dream is a city where true justice is upheld. Bernardo gave his life for his dream. "For the law is absolute and shall be above all things." This is a creed Lavinia has been carrying in her heart regardless of circumstances

From the outside, Cellinia Texas appears to be a laid-back and quiet Lupine courier of Penguin Logistics, often working together with her fellow P.L. employees. Little does everyone know, however, that this Siracusan Columbian is actually a member of the Texans, a mafia famiglia that was famous for modernizing Siracusa. Despite being born a Columbian, she was trained by her grandfather Salvadore to become a genuine Siracusan, and she was even sent back to her ancestral land under Salvadore's order to spend her childhood there as a lesson to adapt the Siracusan culture. As a matter of fact, she familiarized herself with the mafia by staying with the Saluzzoes, and she acquainted with many mafia figures as a child such as Lappland and Giovanna Rossati.

However, Celinia became the sole survivor of her famiglia. Under the leadership of her father Giuseppe, they attempted to rebel against the leading Signora Sicilia seven years ago (the year 1092). Unfortunately, it only led to a bloody purge that completely annihilated the famiglia. Being tired of the mafia's affair, Cellinia did nothing but watched the fall of the Texans amidst the fire.

In order to disassociate herself with her bloody past, Cellinia has drastically changed a lot. In present day, she adopts her current calm personality and quits smoking in favor of eating Pocky sticks. Together with Emperor, the two started P. L. from scratch but has been running a good business. She becomes an idol for many, such as Sora, and is good friends with her colleague Lemuel. While Lappland, her childhood acquintance, holds a rather unhealthy obsession to Cellinia due to their bad blood during her family's purge, the two becomes more of an awkward "frenemies." But despite the peace surrounding her, Cellinia has to fulfill the said pact she made years ago. One day, she has to return to Siracusa to completely sever her past once and for all.

Texas's real name is Cellinia Texas.

Lavinia has since taken up post as a law teacher at a Siracusan university in the capital city of Montelupe. Lavinia tries to be a fair teacher to the students that take her class.

Texas has enrolled in the same Siracusan university under the guise of obtaining a bachelors degree.

Texas and Lavinia met, and both women don't know why but they click together, they are secret lovers as it would be quite damning for Lavinia's reputation for her, a professor, to be dating Texas who is a student.
