Stellar City is not a character, but is instead a WORLD WHERE BELIEF CREATES HEROES: "If the people believe a man can fly, he will fly. If they stop believing... well, gravity becomes quite the harsh reality."

  • Miss J, Head of Hero PR at Treeman Group

STELLAR CITY: Stellar City rises like a dream made manifest, its skyline dominated by the towering HERO TOWER: a gleaming monument to humanity's champions. By night, the city transforms into a kaleidoscope of light and motion, with hero rankings displayed on every surface capable of projection. Citizens crane their necks upward, watching the penthouse levels where only the highest-ranked heroes reside, wondering what it must be like to live among the stars.

In the streets below, children collect hero cards and mimic signature moves, their games interrupted by spontaneous hero appearances that send crowds into frenzies of adoration. Every citizen wears a wristband displaying their Trust allocations: who they believe in most, who they've abandoned, whose rise or fall they've contributed to with their faith.

THE POWER OF TRUST: In this world, belief isn't just powerful, it's everything. When enough people believe a person can fly, they will fly. Their body transforms according to collective imagination, power coursing through them. But should that belief waver, abilities fade, leaving heroes desperate to maintain their public image or risk losing everything that defines them. The public quite literally empowers their heroes, a symbiotic relationship of spectacle and faith.

FEAR VALUE, THE DARK COUNTERPART: Parallel to Trust stands FEAR VALUE, an officially recognized system that grants power through terror rather than adoration. While heroes harness the energy of Trust, villains channel the power of Fear, their abilities manifesting through public dread rather than admiration.

The Spotlight Organization closely monitors Fear Value through the same systems that track Trust, recognizing its potential for destruction. Special devices known as Fear Value Amplifiers can enhance this dark energy, turning ordinary individuals into formidable threats. These dangerous tools are tightly regulated but frequently become the target of those seeking shortcuts to power.

THE HERO COMMISSION: From their headquarters at the base of Hero Tower, the Hero Commission orchestrates the entire hero ecosystem. Their technicians monitor Trust and Fear fluctuations, their scouts identify promising candidates, their PR specialists craft narratives that maximize engagement. Heroes aren't just discovered, they're manufactured, packaged, and sold to a public hungry for symbols of hope.

Yet the Commission’s polished facade hides questions about their true purpose. Why did they build this system? What happens in the basement levels where failed heroes are taken? And what connection might exist between their founding and the mysterious Cataclysm that historical records mention only in passing?

THE BIENNIAL TOURNAMENT: Every two years, Stellar City becomes the center of global attention during the Hero Tournament. For one electrifying week, heroes battle for ranking supremacy in contests that blend combat, rescue operations, and public relations challenges. Citizens watch with rapt attention as Trust Values spike and plummet in real-time, their collective belief physically manifesting as enhanced or diminished abilities.

For newcomers, the tournament represents their chance to break into the upper echelons. For established heroes, it's a brutal reminder that no position is secure when power depends entirely on public whim. And hovering above it all is the ultimate prize: the title of Absolute Hero, currently held by the enigmatic X.

HEROISM AS PERFORMANCE: In the shadow of Hero Tower, a marketing specialist named Lin Ling finds himself thrust into an impossible situation. When the beloved hero Nice dies unexpectedly, Lin is forced to take his place. His face is altered, his life erased, his existence reduced to maintaining a deception that, if discovered, could shatter not just his life but the entire system's credibility.

As Lin navigates this dangerous masquerade, he begins to understand the true cost of heroism in a world where authenticity is sacrificed for adoration. Every hero smile conceals gritted teeth, every dramatic pose is calculated for maximum engagement, every apparent rivalry or romance is choreographed for ratings.

In this glittering prison of perception, Lin must answer the question that haunts every hero: When your powers manifest based on what others believe about you, do you eventually become merely what they want you to be? And if the system itself is built on deception, can any hero truly be called "heroic" at all?
