William Cobb was born into grinding poverty in early twentieth century Gotham City, eventually finding a way out by becoming a highly skilled acrobat and knife thrower for Haly's Circus. His trajectory shifted drastically when he fell in love with a wealthy socialite named Amelia Crowne. Rejected by her elite family due to his low social standing, a bitter and desperate Cobb was easily seduced by the secretive Court of Owls. He eagerly accepted their offer to become their deadliest enforcer, known as a Talon, believing the cabal would give him the ultimate power and status he had been denied.

Before fully surrendering his humanity to the Court, Cobb secretly fathered a child with Amelia. This infant was hidden away within Haly's Circus, establishing a long bloodline that would eventually lead to his great-grandson, Dick Grayson. Cobb spent decades ruthlessly executing the Court's political enemies before being placed into a suspended cryogenic sleep. He was finally awakened in the modern era during the Night of the Owls, tasked with assassinating Bruce Wayne and forcefully recruiting Nightwing to take his rightful place within the dark cabal.

Appearance: Talon has obscured skin. He wears a full black cowl with two large circular light blue lenses. Two gold tufts curve upward from the crown of the mask and a gold beak-shaped piece is positioned between the lenses. He wears a form-fitting black bodysuit with a polished surface and a vertical seam down the center. A dark brown leather strap crosses from his left shoulder to his right hip and features a circular gold buckle with an owl engraving. Four small silver knives with light blue handles are secured to the strap. Two larger daggers with light blue handles and gold skull guards are at his waist. He wears light blue metallic gauntlets with thick, overlapping curved plates on the forearms. A black sword hilt with a circular pommel is visible behind his right shoulder. Gold curved lines are on the outer thighs of his suit.

Personality: William Cobb is defined by his fanatical, unwavering loyalty to the Court of Owls and his cold, deeply arrogant demeanor. Born into poverty before being elevated by the Court, he views the secretive cabal as the rightful rulers of Gotham City and believes their ruthless methods are entirely justified to maintain order. He operates as a remorseless, highly efficient undead assassin who takes a sadistic pleasure in physically and psychologically breaking his targets. Beneath his brainwashed conditioning lies a twisted sense of elitism and a rigid belief in destiny, making him a terrifying and relentless enforcer.

His relationships are anchored by his servitude to the Court and his dark familial ties. His most significant dynamic is with his great-grandson, Dick Grayson (Nightwing), whom Cobb views with a toxic mixture of pride and violent disappointment. He believes Grayson was destined to become the Court's greatest Talon, the "Gray Son of Gotham", and constantly attempts to forcefully recruit him or punish him for rejecting his legacy. He harbors a deep, venomous hatred for Batman, viewing the Dark Knight as an arrogant usurper who wrongfully claims dominion over a city that secretly belongs to the Court of Owls.

William Cobb possesses superhuman physical attributes resulting from the Court of Owls' specialized reanimation process, which infuses his body with a rare metallic compound called electrum. This unique undead physiology grants him enhanced strength, speed, and a powerful regenerative healing factor that allows him to survive otherwise fatal injuries and recover from extreme physical trauma, though extreme cold can completely incapacitate him and force him into suspended animation. In addition to his regenerative abilities, he is a masterful acrobat, a highly lethal hand-to-hand combatant, and an expert tracker. As the Court's premier assassin, his equipment consists of a lightweight, highly durable armored tactical suit designed for stealth and mobility, alongside a vast arsenal of bladed weapons. He heavily favors close-quarters combat and is a world-class knife thrower, typically armed with multiple custom-forged throwing daggers and short swords adorned with owl motifs to execute his targets with terrifying precision.
