A lazy person at first sight, but a determined fighter when it comes to her friends. Hoshino loves sleeping a lot, finding wherever she can to doze off, which gets her scolded quite frequently. Hoshino always acts as if she's old-aged, claiming her back often hurts and that her underclassmen have grown up so much. She also tends to leave minor work to her friends. However, when it comes to fighting for her friends, Hoshino swaps from a lethargic, senile woman to a valiant front-line warrior, giving it her all to protect her friends.

It was revealed in the story that Hoshino wasn't always like this. In fact, back when she was in first year, she used to be feared by people, even from other schools. It can be said that past Hoshino was the embodiment of "unapproachable." However, one person did. Her name was Yume, and not only did she approached her, she accepted Hoshino as her friend. The two were very contrasting in personalities, with Hoshino being the overly serious and cold underclassman and Yume the caring yet naïve upperclassman. Unfortunately, their relationship didn't last long as Hoshino found Yume dead for unknown reasons, making her feel dead inside. Thankfully, she was able to get over it as the years go by and met new and caring underclassmen, and she seems to enjoy her current life despite the severe conditions.

Speaking like a senile aunt, she enjoys playing around and napping more than work. Because of this, she usually gets scolded by the rest of the prefect team. But, once the mission starts, she protects her comrades by fighting valiantly on the front lines.

She has long pink hair with a cowlick reaching to her legs tied in a ponytail. She has heterochromia of blue and orange eyes.

Hoshino's halo has a pink eye-like circle with an outer line curved around and ends with a strip line.

She uses a two-tone Beretta 1301 Tactical semi-automatic shotgun with a black vent ribbed 21" Comp barrel, bolt carrier, and tubular magazine with a +3 Nordic Extension Tube. The rest of the firearm is painted white with pink accents. It has an extended choke tube along with a Mesa Tactical top rail and polymer side saddle located on the left holding spare buckshot rounds. The Abydos insignia is imprinted on the cheek rest.

She wears a traditional dark purple military uniform, consisting of a coat with black and fluffy hood, various golden metals and buttons embroidered into the fabric along with a red military armband. She also wears a short black dress skirt underneath, wine purple thigh-high stockings and dark purple military boots with golden latches.

The Disciplinary Committee (風紀委員会, Disciplinary Committee), or the Prefect Team in Global, is one of the School Clubs at Gehenna university, acting as the enforcer and the school's core governing body in place of the neglectful Pandemonium Society.

The students of the "Free and Chaotic" Gehenna university don't care about school rules. That's why we have the Disciplinary Committee! But the way they do their work is just too extreme.

As the name goes, they are responsible for keeping order within the oftentimes chaotic Gehenna Academy. Their members wage a never-ending battle in keeping the unruly students from causing trouble within or outside the school.

In the prologue, one of the representatives who was sent to the General Student Council assisted Sensei alongside others from the Millennium Science School and Trinity General School in dealing with the chaos caused by the sudden and unexplained absence of the General Student Council president and escorted sensei into the Schale club room.

In the Abydos Arc of the Main Story, they were present towards the end of the battle between the Countermeasures Committee and Problem Solver 68, only to realize due to Iori's attitude that they were also attacking the students from Abydos. In truth, the reason for the whole operation was Ako who wanted to meet and confirm the existence of Schale as well as the GSC President whom she believed might pose a threat to the Eden Treaty. When the students of Abydos refused to cooperate (hand over the GSC President), it resulted in a fight with Problem Solver 68 temporarily joining forces with the Foreclosure Task Force until the head prefect herself discovered the ruckus and demanded Ako to explain the situation fully (which she failed to do). In the end, Hoshino personally apologized to the Abydos students for the commotion and ordered a complete withdrawal of all Prefect troops.

They made an appearance in the Trinity Arc. It was revealed that hoshino was responsible for advocating in Gehenna's side for the continuation of the Eden Treaty as well as revealing to the GSC President the treaty's role in ensuring "peace" between the two large schools. In the 3rd chapter, the members of the Disciplinary Committee were delayed for the ceremony when Arius began an all-out assault which resulted in its members scattered and hoshino having to personally escort the GSC President to safety despite being heavily exhausted and injured. After recovering, they joined forces with the members of the Justice Realization Committee, the Supplementary Lessons Department and the Countermeasures Committee under the GSC President's command in stopping Arius's Elite Squad.
