PartyNoob has the appearance of a stereotypical Roblox noob. They have a yellow head and arms, a blue torso, and green legs, however Poob's color palette comparing to regular Roblox noob is inaccurate due to their legs having a dark green color instead of yellowish green. They also have a custom ":3" face, a purple party hat with colorful stars on it, and a party horn that can be in a random color, but is depicted as red in most official renders. It has been officially declared that PartyNoob is bald and so is any character which doesn't have visible hair.

PartyNoob is a happy-go-lucky individual with a love and borderline obsession for partying. Most of their dialogue relates to partying, birthdays, or something related to those topics. They present as somewhat childish and silly, and tend to be oblivious and naïve to the world around them. Their constant happiness annoys the more serious or grumpy NPCs, especially Gnarpy and Pest. Despite their general silly and unassuming demeanor, they seem to be affiliated with MR in some way, albeit unwillingly; the meteors that originate from MR on the Happy Home Party floor don’t fall if PartyNoob is in the elevator, and PartyNoob cannot be killed by MR. It has also been hinted that PartyNoob's happy attitude is a coping mechanism due to things that they've seen.

PartyNoob's birthday is every day. [5] It is only their birthday in spirit, and they do not actually age with every birthday. [6] PartyNoob lives at the Birthday Apartment. [7] According to a conversation with Pilby, PartyNoob does not mind their apartment being blown up, as they state it "adds more excitement". PartyNoob frowns once players begin destroying it, though. They don't mind the "eye tree" in their apartment, as it keeps the rent down. [8] PartyNoob has trauma from being constantly punched by random people in the elevator. [9] They have trauma from something else, but it is deeply suppressed, and they don't remember it. [10] There's a chance they could break down at some point. [11] The worst thing Poob has done was witness a sacrifice without doing anything about it. [12] There is someone out there who wants to kill PartyNoob. [13] PartyNoob is being protected by the same spirit that controls MR. [14] They are oblivious to the fact they're in constant danger and that they're being protected. [15] PartyNoob likes Pest, but Pest doesn't like them. If they didn't bother Pest, Pest wouldn't bother them. [16] PartyNoob thinks Wallter is very cool. [17] If a FleshCousin were to mimic PartyNoob, they would be overjoyed, but at the same confused on why they have a twin. [18] PartyNoob is best friends with Split. [19] PartyNoob would be friends with Crem, because of their shared liking for ice cream. [20] They are a regular customer at HC Icecream. [21] PartyNoob attends parties with UNO, DOS, and TRES, and they consider each other friends. [22]
